CALL TO ORDER
Pursuant to date, time, and place stated above, Acting Chairman, Harold Reynolds called the meeting to order at 12:00 p.m.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Mr. Allgood, the Board approved the minutes for November dated October 31, 2003 in Savannah.

COMMITTEE REPORTS

NOMINATING COMMITTEE REPORT
The Nominating Committee members consisted of Mr. Rhodes, Chairman, Mr. Ben Copeland and Ms. Sharon Douglas. Mr. Reynolds asked Mr. Rhodes to give his report from the Committee. Upon recommendation of the Nominating Committee, Mr. Rhodes presented the following slate of officers for the State Board of Technical and Adult Education for 2004-July 2005: Chairman, Mr. Harold Reynolds; Vice Chairman, Mr. Rhubarb Jones. There was a call from the acting Chairman, for discussion and/or other nominations. Upon a motion by Mr. Allgood, second by Mr. Chapman, the Board approved the Nomination Committee’s recommendation and elected Mr. Reynolds as Chairman and Mr. Jones as Vice Chairman to serve as officers of DTAE through July 2005.

ADULT LITERACY COMMITTEE

Certified Literate Community Program
Upon a motion by Ms. Flanders, second by Mr. Rhodes the Board approved Gainesville/Hall County Alliance for Literacy as a Certified Literate Community Program.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Architect
Upon a motion by Mr. Copeland, second by Mr. Chapman, the Board approved Cooper Cary, Inc. to provide architectural services for DTAE-184 Allied Health Building, Coffee County Campus, East Central Technical College, Douglas, Georgia.

This project has been advertised, three firms have been short listed and interviewed and the top ranked firm is hereby recommended.

Approval of Contract
Upon a motion by Mr. Copeland, second by Mr. Chapman, the Board approved to authorize the Commissioner to enter into a contract with Jaderloon company, Irmo, South Carolina for the Purchase and Installation of a Greenhouse for North Georgia Technical College for the Aquaculture Program. The amount of the contract is $39,749.00.

Approval of Rental Agreement
Upon a motion by Mr. Copeland, second by Mr. Chapman the Board approved to authorize the Commissioner to execute a rental agreement between the Department of Technical and Adult Education, as Landlord, and Char-Broil, as Tenant, covering 167,300 sq. ft. of warehouse space on the former Columbus Mill property, 4600 River Road, Columbus, for the period January 2, 2003, through May 1, 2004, with option to renew through June 30, 2004, on a prorated basis for space used, at the rental rate of $27,883.33 per month ($2.00 per sq. ft. per ye.) plus utilities, security and insurance.

Upon a motion by Mr. Chapman, second by Mr. Rhodes and Ms.Lyons, the Board approved for the Technical Colleges listed below that the following persons be appointed/re-appointed to the local board of directors of the technical college.

A. Athens Technical College
Carol Williams, Clarke County, appointment (expiration June 30, 2005)

B. Lanier Technical College
Sonia Magana, Hall County, appointment (expiration June 30, 2006)
Roger D. Slaton, Dawson County, appointment (expiration June 30, 2004)
Barbara E. Noon, North Fulton County, appointment (expiration June 30,
2006)

Placement of Local Board Appointment/Re-appointment on Board Table
Upon a motion by Mr. Chapman, second by Mr. Rakestraw and Ms. Lyons, the Board approved for the technical colleges listed below that the following names be placed on the table until the November meeting for consideration of approval appointment/re-appointment to the local board of directors of the technical college.

A. Athens Technical College
Pet Williams, Taliaferro County, appointment (expiration June 30, 2005)

B. Lanier Technical College
David H. Kimbrell, Hall County, appointment (expiration June 30, 2004)


Equipment Purchases and Contracts

A. Upon a motion by Mr. Chapman, second by Mr. Johnson, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College Pass Key instructional software for core subject matter and lease six (6) copiers from IKON Office Solutions, Inc. for program and service areas for one year at a total cost not to exceed $55,415.00.

