CALL TO ORDER
Chairman Harris expressed his thanks on behalf of the Board to President Bob Jones and staff for hosting the Board meeting in Columbus. He thanked Jack and JoRhee Pezold for the lovely reception in their home on the previous evening.

Pursuant to the date and time stated above, Chairman Harris called the meeting to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Ms. Douglas, the Board approved the July 10, 2003 minutes.


COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

I. Certified Literate Community Program
Upon a motion by Mr. Bowen, second by Mr. Rather, the Board approved Randolph County READS (Reading Educates and Delivers Success) as a Participant in the Certified Literate Community Program.


II. GED

Upon a motion by Mr. Bowen, second by Mr. Rather, the Board approved to authorize the Commissioner to pay for the GED PASSPORT support and maintenance contract at a cost not to exceed $320,000.00.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Renewal of Contract
Upon a motion by Mr. Pezold, second by Ms. Doulgas, the Board approved to renew the contract with Utilities Analyses, Inc., for utility accounts cost savings at Technical Colleges until June 30, 2004. The amount of the contract renewal is $66,500.00 NOTE: In FY2003 technical colleges realized a utility savings of over $292,100.00 from this contract.

II. Approval of Contract
Upon a motion by Mr. Pezold, second by Mr. Tarbutton, the Board approved a contract with Hussey, Gay, Bell, DeYoung, Inc., in association with Kohlbecker LP for the Schematic Design of Project No. DTAE-183 Training and Visitors Center, Pooler, Georgia. The amount of the contract is not to exceed
$150,000.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved the execution of a Special Services Agreement with the Georgia Tech Research Corporation covering a Technical Training Facility Needs Analysis for the Department. The amount of the contract is not to exceed $73,047.00.

III. Purchase of Real Property
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved the purchase of the property known as 29 W. 76th Street, Savannah, Georgia at a purchase price of $32,000.00, and the purchase of 101 W. 76th Street, Savannah, Georgia, at a purchase price of $50,000.00, each from Myrtice M. Coursey, for use of Savannah Technical College, subject to the approval of the State Properties Commission.

IV. Technology
Upon a motion by Mr. Pezold, second by Ms. Douglas, the Board approved to authorize the Commissioner to pay CiperTrust for licensing fees at a cost not to exceed $95,000.00.

Upon a motion by Mr. Pezold, second by Mr. Tarbutton, the Board approved to authorize the Commissioner to pay Websense for licensing fees at a cost not to exceed $165,000.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase the new RISC6000s, associated hardware, and software at a cost not to exceed $600,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

I. PLC Trainers
Upon a motion by Mr. Tarbutton, second by Mr. Rather, the Board authorized the Commissioner to enter into contracts to purchase three PLC trainers; hardware and software for the purpose of electrical and mechanical skills training not to exceed $107,275.20.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved for the technical colleges above, that the names listed be placed on the Board table until the September meeting for consideration of approval of appointment/re-appointment to the local board of directors of the technical college.


Equipment Purchases and Contracts

A. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Albany Technical College 27 Dell Computers at the Dougherty County campus for the Criminal Justice and Business Office Technology programs at a total cost not to exceed $37,395.00.

B. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Atlanta Technical College furniture and equipment for its new Multi-purpose building instructional classrooms, common and office space, conference rooms and auditorium at a total cost not to exceed $731,522.00.

C. Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Columbus Technical College instructional workstations for Health Sciences and Business Education Divisions and Aztec Courseware for an instructional management system and technical support for developmental education and Work Keys job profile and assessment program to be used via the internet, online classes, and offsite training at a total cost not exceed $80,315.00.

D. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Moultrie Technical College furniture and equipment for its newly expanded Tiftarea campus facility, 268 Dell computers and printers for computer labs and classrooms; Accounting, Business Office Technology, Commercial Truck Driving, Computer Information Systems, Criminal Justice Technology, Early Childhood Education, Economic Development, Fire Science Technology, General Education, Industrial Systems Technology, Medical Assisting Paramedic Tech and EMT, Practical Nursing and Surgical Technology, Instructional programs; and Tech support/Network Infrastructure at a total cost not to exceed $1,446,080.00.

E. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College 42 IBM computers for Business/Computer Technology department at the Clarkesville and Blairsville campuses, at a total cost not to exceed $40,000.00.

F. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Ogeechee Technical College maintenance and leasing contracts for copier services for FY04, Toshiba/Copy Q and Ikon at a total cost not to exceed $79,615.00.

G. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Savannah Technical College FY04 janitorial services for Crossroads Technology Campus at a total cost not to exceed $40,000.00.

H. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Southeastern Technical College equipment and furnishings for renovated buildings at the Glennville campus to include 119 Compaq computers, Health Lab equipment, classroom and office furnishings, classroom instructional equipment, and networking infrastructure at a total cost not to exceed $650,000.00.

I. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Swainsboro Technical College 31 EVO E510 computers and multimedia projectors; Drafting plotter and printer, GPS base station with router; Welding machines/equipment Miller Syncrowaves, Mig Millermatics, and Spoolamatics; Electronics/Automated Manufacturing upgrade and movement of CIM line and mini CIM to new building with purchase of process control, programmable control, pneumatic, hydraulic and electro mechanical systems equipment at a total cost not to exceed $361,000.00.

Upon a motion by Mr. Allgood, second by Mr. Rather, the Board approved to authorize the Commissioner to approve the new mission statement for West Georgia Technical College.

“The mission of West Georgia Technical College is to provide certificate, diploma and associate degree learning opportunities for workforce development through the delivery of technical education programs both locally and at a distance, as well as to provide service to the community through adult literacy programs, customized training and economic development partnerships.”

CHAIRMAN’S REPORT

Chairman Harris reminded everyone that our September 4, 2003, State Board Meeting will be in conjunction with the Adult Literacy Conference and will be held downtown at the Westin Peachtree Plaza. Details regarding this meeting will follow.

Mr. Reynolds, Chairman of the Capital Outlay Budget Committee reported an update would be forthcoming to each of the members.


COMMISSIONER’S REPORT

Commissioner Breeden gave an update on the HOPE Scholarship Joint Study Commission. He stated in the next week that the Department Heads were meeting individually with the Governor for the purpose of looking at the Budget process and reducing the budget.
