Call to Order
Pursuant to date, time and place stated above Chairman Harris called the meeting to order at 1:05 P.M.

Approval of Minutes
Upon a motion by Mr. Bowen, second by Ms. Goodman, the Board approved the minutes of the November 1, 2001 State Board meeting.


Guest Recognition
Chairman Harris recognized and thanked Mr. Al Tholen, North Georgia Tech Culinary Arts Director and his students for planning, preparing and serving the State Board Lunch. Mr. Tholen and Dr. Ruth Nichols, President each gave an update on classes, etc. from North Georgia Technical College.

III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved to adopt and present a resolution recognizing the Elbert County Council for Effective Literacy as a Certified Literacy Community. Representatives were present to receive this award.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing the Calhoun-Gordon County Council for a Literate Community as a Certified Literate Community. Representatives were present to receive this award.

IV. General Educational Development Program
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to increase the GED Testing Fee from $45/full battery to $55/full battery and the retesting fee from $9/test to $11/test, effective January 1, 2002.

Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved the Office of Adult Literacy to secure a contractor to convert GED microfilm records (approximately 53,000) to the newly implemented GED PASSPORT System at a cost not to exceed $50,000.

V. Other
Rhubarb Jones gave an update on GED successes.

Upon a motion by Mr. Jones, second by Mr. Harrington, the Board approved to recognize Ms. Odessa Whiters for her receiving her GED diploma at the age of 72 and her enthusiasm she shares with her accomplishments.


APPEALS COMMITTEE

I. Referral from Office of State Administrative Hearings

A. Nasir Abdullah
Upon a motion by Mr. Bowen, second Ms. Goodman, the Board approved to adopt the initial decision of the Hearing Officer in the appeal of Mr. Nasir Abdullah as the Final Decision of the State Board of Technical and Adult Education.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Approval of Contracts
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for expansion of the parking lot at Okefenokee Technical College, Waycross, Georgia. The amount of the contract is not to exceed $30,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for the replacement of the HVAC System Chiller in Building C at Albany Technical College. The amount of the contract is not to exceed $120,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for the grading and graveling of the overflow parking lot at Athens Technical College. The amount of the contract is not to exceed $60,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the execution of a rental agreement with the Coweta County Board of Education covering the Central Education Center of West Central Technical College located in Newnan, Georgia, for the period beginning December 7, 2001, and ending June 30, 2002, at a lump sum rental not to exceed $32,000.00. The sum covers improvements to the Center by the Coweta County Board of Education for rewiring to operate equipment in the Center.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Allgood reported that there are 251 Quick Start projects. Five of these are active projects. There are 18 announcements, five new, seven expansions and six existing.


OPERATIONS AND MANAGEMENT COMMITTEE

Local Board Appointments I. Local Board Appointments/Re-appointments

A. Augusta Technical College, appointment
Edward J. Tarver, Richmond County, effective date 12/6/01 and expiration date 6/30/03

B. Columbus Technical College, appointment
Larry R. Jones, Muscogee County, effective date 12/6/01 and expiration date 6/30/04

Upon a motion by Ms. DeLaFuente, second by Mr. Pezold the Board approved that the names for the technical colleges listed above be appointed to the local board of directors of the technical college.

II. Placement of Local Board Appointments/Re-appointments on Board Table

A. Heart of Georgia Technical College, appointment
Jim Rhodes, Bleckley County, effective date 1/3/01 and expiration date 6/30/04
Upon a motion by Ms. DeLaFuente, second by Mr. Pezold, the Board approved that the name for the technical college listed above be placed on the Board table until the January meeting for consideration of approval of appointment to the local board of directors of the technical college.

Equipment Purchases and Contracts

  1. Augusta Technical College - Upon a motion by Ms. DeLaFuente, second by Mr. Reynolds the Board approved to authorize the Commissioner to purchase for Augusta Technical College instructional equipment for the Air frame and Powerplant program and I/O Server software (main campus) at a total cost not to exceed $281,000.00.

  2. East Central Technical College - Upon a motion by Ms. DeLaFuente, second by Mr. Reynolds the Board approved to authorize the Commissioner to purchase for East Central Technical College Allen Bradley processors, power supplies and RS Logix 5 software (main campus) at a total cost not to exceed $62,363.00.

  3. Savannah Technical College - Upon a motion by Ms. DeLaFuente, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Savannah Technical College three used tractor-trailer trucks for the Commercial Truck Driving program (main campus) at a total cost not to exceed $37,000.00.

  4. West Central Technical College - Upon a motion by Ms. DeLeFuente, second by Mr. Jones, the Board approved to authorize the Commissioner to purchase for West Central Technical College office furnishings for the Waco Campus at a total cost not to exceed $1,469,471.00.

  1. Southeastern Technical College - Upon a motion by Ms. DeLeFuente, second by Ms. Douglas, the Board approved to authorize the Commissioner to dedicate and name the new Medical Technology Center of Southeastern Technical College "Hugh M. Gillis Medical Technology Center."

EXECUTIVE COMMITTEE
Chairman Harris reported that the Executive Committee discussed joining with TCDA, TFDA, Presidents' Council and State Board in a joint Leadership Conference for the October, 2002, State Board meeting set for October 1, 2, & 3 and place to be determined by the Committee working on the Conference. Upon a motion by Ms. Douglas, second by Ms. Goodman, the Board approved the October meeting for the joint Leadership Conference with location to be determined.

Chairman Harris gave each Board member a list of the State Board 2002 meeting dates with the understanding there may be a couple of changes. Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved the Executive Board's selection of meeting dates.


COMMISSIONER'S REPORT
Thanked North Georgia Technical College students, and staff for a job well done in serving the luncheon. Expressed his holiday wishes and thanked everyone for their support to technical education.


CHAIRMAN'S REPORT
The next meeting will be January 3, 2002 , Atlanta in the State Board Room. Committee meetings beginning at 9:15 a.m. and Committee of the Whole with lunch at 11:30 and State Board Meeting will begin at 1:00 p.m.
