BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Resolution on Acquisition of Land
Upon a motion by Mr. Harrington, second by Ms. Oettmeier, the Board approved to adopt the attached Resolution (Attachment A) regarding the acquisition of 6.191 acres of land located on East Central Tech Road, Irwin County, Georgia, adjacent to the campus of East Technical College, from the Ben Hill-Irwin Joint Development authority, for use in expanding the campus of East Central Technical College, subject to approval of the State Properties Commission.

RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION WITH
RESPECT TO THE ACQUISITION OF 17.539 ACRES OF REAL PROPERTY
IN EASTMAN, DODGE COUNTY, GEORGIA, FOR USE OF
GEORGIA AVIATION AND TECHNICAL COLLEGE

WHEREAS, the hereinafter described real property is needed to expand the campus of Georgia Aviation and Technical College, Airport Road, Eastman, Dodge County, Georgia

: ALL that tract or parcel of real property located in Land Lot 246, 16th Land District, Eastman, Dodge County, Georgia, being more particularly described as follows:

COMMENCING at a Point Of Reference being a 1" open top pipe located at the intersection of the North Land Lot Line of Land Lot 246 with the East Land Lot Line of Land Lot 246 and from said Point of Reference go S 07 degrees 56 minutes 31 seconds E a distance of 173.34' to a ½ " rebar located on the East right of way line of Airport Road (80'R/W)-(formerly Bethlehem Church Road and/or Old Dublin Road), having coordinates of N:805899.04/ E:359594.23, and the Point Of Beginning:

From said Point Of Beginning, and leaving the East right of way line of Airport Road, proceed S 46 degrees 21 minutes 45 seconds E a distance of 344.17' to a ½" rebar; thence S 44 degrees 38 minutes 32 second E 540.84' to a ½" rebar; thence S 23 degrees 44 minutes 34 second E 482.00' to a ½" rebar; thence S 43 degrees 16 minutes 02 second W 499.88' to a ½" rebar having coordinates N:804471.54/E:360074.79; thence N 45 degrees 37 minutes 40 seconds W 1025.19' to a ½" rebar located on the East right of way line of Airport Road; thence following said East right of way line of Airport Road N 19 degrees 32 minutes 39 seconds E 754.04' to the Point of Beginning.

Said real property, containing 17.539 acres, is more fully described on a plat of survey prepared by Donaldson, Garrett & Associates, Inc., more particularly Tommie M. Donaldson, Jr., Georgia Registered Land Survey No. 1617, dated December 17, 2001, revised January 9, 2002; and

WHEREAS, negotiations with the owner of the property, the Estate of Vanceen Peacock Hair, Deceased, have reached an impasse;

NOW, THEREFORE, be it resolved that the State Board of Technical and Adult Education does hereby recommend acquisition of the above described real property through condemnation, and hereby requests the State Properties Commission to approve the acquisition of same through the State of Georgia's power of eminent domain.

II. Condemnation of Real Property
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt the attached Resolution (Attachment B) regarding the acquisition of 17.539 acres of unimproved real property located on Airport Road, Eastman, Georgia, from the Vanceen Peacock Hair Estate, through condemnation, subject to approval of the State Properties Commission, for use in the expansion of the campus of the Georgia Aviation and Technical College, Eastman, Georgia.

RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION WITH RESPECT
TO THE ACQUISITION OF 6.191 ACRES OF LAND IN IRWIN COUNTY, GEORGIA,
FOR USE OF EAST CENTRAL TECHNICAL COLLEGE

WHEREAS: The State Board of Technical and Adult Education is the legally constituted body charged with the re- sponsibility of developing and operating a statewide system of technical colleges; and

WHEREAS: Section 20-4-14(4)(2) Georgia Code Annotated, empowers the State Board of Technical and Adult Education to receive and hold title to property, equipment, money and materials; and

WHEREAS: The Ben Hill-Irwin Joint Development Authority has agreed to donate 6.191 acres of land in Irwin County, Georgia, to the State of Georgia, for use by the Department of Technical and Adult Education to expand the campus of East Central Technical College; and

WHEREAS: The Board of Technical and Adult Education desires to acquire the said land for use in the expansion of the East Central Technical College campus;

BE IT RESOLVED THAT:

  1. The State Board of Technical and Adult Education does hereby approve the acquisition of 6.191 acres of land in Irwin County, Georgia, from the Ben Hill-Irwin Joint Development Authority for use of East Central Technical College; and

  2. The staff shall prepare appropriate requests to the State Properties Commission seeking its approval of, and assistance with, the acquisition of said land in accordance with applicable laws, policies, and proce- dures.

