Call to Order
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

Approval of Minutes
Upon a motion by Mr. Rather, second by Mr. Lord, the Board approved the minutes for the July 12, 2001 Board meeting.


Guest Recognition
Chairman Harris welcomed the adult literacy ambassadors present and noted they would be recognized later in the program.


 COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Mr. Jones gave an update of the activities and stated the "A Celebration GED Conference" will be September 5-7, 2001 at the Westin Peachtree Plaza Hotel, Atlanta, Georgia.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the names listed below to sit on the table until the next regularly scheduled meeting for approval as members of the Service Delivery Area literacy advisory committee.

Upon a motion by Mr. Harrington, second by Mr. Tarbutton, the Board approved to adopt and present a resolution recognizing the Washington County Alliance for Literacy LIFE (Learning is for Everyone) as a Certified Literate Community.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt and present to each of the following a resolution recognizing the accomplishments of the 2001 Ambassadors for Literacy: Judith Bonheur; Elsa Croft; Sophia Johnson; Chandru Mirwani; Sarojani Thakoor; Billy Welch, Sr.; and Odessa Whiters.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Contracts
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contact for the Construction and Installation of Shelving and Counters for the Bookstore at DeKalb Technical College. The amount of the contract is not to exceed $36,000.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a contract for the Design, Purchase and Installation of Interior and Exterior Signage for the Main Campus and the Mountain View Campus of Chattahoochee Technical College. The amount of the contract is not to exceed $90,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a contract to Replace Carpet in Buildings 2 and 3 at Swainsboro Technical College. The amount of the contract is not to exceed $60,000.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a contract with Pieper, O'Brien, Herr, Architects for a Campus Master Plan for Lanier Technical College. The Master Plan will include plans for the Main Campus and the Forsyth County Campus. The amount of the contract is $43,500.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a contract for Construction of a Greenhouse for the Horticulture Program at Albany Technical College. The amount of the contract is not to exceed $65,000.00.

Rental Agreement
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the execution of a rental agreement with Worth County Schools covering 12,000 sq. ft. of classroom/office space known as the Sumner Education Center, located at 702 Walnut Street, Sumner, Worth County, Georgia, for use of Moultrie Technical College, for the period beginning September 1, 2001, and ending June 30, 2002, at a rental of $50,000.00 ($5,000.00 per month/$5.00 per sq. ft. per year), with option to renew for five consecutive one year periods at the rate of $1.00 per year. Note: Moultrie Tech will use this space as a Child Care Center.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved final plans and specifications for the following projects:

  • Project No. DTAE-70, Multipurpose Building, Atlanta Technical College, prepared by R. L. Brown & Associates, Inc., Atlanta, dated March 19, 2001, estimated cost of construction $6,110,000.00;

  • Project No. DTAE-76, Building H, Albany Technical College, prepared by PRAD Group, Inc., Atlanta, dated May 21, 2001, estimated cost of construction $6,454,500.00;

  • Project No. DTAE-78, Classroom/Student Services Building, Augusta Technical College, prepared by Nicholas Dickinson and Associates, P.C., Augusta, dated July 3, 2001, estimated cost of construction $7,800,000.00;

  • Project No. DTAE-81, Allied Health Building, Southeastern Technical College, prepared by Warner Summers Ditzel Benefield Ward & Associates, Atlanta, dated May 18, 2001, estimated cost of construction $6,800,000.00;

  • Project No. DTATE-82, Technology Center, Swainsboro Technical College, prepared by Ingram Parris Group, Valdosta, dated June 29, 2001, estimated cost of construction $3,120,000.00;

  • Project No. DTAE-84, Jefferson County Technical Education Center, Sandersville Technical College, prepared by Virgo Gambill Architects, Augusta, dated June 30, 2000, estimated cost of construction $943,000.00.
Other
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved to authorize the Commissioner to enter into a contract with Cedar Enterprise Solutions, Inc. to provide consulting services in the field of accounting to DTAE and its technical colleges at a cost not to exceed $60,000.00 in state funds.


ECONOMIC DEVELOPMENT COMMITTEE

Annual Report
Upon a motion by Mr. Tarbutton, second by Mr. Tallent, the Board approved to authorize the Commissioner to enter into contracts in an amount not to exceed $42,000.00 in order to publish the Department of Technical and Adult Education's 2000 Annual Report.


OPERATIONS AND MANAGEMENT COMMITTEE

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved for the technical colleges listed below, that the following persons be appointed/re-appointed to the local board of directors of the technical college. Equipment Purchases and Contracts
Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase 12 PLATO workstations for the Early County campus of Albany Technical College at a total cost not to exceed $34,170.00.

Upon a motion by Mr. Tallent, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College "Point of Sale System" (hardware and software) and bookstore fixtures for bookstore operations at the Clarkston/Covington-Newton campuses at a total cost not to exceed $113,712.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Lanier Technical College a fiber optic backbone upgrade for Building 100 (Oakwood campus) at a total cost not to exceed $31,408.00.

Upon a motion by Mr. Tallent, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College a janitorial services contract (Bryant Resident Hall - main campus) at a total cost not to exceed $29,000.00.

Upon a motion by Mr. Tallent, second by Ms. Douglas the Board approved to adopt the proposed policy on Tuition Remission and Reimbursement for Approved Staff Development.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions
Upon a motion by Mr. Pezold, second by Mr. Bowen , the Board approved the proposed standards and standards revisions for the Emergency Medical Technology (Basic), and Emergency Medical Technology (Intermediate)Technical Certificate of Credit programs. Institutions must implement the revisions by Fall Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved the proposed revisions to the Dental Hygiene, degree and Medical Laboratory Technology, degree program standards as recommended by the Presidents' Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

COMMISSIONER'S REPORT
Reported to the Board Members that effective July 1, 2002, their per diem had been reduced to $105 from $119. This was voted by the legislature.

Announced the Board meeting would be coordinated with the GED Celebration for the week of September 5-7, 2001 at the Westin Peachtree Plaza. The meeting would be on Thursday, September 6th with location and time to be announced.
