Call to Order
Pursuant to the date, time and place stated above, Vice-Chairman Reynolds called the meeting to order.

Approval of Minutes
Upon a motion by Mr. Rather, second by Mr. Bowen, the Board approved the minutes of March 7, 2002 board meeting.

Kathy Love, President of Flint River Technical College gave a presentation on the growth and future of the college and Dr. Breeden added comments.

Resolution Adopted
Upon a motion by Mr. Bowen, second by Mr. Rather, the Board approved to adopt a resolution honoring Ms. Gwen Goodman's service as a state board member and service to her community and in her honor a building at Savannah Technical College will be named "Gwen Goodman Hall" and this resolution will be placed on the wall in the building.

III. Certified Literate Community Program:
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the Troup County Certified Literate Community Program as a Participant in the Certified Literate Community Program.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Contract
Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved a construction contract for the renovation of the Supply Room into four offices and the renovation of the Faculty Lounge into a Faculty Workroom at Sandersville Technical College. The amount of the renovations is not to exceed $35,000.00.

Upon a motion by Mr. Harrington, second by Ms, Goodman, the Board approved a contract for the purchase and installation of outdoor Identification and Directional Signage at the Clarkston Campus of DeKalb Technical College. The amount of the contract is not to exceed $52,000.00.

Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved a contract for the purchase and installation of a Campus Identification Sign at Athens Technical College. The amount of the contract is not to exceed $30,000.00. NOTE: The sign is a gift from the 2001 graduating class.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved a contract for the purchase and installation of a Campus Wide Signage and Directory System for North Georgia Technical College. The amount of the contract is not to exceed $125,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved a contract for the purchase and installation of a Campus Identification Sign for the Milledgeville Campus of Central Georgia Technical College. The amount of the contract is not to exceed $55,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved a contract for the Re-carpeting of 12 Classrooms at North Georgia Technical College. The amount of the contract is not to exceed $35,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved a construction contract for the Renovation of the Main Entrance to the Mobley Building at North Georgia Technical College. The amount of the contract is not to exceed $125,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved a construction contract for Campus-wide Storm Water Drainage Improvements at Middle Georgia Technical College. The amount of the contract is not to exceed $695,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood approved a contract for the purchase and installation of two clock faces for the clock tower at Middle Georgia Technical College. The amount of the contract is not to exceed $26,000.00. NOTE: Contract to be paid from local funds.

Purchase of Property
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved the purchase of the property known as Phase III, Parkway Village Shopping Center, 3620 Eisenhower Parkway, Macon, Georgia, from Edens & Avant Financing II Limited Partnership, at a purchase price of $1,800,000, subject to approval of the State Properties Commission, for use of Central Georgia Technical College.

Upon a motion by Mr. Harrington, second by Mr. Tarbutton, the Board approved the purchase of 19.912 acres of land adjacent to the campus of Valdosta Technical College owned by H. Y. Tillman, Jeanette T. Cole, Kay Adham and Robert Wiggins at a purchase price of $1,000,000.00 for use of Valdosta Technical College, subject to approval of the State Properties Commission.

Granting of Non-exclusive Easement
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the granting of a non-exclusive easement to the City of Thomson, Georgia, across land at McDuffie County Campus of Augusta Technical College measuring 30' x 1,247' and 10' x 160', for the installation and maintenance of sanitary sewer lines, subject to the approval of the State Properties Commission.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved the final plans and specifications for Project No. DTAE-118 Renovation of the Glennville Campus, Southeastern Technical College dated February 1, 2002 prepared by Warner, Summers, Ditzel, Benefield and Associates, Atlanta, Georgia. Estimated cost of construction $1,845,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved the final plans and specifications for Project No. DTAE-80, Allied Health Building, Coosa Valley Technical College, dated March 15, 2002, prepared by The Architecture Group, Inc., Atlanta, Georgia. Estimated cost of the 53,722 S.F. building is $7,000,000.00.

Approval of Architects for Final Design
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the PRAD Group to provide architectural services for Project No. DTAE-102 Classroom Building, DeKalb Technical College. Estimated cost of the 97,000 S.F. building is $19,800,000.00.

Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved Ingram Parris Group, Inc., Valdosta, Georgia to provide architectural services for Project No. DTAE-103 Classroom/Student Services Building, Southwest Georgia Technical College, Thomasville, GA. Estimated cost of the 60,000 S.F. building is $11,800,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved MSTSD, Inc., Atlanta, Georgia to provide architectural services for Project No. DTAE-105 Toccoa/Stephens County Campus, North Georgia Technical College, Toccoa, Georgia. Estimated cost of the 40,000 S.F. building is $8,400,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved MSTSD, Inc., Atlanta, Georgia to provide architectural services for Project No. DTAE-106 Visual Technology Building, North Georgia Technical College, Clarksville, Georgia. Estimated cost of the 85,000 S.F. building is $14,600,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved James W. Buckley and Associates, Swainsboro, Georgia to provide architectural services for Project No. DTAE-109 Campus Expansion, Georgia Aviation Technical College, Eastman, Georgia. Estimated cost of the 83,400 S.F. expansion is $11,200,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved Cooper Cary, Inc., Atlanta, Georgia to provide architectural services for Project No. DTAE-110 Telecommunications Building, East Central Technical College, Fitzgerald, Georgia. Estimated cost of the 58,000 S.F. building is $10,000,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved JMA Architecture, Inc., to provide architectural services for Project No. DTAE-136 Dental Hygiene Facility, Middle Georgia Technical College, Warner Robins, Georgia. Estimated cost of the 11,000 S.F. building is $1,893,000.00.