III. Purchase of Real Property
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the purchase of two pieces of property, one known as 103 West 76th Street and the other known as 105 West 76th Street, Savannah Technical College, at a purchase price of $25,000.00 each, from Mr. Andrew Buhler, subject to approval of the State Properties Commission.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the purchase of 14.08 acres of land located on Majors Road, Forsyth County, from the Forsyth County Board of Commission at the price of $889,600 for use at Lanier Technical College's Forsyth campus, subject to approval of the State Properties Commission.

IV. Approval of Intergovernmental Agreement
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the execution of an intergovernmental agreement with Jefferson County Board of Commissioners covering the paving of the Sandersville Technical College truck driving range located on Mennonite Church Road, Jefferson County, Georgia, at a cost of $72,003.

V. Approval of Contract
Upon a motion by Mr. Harrington, second by Mr. Rhodes the Board approved the execution of a contract with American Appraisal Services for professional valuation consulting services covering land identification and GASB 34 Reporting required by the State Audit Department of land in the custody and control of the Department of Technical and Adult Education, which involves 2.877 acres. Amount of the contract is $40,000.00.

VI. Amendment to July, 2002 Microsoft Motion
Upon a motion by Mr. Harrington, second by Mr. Rhodes, the Board approved to authorize the Commissioner to renew the Microsoft Campus Agreement for a total cost not to exceed $262,000.00. Due to increased Faculty and Staff, to accommodate increased enrollments, the FTE count was higher than anticipated. The increase in FTE resulted in an increase of $42,000.00 in this year's license fee.

VII. Other
Upon a motion by Mr. Harrington, second by Mr. Rhodes, the Board approved to authorize the Commissioner to pay the Board of Regents of the University System of Georgia for Resource and Database fees on the GALILEO (Georgia Library Learning Online) system. This system provides all Technical Colleges with access to databases such as EBSCO, Lexis-Nexis, B&H Proquest, and many others. The total GALILEO cost is not to exceed $600,000.00.

Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved to authorize the Commissioner to pay the BlackBoard License fees at a cost not to exceed $25,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

Upon a motion by Mr. Chafin, second by Mr. Harrington, the Board approved to authorize the Commissioner to enter into a contract to print Results Magazine in an amount not to exceed $40,000.00.

A copy of the Results Magazine (Summer 2002) was given each Board member.

Upon a motion by Mr. Chafin, second by Mr. Reynolds, the Board approved for the technical college above, that the name listed be placed on the Board table until the September meeting for consideration of approval of appointment to the local board of directors of the technical college

Equipment Purchases and Contracts

A. DeKalb Technical College
Upon a motion by Mr. Chafin, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College a Cabletron Chassis with 48-port switches for the upgrade of existing equipment on the Clarkston campus and the Montreal Center at a total cost not to exceed $69,514.00.

B. Coosa Valley Technical College
Upon a motion by Mr. Chafin, second by Mr. Rather and Ms. Oettmeier, the Board approved to authorize the Commissioner to purchase for Coosa Valley Technical College classroom equipment as part of the renovation of buildings A,B,& C at a total cost not to exceed $75,141.00.

C. Flint River Technical College
Upon a motion by Mr. Chafin, second by Mr. Rhodes, the Board approved to authorize the Commissioner to purchase for Flint River Technical College two Transmission Simulators for the Commercial truck Driving program at a total cost not to exceed $100,000.00.

D. Moultrie Technical College
Upon a motion by Mr. Chafin, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Moultrie Technical College 383 Dell computers/peripherals and furnishings for the main campus and 51 Dell computers/peripherals and furnishings for the Sumner campus at a total cost not to exceed $2,964,226.00.

