Upon a motion by Mr. Bowen, second by Mr. Rather, the Board approved the November 7, 2002 State Board Minutes.

BUDGET, FACILITIES, AND TECHNOLOGY COMMITTEE

Purchase of Real Property
Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved the purchase of 3.84 acres of improved real property known as 237 Airport Road, Eastman, Georgia, from Elphy Joe Lanier at the purchase price of $118,000 for use as part of Project No. DTAE-109, Campus Expansion, Georgia Aviation and Technical College, subject to approval of the State Properties Commission.

Approval of Construction Contract
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a contract for the construction of a New Parking Lot at South Georgia Technical College. The new lot will be located adjacent to the Pope Technology Center. Contract for the construction of the Parking Lot is not to exceed $40,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for the Installation of Air-Conditioning Units for the Machine Tool Technology Lab, Motor Sports Land and Industrial Maintenance Lab at Lanier Technical College. The amount of the contract is not to exceed $60,000.00.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the final plans and specification for Project No. DTAE-87 Center for Health and Information Technology, Northwestern Technical College prepared by Kirkman Associates, Architects, Dalton, Georgia, dated October 25, 2002. Estimated cost of construction is $5,400,000.00.

OPERATIONS AND MANAGEMENT COMMITTEE

Local Board Appointments

Placement of Local Board Appointment on Board Table
Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved for the technical colleges listed below, it is recommended that the names listed be placed on the Board table until the January meeting for consideration of approval of appointment to the local board of directors of the technical college.

A. Heart of Georgia Technical College
Susan H. Coffee, Dodge County, appointment
(effective January 9, 2003)

Equipment Purchases and Contracts
A. Upon a motion by Mr. Allgood, second by Ms. Oettmeier, the Board approved to authorize the Commissioner to lease for Altamaha Technical College two Xerox copiers replacing existing copiers and to purchase a comprehensive communication initiative focusing on connecting training and educations opportunities in Machine Tool and Fabrication to existing and potential regional employers at a total cost not to exceed $123,427.00.

B. Upon a motion by Mr. Allgood, second by Mr. Rather, the Board approved to authorize the Commissioner to purchase for Augusta Technical College purchase furnishings for the Classroom/Student Services building at a total cost not to exceed $656,000.00.

C. Upon a motion by Mr. Allgood, second by Ms. Oettmeier, the Board approved to authorize the Commissioner to purchase for Okefenokee Technical College CISCO and CIS switching, concentrator, Ethernet, interface and networking items at a total cost not to exceed $36,449.00.

D. Upon a motion by Mr. Allgood, second by Mr. Rather, the Board approved to authorize the Commissioner to purchase for Savannah Technical College instructional equipment for the Automotive Technology program; furniture for classrooms and offices for Automotive Collision Repair program; instructional training equipment and furniture for classrooms and offices for the Industrial Maintenance Control Technology program; the Electrical Construction program; and for the Carpentry program, HVAC Technology program, Machine Tool Technology program, and Occupational Technology building at a total cost not to exceed $571,500.00.

Other

A. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to revise the current mission state for Athens Technical College. It will read as follows:

“Our purpose is to provide a comprehensive educational program designed to enhance the ability of our students to participate in Georgia’s development. To accomplish this purpose we facilitate public adult education programs to improve general population and workforce literacy levels; provide courses and programs that enable students to pursue the knowledge, skills, and abilities they need to obtain initial employment; offer a general education curriculum to encourage students to develop intellectual, personal, and social values and an understanding of society; sponsor co-curricular activities to assist students in the development of leadership, scholarship, and fellowship traits; and conduct continuing education and training to enable individuals to acquire and maintain advanced levels of competency and pursue their personal and career development.”

STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of General Program Standards Revisions
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved the proposed revisions to the Instructional Program – On-line Program Delivery Mode general program standard as recommended by the Presidents Council . Institutions may implement the revisions immediately and must implement them by Summer Quarter 2003.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved the proposed revisions to the Employability Skills – Job Retention and Advancement general program standard as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Summer Quarter 2003.

2. Approval of Curriculum Standards Revisions
Upon a motion by Mr. Pezold, second by Mr. Harrington, the Board approved the proposed revisions to the Major Appliance Technology Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2003.

Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved that the college requests listed below offer diploma and degree programs effective the quarter specified for each request.

Upon a motion by Mr. Bowen, second by Mr. Reynolds, the Board approved to pass a Resolution presented to Dr. Norm Moye upon his retirement effective December 31, 2002.

COMMISSIONER’S REPORT
The Commissioner thanked everyone for their support during this transition period. Stated the budget hearing went very well yesterday and will be meeting again soon. He gave each member a copy of his resignation letter and letter with resume attached requesting reappointment to serve on Governor Perdue’s team for the next 4 years. This was per Governor Elect Perdue’s request. A copy of the Commissioner’s letters is attached to the original minutes. (Attachment A)