Other
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase the new workgroup switches for Atlanta Technical College for a total cost not to exceed $86,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase the new core switch for Atlanta Technical College for a total cost not to exceed $90,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

Upon a motion by Mr. Tarbutton, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract to purchase a Digital Camera/Lens for the purposes of increasing video production services and providing wide-screen production capabilities in an amount not to exceed $80,000.00.

Upon a motion by Mr. Tarbutton, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract to purchase a Digital Beta Deck for the purposes of digitizing capabilities and streamlining media services in an amount not to exceed $50,000.00.

Equipment Purchases and Contracts

A. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Augusta Technical College computers, Ethernet switches, routers, security cameras, printers, network equipment, wireless Ethernet, multimedia access stations, UPS's for server room, batteries, fans and electronics at a total cost not to exceed $985,470.00.

B. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College 60 Dell OptiPlex computers/monitors and network infrastructure at a total cost not to exceed $194,660.00.

C. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to contract for landscaping services for the Clarkston campus of DeKalb Technical College at a total cost not to exceed $26,000.00.

D. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Georgia Aviation & Technical College support equipment for the Flight Technology program, a wireless computer lab and 23 computers for classrooms/labs at a total cost not to exceed $101,848.00.

E. Upon a motion by Ms. DeLaFuente, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Middle Georgia Technical College two used tractors for the Commercial Truck Driving program at a total cost not to exceed $62,000.00.

F. Upon a motion by Ms. DeLaFuente, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Northwestern Technical College, 50 Gateway computers for instructional programs at a total cost not to exceed $46, 680.00.

G. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Okefenokee Technical College, 40 Dell computers for the Alma Center at a total cost not to exceed $46,4000.00.

H. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Sandersville Technical College repair work for seven trucks and thirteen trailers for the Commercial Truck Driving program at a total cost not to exceed $51,806.00.

I. Upon a motion by Ms. DeLaFuente, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Savannah Technical College welding equipment for the Welding program at a total cost not to exceed $52,000.00.

J. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Valdosta Technical College furniture for the Cook County Workforce Development Center and the main campus at a total cost not to exceed $198,000.00.

K. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for West Central Technical College one assembly station with robot for the Douglas County campus, two Ford Taurus station wagons for the Haralson campus and twenty-five A+ training simulators for the Computer Repair program and at a total cost not to exceed $144,573.00.

A. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to revise the current mission statement for West Central Technical College.

B. Upon a motion by Ms. DeLaFuente, second by Mr. Rather, the Board approved to authorize the Commissioner to enter into a contractual agreement with the Georgia Department of Labor, to develop a High Tech, Touch program and Web-enable and automate the child labor application process at a total cost not to exceed $100,000.00.

C. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contractual agreement with University of Georgia, on behalf of the Board of Regents of the University System of Georgia, document and analyze Georgia's progress in building school-to-work systems congruent with its vision and guiding principles at an amount not to exceed $420,376.00 over a three year period - $65,450.00 in FY 2002; $184,118 in FY 2003; and $170,808 in FY 2004.

D. Upon a motion by Ms. DeLaFuente, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contractual agreement with Kennesaw State University - Continuing Education - Project Ideas, on behalf of the Board of Regents of the University System of Georgia, to provide coordinated professional development in support of the Georgia StW Initiative at a total cost not to exceed $211,800.00.

STANDARDS

Approval of Curriculum Standards Revisions
Upon a motion by Ms. Goodman, second by Mr. Harrington, the Board approved the proposed revisions to the Printing and Graphics Technology, Diploma and Degree Program as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

Upon a motion by Ms. Goodman, second by Mr. Pezold, the Board approved that the proposed revisions to the Radiologic Technology, Diploma and Degree Program Standards ad recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

EXECUTIVE COMMITTEE

Mr. Rather reported that the nominating committee: Mr. Rather, Chairman, Ms. Goodman, Mr. Bowen and Mr. Harrington as members brought before the Executive Committee the following recommendation change in bylaws:

Under current bylaws, State Board officers are elected at the regular Board meetings in May of each even numbered year. This motion seeks to amend Board bylaws so that these elections are held during odd numbered years. This motion is offered so that the election of Board officers will logically follow the election of the Governor of the State of Georgia, which regularly occurs during an even numbered year.

Upon a motion by Mr. Rather, second by Ms. Goodman, the Board approved to accept the proposed amendment of State Board Bylaws concerning the election of officers during odd number years to lie on the table until the next regularly scheduled Board Meeting in May.


CHAIRMAN'S REPORT

The next Board meeting will be May 2, 2002 in Atlanta at 1:00 p.m. with Committee meetings beginning at 9:15 a.m.


COMMISSIONER'S REPORT

Thanked President Love for her hospitality in sharing of her home with the State Board and local community with a wonderful reception and dinner.

Reminded the board members of the following dates:

  1. Manufacturers Appreciation Luncheon - April 18, 2002, 11:00 a.m. to 1:30 p.m.

  2. Premier Night with Haralson County Chamber of Commerce spotlighting the new West Central Technical College campus, Waco, Georgia - April 12, 2002 at 7:00 p.m.