E. North Georgia Technical College
Upon a motion by Mr. Chafin, second by Mr. Rather, the Board authorized the Commissioner to purchase for North Georgia Technical College a Road Truck with Trailer for the Commercial Truck Driving program and to contract for Lawn Maintenance Services (main campus) at a total cost not to exceed $119,800.00.

F. Sandersville Technical College
Upon a motion by Mr. Chafin, second by Mr. Bowen, the Board authorized the Commissioner to purchase for Sandersville Technical College two Transmission Simulators with two three-year service agreements for the Commercial Truck Driving program at a total cost not to exceed $111,000.00.

G. South Georgia Technical College
Upon a motion by Mr. Chafin, second by Mr. Bowen, the Board authorized the Commissioner to purchase for South Georgia Technical College 33 computers and furnishings for the Hicks Hall and the Haynes Building at a total cost not to exceed $1,000,000.00.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions
Upon a motion by Ms. Oettmeier, second by Mr. Rather, the Board approved that the addition of the eight contract hour U.S. Department of Transportation Hazardous Chemical Awareness-Level I Course into the Emergency Medical Technician (Intermediate) technical certificate of credit program be approved effective Fall Quarter 2002. Institutions may implement the revision immediately and must implement it by Fall Quarter 2002.

Upon a motion by Ms. Oettmeier, second by Mr. Harrington, the Board approved that the college requests listed below to offer diploma and degree programs effective the quarter specified for each request.

EXECUTIVE COMMITTEE

Upon a motion by Mr. Reynolds, second by Mr. Bowen, the Board approved to accept the proposed new State Board Policy Manual as presented to July 11, 2002 State Board Meeting.

Upon a motion by Mr. Reynolds, second by Mr. Jones, the Board approved to adopt and incorporate in the minutes the State Board Resolution concerning the conversion of Gwinnett Technical College to state ownership. (Attachment C) At the Chairman's request, the Commissioner gave a background and update regarding the transition and called on President Sharon Rigsby for a few remarks.

RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION
WITH RESPECT TO THE CONVERSION OF GWINNETT TECHNICAL
COLLEGE TO STATE OWNERSHIP.

WHEREAS: The Department of Technical and Adult Education is the legally constituted body charged with the responsibility of developing and operating a unified system of public postsecondary technical institutions; and

WHEREAS: Section 20-4-14 (c)(2) of the Official Code of Georgia empowers the Department of Technical and Adult Education to receive and hold title to property, equipment, money, and materials; and

WHEREAS: The Gwinnett County Board of Education, by resolution, expresses its desire and intent to transfer legal title, management control, financial and operational responsibility for Gwinnett Technical College to the State Board of Technical and Adult Education upon mutual agreement by the two boards to a schedule for the terms and transfer; and

WHEREAS: The State Board of Technical and Adult Education considers the conversion of Gwinnett Technical College to state ownership in the best interest of the State Board of Technical and Adult Education, Gwinnett Technical College, the citizens of Gwinnett County, and the State of Georgia; and

WHEREAS: The State Board of Technical and Adult Education desires to acquire Gwinnett Technical College for the purpose of governing and operating that facility as a unit of the unified system of public postsecondary technical colleges in Georgia;

BE IT THEREFORE RESOLVED THAT:

1. The State Board of Technical and Adult Education does hereby approve of the acquisition of Gwinnett Technical College.

2. The acquisition shall be contingent upon approval of a Memorandum of Agreement between the Department of Technical and Adult Education and the Gwinnett County Board of Education related to transfer of property, personnel, equipment and other related interests, and the availability of necessary funds to the Department of Technical and Adult Education.

COMMISSIONER’S REPORT
Reported as per the vote of the Board, the September 5, 2002 State Board meeting would be in conjunction with the Adult Literacy Celebration at the Westin Peachtree Plaza Hotel, downtown Atlanta. The Committee meetings would be Thursday morning, September 5, a luncheon with the literacy group at 12:30 to 2:30 and the Board meeting beginning at 3:00 p.m. until 4:00 p.m. The GED Rally and dinner would begin at 6:00 p.m. Details will be included in your briefing book.

President Ayers gave details of the Grand Opening Ceremony for West Central Technical College beginning at 11:00 a.m. immediately after the Board meeting.

There being no further business, the Board adjourned at 10:50 a.m. to join the ceremony with West Georgia Technical College.