B. Upon a motion by Mr. Chapman, second by Ms. Lyons, the Board approved to authorize the Commissioner to purchase for East Central Technical College 75 Dell OptiPlex computers for instructors and students in the Nursing, CIS, Childcare and BOT classes on the Fitzgerald and Douglas campuses at a total cost not to exceed $112,050.00.

C. Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved to authorize the Commissioner to purchase for Gwinnett Technical College Cisco lab equipment to upgrade the CCNA and CCNP programs and provide lab/classroom equipment for new Information Security Specialist program at a total cost not to exceed $52,115.00.

D. Upon a motion by Mr. Chapman, second by Mr. Rice, the Board approved to authorize the Commissioner to purchase for Okefenokee Technical College book shelving and computer carrels for library, truck/tractor for CTD program, furnishings for the Cosmetology program, and global positioning hardware and software for the Forestry program at a total cost not to exceed $152,000.00.

E. Upon a motion by Mr. Chapman, second by Mr. Rakestraw and Mr. Rice, the Board approved to authorize the Commissioner to purchase for Savannah Technical College technical program and Media Center equipment, furnishings, computers, and printers for the new Liberty County campus and signage at the main campus at a total cost not to exceed $687,215.00.


Other

Memorandum of Understanding
A presentation given by Ms. Barbara Christmas on Tech High at the Committee of the Whole prior to the State Board Meeting at 1:00 p.m. as follows:

The Tech High Foundation was established to create a high tech charter high school supporting a mission to integrate rigorous academic standards and technical training in order to improve student achievement and prepare students for success in postsecondary education and the workforce. The charter petition for Tech High was approved by the Atlanta Public School System in July of 2003 and by the Georgia Department of Education in August 2003 to operate starting August 2004. One of the primary objectives of the Tech High Foundation is to provide a statewide replicable model of seamless education built on a partnership between Tech High and the DTAE technical college system.

The purpose of a Memorandum of Understanding between the Georgia Department of Technical and Adult Education and the Tech High Foundation is to collaboratively explore the options available in providing secondary students enrolled in high-demand occupations such as health care and information technology. These opportunities should not only provide the knowledge, skills and abilities necessary for successful transition from a secondary environment into meaningful and productive employment and/or postsecondary education and beyond but also provide students with a high school diploma as well as postsecondary technical college credit enabling successful access into the job market.

Upon a motion by Mr. Chapman, second by Mr. Rice, the Board approved to authorize the Commissioner to enter into a Memorandum of Understanding, as presented, between the Department of Technical and Adult Education and the Tech High Foundation to collaboratively explore the options available in providing secondary students enrolled in the Tech High with postsecondary technical education programming opportunities in high-demand occupations such as health care and information technology.

Upon a motion by Mr. Rakestraw, second by Mr. Daniel, the Board approved that the colleges request listed below to offer diploma and degree programs effective the quarter specified for each request. Any fiscal requirements to begin these programs must be approved through the standard budget approval process.

EXECUTIVE COMMITTEE
Upon a motion by Mr. Chapman, second by Mr. Copeland, the Board approved to recess for Executive Session at 1:15 p.m. for a personnel issue. The Board reconvened at 1:35 p.m. *Affidavit Supporting Closing of Public Meeting attached.

Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved Dr. Ken Breeden’s recommendation with the appointment of Dr. Gene Waters as President of Ogeechee Technical College.


CHAIRMAN’S REPORT

No Report


COMMISSIONER’S REPORT

Commissioner Breeden gave an update and reviewed each Division of the Department. He thanked the Board for the efficient work done for this Board meeting. He said he felt the frustration as he was sure the new Board Members as well as the staff felt getting acclimated. With so many new members on the Board, he knew there were many questions. He expressed his appreciation for the Governor’s excellent choices of the new members and looking forward to working with everyone in the future.

The next Board meeting will be 2nd Thursday in January, January 8th at 1:00 p.m. at the office of DTAE on the 4th floor in the State Board Room. Committee meetings will begin at 9:15 a.m. and Committee of the Whole and lunch will begin at 11:30 a.m.

The 2004 State Board meetings will be the 2nd Thursday of each month at 1800 Century Place, Ste. 400, State Board Room. Some of the future meetings will be out of town, but these meetings will be voted on in advance by the Board.
