CALL TO ORDER

Pursuant to date, time and place stated above Chairman Reynolds called the meeting to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen and second by Mr. Chapman and Mr. Jones, the Board approved the minutes of the January 13, 2005 State Board Minutes.

EXECUTIVE COMMITTEE REPORT
Chairman Reynolds reported changes in future Board meetings as follows:

1.) The May Board meeting will be in Augusta on the 4th and 5th.

2.) The July meeting has been changed to coincide with the State Board retreat. The Georgia Public Policy Foundation will present the strategic plan and conduct an assessment of Board activities on Wednesday, July 13. The Board meeting will be on Thursday, July 14. This meeting will be in conjunction with recognition of Gwinnett Tech’s conversion. The location is to be determined near Gwinnett Tech.

3.) The August meeting will be a teleconference meeting.

4.) The October meeting will be in Moultrie on October 12 and 13.

5.) A discussion was held to change the November Board meeting to coincide with the Leadership Conference in Savannah. Upon a motion by Mr. Bowen, second by Ms. Flanders, the Board approved changing the November Board meeting from the first week of November to the second week (November 9 & 10).

6.) A function will be held during the December Board meeting to be held in the metro Atlanta area. More details will follow on this later.

7.) All other meetings other than the ones mentioned above will be as scheduled.

Chairman Reynolds thanked everyone for the smooth transition with the restructured committees. He reminded everyone there may be times when the committees will need to work together and hold joint meetings.

CHAIRMAN’S REPORT
Chairman Reynolds recognized and welcomed Dr. Robin Hoffman, newly appointed President of DeKalb Technical College. Dr. Hoffman responded with a thank you and a few remarks.

Chairman Reynolds welcomed Billy Edenfield, President of Middle Georgia Technical College and recognized him upon his retirement, effective March 1, 2005 and presented him a Lieutenant Colonel Aide De Camp Certificate from Governor Perdue. Chairman Reynolds thanked Mr. Edenfield for his 15 years of service.

Chairman Reynolds asked Rhubarb Jones to recognize Mr. Edgar Rhodes upon his retirement from the State Board, effective immediately. Mr. Jones read a resolution and asked for a motion and second to adopt said resolution recognizing Mr. Rhodes for his years of service on the DTAE State Board and his many contributions and service to the State of Georgia. The motion passed unanimously. Mr. Jones also presented Mr. Rhodes a Lieutenant Colonel Aide De Camp Certificate from Governor Perdue.

Rhubarb Jones was recognized upon the birth of his second daughter, Callie Reeves Jones.

Chairman Reynolds asked Brenda Wise to explain the new process of disseminating information for future board meetings. Beginning with the March Board meeting, the blue books will no longer be mailed out unless there is a special request. Board members will be able to go on line and download the information for monthly board meetings. Ms. Wise thanked John Williams from Quick Start for his work building the web site. After the demonstration of the web site, Ms. Douglas suggested adding a link to add staff contact.


COMMISSIONER’S REPORT
Commissioner Vollmer gave an update on the presidential searches. A search committee consisting of community leaders, faculty, staff and a student has begun the search process for a new president at Okefenokee Technical College (OTC). The committee was charged to bring a candidate to the June Board meeting and hopefully by July 1, OTC will have a new president. Dr. Diane Harper, President of East Central Technical College is serving as the acting president at OTC during this process, and Dr. Bonnie Kelly, a vice president at East Central Technical College is serving as acting president at East Central Tech.

Commissioner Vollmer anticipates about half of current DTAE presidents will be eligible to retire in the next few years, and he is working with the presidents to create a leadership academy to develop talent within the DTAE system. He sited OTC/East Central Technical College process as one way of identifying talent within the system of allowing vice presidents to temporarily fill the position of acting president at their home institution when the president fills a presidential vacancy at another college for four or five months during the search process.

He thanked Billy Edenfield for his wonderful job at Middle Georgia, and stated that the search process would start on this campus within the next month.

