CALL TO ORDER
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Mr. Harrington, the Board approved the January 9, 2003 State Board Minutes.

ADULT LITERACY COMMITTEE

I. Approval of Advisory Committee Members
Upon a motion by Mr. Harrington, second by Dr. Noble, the Board approved the names as listed below as members of the Service Delivery Area literacy advisory committee.

III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing the Early County Literacy Task Force as a Participant in the Certified Literate Community Program.

 

BUDGET, FACILITIES, AND TECHNOLOGY COMMITTEE

I. Approval of Lighting Contract
Upon a motion by Mr. Harrington, second by Mr. Bowen and Ms. Goodman, the Board approved a contract with Georgia Power Company for the installation and maintenance of outdoor lighting of Ogeechee Technical College’s new truck driving course in Hagan, Evans County, Georgia. The amount of the contract is $26,529.00.

Upon a motion by Dr. Noble, second by Mr. Harrington, the Board approved for the technical colleges below, that the person listed be appointed to the local board of directors.

A. Columbus Technical College, appointment
Olan Faulk, Stewart County (effective Feb. 6, 2003, expiration June 30, 2005)

B. Lanier Technical College, appointment
Brett Blauner, Lumpkin County (effective Feb. 6, 2003, expiration June 30, 2004)

Placement of Local Board Appointment on Board Table
Upon a motion by Dr. Noble, second by Ms. Goodman, the Board approved for the technical college listed below that the names listed be placed on the Board table until the March meeting for consideration of approval of appointment to the local board.

A. Augusta Technical College

Equipment Purchases and Contracts

A. Upon a motion by Dr. Noble, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Albany Technical College Fiber Network equipment for Distance Learning instruction at a total cost not to exceed $39,500.00.

B. Upon a motion by Dr. Noble, second by Mr. Harrington, the Board authorized
the Commissioner to purchase for Atlanta Technical College a Sun 450
machine & ASM series Dynamometer for instructional purposes and
instructional equipment for the Aviation program at a total cost not to exceed
$111,825.00.

C. Upon a motion by Dr. Noble, second by Mr. Pezold,, the Board approved to authorize the Commissioner to purchase for Coosa Valley Technical College instructional equipment for the Health program, a Sun 500E Diagnostic Analyzer for the Automotive program, and a CNC Turning Center for the Machine Tool program at a total cost not to exceed $157,663.00.

D. Upon a motion by Dr. Noble, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Griffin Technical College instructional equipment for the Printing/Graphics Design program, 25 Dell OptiPlex computers for the Learning Enhancement Center, 28 Dell OptiPlex computers for the Cisco program, and a Babylog Ventilator for the Respiratory program at a total cost not to exceed $218,837.00.

E. Upon a motion by Dr. Noble, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for North Metro Technical College instructional upgrades for the Automotive program at a total cost not to exceed $35,775.00.

F. Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Sandersville Technical College equipment for the Welding program at a total cost not to exceed $75,000.00.

G. Upon a motion by Dr. Noble, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Savannah Technical College furniture and instructional equipment for the Welding program, furniture for the Machine Tool Technology program, the Aircraft Structural Assembly program and the HVAC Technology program, instructional equipment for the Automotive Collision Repair and Automotive Technology program and equipment and furnishings for the Crossroads Technology campus at a total cost not to exceed $557,360.00.

H. Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Southeastern Technical College instructional equipment and furnishings for the Allied Health building at a total cost not to exceed $1,749,906.00.

I. Upon a motion by Dr. Noble, second by Mr. Harrington, the Board approved to authorize the Commissioner to contract and purchase for Valdosta Technical College Campus Security Services, a Computer to Plate System for the Printing and Graphics Technology program, lab equipment for the CISCO program, and a Touch Screen Trainer for the Industrial Electrical Systems Technology program at a total cost not to exceed $200,400.00.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board approved that the colleges’ requests listed below to offer diploma and degree programs effective the quarter specified for each request.

Upon a motion by Mr. Bowen, second by Ms. Goodman, the Board approved a recess for the purpose of an executive session.


EXECUTIVE REPORT
Upon the recommendation of the Commissioner, Mr. Bowen motioned, second by Ms. Goodman, and the Board approved to appoint Dr. Daryl Gilley as President of West Georgia College effective immediately.

Upon the recommendation of the Commissioner, Mr. Bowen motioned, second by Mr. Harrington, the Board approved to appoint Dr. Glenn Deibert as President of Swainsboro Technical College effective April 1, 2003.


COMMISSIONER’S REPORT
Thanked everyone who assisted in making the Eagle Awards banquet a success. Gave an update on the activities from the Capitol.

The next State Board Meeting will be March 6, 2003 in Atlanta.
