Call to Order
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order at 1:10 p.m.

Approval of Minutes
Upon a motion by Mr. Bowen, second by Mr. Allgood, the Board approved the minutes of the December 6, 2001 and January 3, 2002 (meeting by telephone) meetings.


Guest Recognition
Recognized Ms. Odessa Withers and her family and friends. Ms.Withers' official recognition took place later in the meeting.

Chairman Harris recognized Mr. Jim Chafin with a Resolution for his active Military duty following the September 11, 2001 crisis. He serves as a Colonel in the United States Air Force Reserves and was called to report to the Pentagon for active duty from October 1, 2001 to November 2, 2001. Upon a motion by Mr. Allgood, second by Mr. Lord, the Board approved to adopt this resolution.

Upon a motion by Mr. Jones, second by Ms. Goodman, the Board approved to adopt and Mr. Jones presented a resolution honoring the achievements of Ms. Odessa Whiters. (Attachment B)

IV. GED
Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved for the Office of Adult Literacy to complete the upgrade of the PASSPORT System to meet the reporting specifications set forth by the American Council on Education - GED Testing Service at a cost not to exceed $350,000.00.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved the final plans and specifications for Project No DTAE-119, Randolph County Campus, Albany Technical College, dated November 11, 2001, prepared by IPG Inc., Valdosta, Georgia. Estimated cost of construction is $875,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved the final plans and specifications for Project No DTAE-80, Allied Health Building, Coosa Valley Technical College, dated December 17, 2001, prepared by The Architecture Group, Inc, Atlanta, Georgia. Estimated cost of the 54,058 S.F. building is $7,000,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the final plans and specifications for Project No DTAE-71, Crawford County Workforce Development Center, Central Georgia Technical College, dated November 1, 2001, prepared by JMA Architecture, Inc., Perry, Georgia. Estimated cost of the 24,000 S.F. building is $2,700,000.00.

Upon a motion by Mr. Harrington, second by Ms.Goodman, the Board approved the final plans and specifications for Project No DTAE-94, Renovation of Geeslin, Haynes and Hicks Halls, South Georgia Technical College, dated November 5, 2001, prepared by Ellis, Ricket and Associates Architects, Valdosta, Georgia. Estimated cost of construction is $3,000,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved the final plans and specifications for Project No DTAE-93 Liberty County Campus, Savannah Technical College, dated September 21, 2001, prepared by Lott + Barber Architects, Savannah, Georgia. Estimated cost of the 52,490 S.F. building is $6,498,784.00.

Approval of Contracts
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract with Hall's Construction Co. For Roof Repairs at the Alma Campus of Okefenokee Technical College. Amount of the contract is $32,459.00.

Upon a motion by Mr. Harrington, second by Mr. Rhodes, the Board approved a construction contract for the Renovation of the Dental Hygiene Lab at the Douglasville Campus of West Central Technical College. Amount of the contract not to exceed $30,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved H. J. Russell Company to provide Construction Management Services for Project No. DTAE-70, Multipurpose Building, Atlanta Technical College, Atlanta, Georgia. Estimated construction cost of the 54,055 S.F. building is $6,110,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Centex Construction Company to provide Construction Management Services for Project No. DTAE-76, Building H, Albany Technical College, Albany, Georgia. Estimated construction cost for the 51,391 S.F. building is $6,454,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Jones Construction Company to provide Construction Management Services for Project No. DTAE-96, Allied Health/Business Building, Tift County Campus, Moultrie Technical College, Tifton, Georgia. Estimated construction cost of the 69,000 S.F. building is $8,400,000.00.

Condemnation of Property
Upon a motion by Mr. Harrington, second by Mr. Jones, the Board approved the acquisition of 20.19 acres of unimproved land located at 900 Sandtown Road, S.E., Marietta, Cobb County, Georgia, owned by the Estate of Juliet Dowling, through condemnation, for use as the site of Project No. DTAE-101, Classroom Building, Chattahoochee Technical College, subject to approval of the State Properties Commission.

Intergovernmental Agreement
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved an Intergovernmental Agreement with the City of Jasper, Georgia, covering the acquisition of 0.154 acre of land located at the intersection of North Main Street and North West Street, Jasper, Georgia, at a purchase price of $57,000, to complete the exchange of land with the City of Jasper for the acquisition of the site of Project No. DTAE-86, Learning Center, Appalachian Technical College.

Acquisition of Property
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved to adopt the attached Resolution regarding the donation by the Housing Authority of the City of Cuthbert, Georgia, of 2.645 acres of land located on U.S. Highway 82, Cuthbert, Randolph County, Georgia, needed for the construction of Project No. DTAE-119, Randolph County Campus, Albany Technical College.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the purchase of 1.997 acres of land owned by the Housing Authority of the City of Cuthbert, Georgia, located off U. S. Highway 82, Cuthbert, Randolph County, Georgia, at a purchase price of $16,000.00, for use as a part of the Randolph County Campus of Albany Technical College.


ECONOMIC DEVELOPMENT COMMITTEE

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to enter into a contract not to exceed $168,465.00 with the Carl Vinson Institute of Government for third party survey planning, development, implementation and evaluation.

Equipment Purchases and Contracts

A. Athens Technical College - Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved that the Commissioner be authorized to purchase Athens Technical College a PRO Balance Master System for the Physical Therapy Assistant program (main campus) at a total cost not to exceed $40,000.00.

B. Central Georgia Technical College - Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College 64 computers for the Windows 2000 Network lab (main campus) at a total cost not to exceed $95,040.00.

C. Coosa Valley Technical College - Upon a motion by Mr. Lord, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Coosa Valley Technical College 111 computers (main campus) at a total cost not to exceed $141,525.00.

D. Middle Georgia Technical College - Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Middle Georgia Technical College 77 Dell computers (Building B), and classroom and instructor furniture (Building B) at a total cost not to exceed $234,000.00

E. Moultrie Technical College - Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Moultrie Technical College Electric Motor Control Trainers for the Industrial Maintenance program (Tiftarea Tech) at a total cost not to exceed $30,000.00.

F. Southeastern Technical College - Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Southeastern Technical College 24 Gateway computers for the CIS program and a Compaq Network Storage System for the Institutional Technology program (main campus) at a total cost not to exceed $105,717.00.

G. West Central Technical College - Upon a motion by Mr. Lord, second by Mr. Rhodes, the Board approved to authorize the Commissioner to purchase for West Central Technical College audio/visual equipment and installation (main campus), computers and related equipment, 20 workstations for the Cosmetology lab, instructional equipment for the Allied Health programs, instructional equipment for the Trade and Technical programs (Haralson County campus); computers and related equipment for instructional and library programs (Douglas County campus) at a total cost not to exceed $4,422,363.00.

A. U.S. Mine Health and Safety Administration - Upon a motion by Mr. Lord, second by Mr. Harrington, the Board approved to authorize the Commissioner to enter into an agreement with the U.S. Mine Health and Safety Administration to receive $183,187.00 in FY2002 federal funds to provide training as specified in the agreement and to disburse these funds as appropriate.

B. Resolution signifying the Mini-Core articulation Agreement - Upon a motion by Mr. Lord, second by Mr. Harrington, the Board approved to adopt a resolution signifying the Mini-Core articulation agreement between the Department of Technical and Adult Education and the University System of Georgia.

STANDARDS

1. Approval of Curriculum Standards Revisions
Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board approved the proposed revisions to the Hotel, Restaurant, Travel Management, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board approved the Flight Technology, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

COMMISSIONER'S REPORT
Presented a copy of the Fiscal Year 2003 Budget Agency requests vs. Governor's recommendation to each member and discussed.

Upon a motion by Mr. Reynolds, second by Mr. Allgood, the Board approved a recess for an Executive Session.


EXECUTIVE COMMITTEE
Upon a motion by Mr. Reynolds, second by Mr. Allgood, the Board approved the request of names of buildings on several of the technical college campuses. The building names and colleges will be announced at the appropriate time.

Upon the Commissioner's recommendation, Mr. Bowen motioned, second by Mr. Harrington, the Board approved Dr. Michael Moye as President of Lanier Tech.

There being no further business Mr. Bowen moved the meeting adjourned and Mr. Allgood seconded.

The next meeting is March 7, 2002 in Atlanta.