Commissioner Vollmer reviewed the upcoming projects DTAE and the State Board will have to develop if the General Assembly approves the Governor’s budget proposal:

1.) Allocation process: all allocations to the 34 colleges were made public about a month ago. Commissioner Vollmer proposed creating an allocation process that includes recognition of some enrollment growth, but also includes performance factors such as graduation rates, retention, and job placement. Also allocation should take parity into consideration.

2.) Manufacturing Center of Excellence: DTAE will be partnering with the Department of Economic Development to create a Governor’s Center for Manufacturing Excellence; hopefully, this will be announced with a name in April at the Manufacturing Appreciation Luncheon. Jackie Rohosky will be working closely with this effort.

3.) High school drop-outs: Part of DTAE’s budget presentation to the Governor focused on what we might be able to do to help curb the “drop out” rate in some of the areas of the state. Chuck Beall and Patt Stonehouse will be working with a committee to develop a competitive grant program, if the Governor’s recommended budget proposal passes. The competitive grants will be awarded to our colleges to work with local school systems and students in the 8th, 9th and 10th grades.

4.) The conversion of Gwinnett Tech: Part of DTAE’s budget includes $2.9 million for the full conversion.

5.) Performance Based Budget: We have committed to the Governor and to the General Assembly that we will be moving to a performance based budgeting process. We will look at other states to determine a best practices process. Over the next few months we will be refining the new process that will enable us to recommend funding to the Governor by fall of this year that is based on performance, graduation, retention rates rather than based solely on enrollment count.

6.) Capital Outlay Process: Ben Copeland’s Facilities and Real Estate Committee will be very busy developing a new Capital Outlay process. What I have heard from the Governor, the General Assembly, and the Presidents of our Colleges is the need to develop a system that works, one that everyone understands; one with certainty. Once a list is created, we stick with it as long as it list makes sense.

Commissioner Vollmer thanked Laura Gammage for her hard work with the General Assembly on the Budget and then asked Ron Jackson to give an update on the budget.

Mr. Rakestraw, Vice Chairman, reported that the committee discussed their direction and responsibilities.


FACILITIES AND REAL ESTATE

Approval of Final Plans
A. Upon a motion by Mr. Copeland, second by Mr. Bowen, the Board approved for Columbus Technical College to contract documents for Project No. DTAE-189, Demolition of former Beaulieu Property, prepared by Jordan, Jones & Goulding, Inc., Columbus, Georgia in the amount of $1,800,000.00.


BUSINESS OPERATIONS, TECHNOLOGY AND ADMINISTRATION

Policy to Lie on Table
A. Upon a motion by Ms. Douglas, second by Mr. Bowen the Board approved to accept the proposed Board Policy concerning Use of Alcohol to lie on the table until the next regularly scheduled Board meeting. (Attachment A)


COMMUNITY AND PUBLIC AFFAIRS

Mr. Rieck, Vice Chairman, reported Quick Start has 229 projects year to date that began on July 1, 2004. This past month, there were 7 prospects representing 1900 new jobs in the state. There were 9 announcements representing 1050 new jobs in Georgia. Project activity level seems to be increasing indicating an improving economy statewide. The Department will complete its business ethics training with over 800 employees and staff members in the department having been trained. That training should be complete with 100% by the end of March.

Quick Start is working with the Certified Manufacturing Specialist Review Committee on their program updates looking at ways to make their programs more effective. The Certified Customer Service program will be starting their process this next month.

There are a couple of large projects that Quick Start will undertake in year 2005:

1.) A statewide marketing campaign which may include a collaborative effort with the “Education Go Get” program so that we are presenting a unified effort of addressing the education challenges that are facing the state.

2.) Redesign of the Department’s Website

3.) There will be a 10-year graduate follow-up report going out today containing comprehensive information of the success rate of graduates of DTAE programs in the workforce over the past 10 years.

In Adult Education, Dr. DeVard Kemp and her staff are preparing for the federal program review that will be March 1-4. A report will be given at the March Board meeting.

The EAGLE Ambassador’s Award Banquet was held a couple of weeks ago two recipients from Middle Georgia Technical College and Valdosta Technical College.

Next month the Department will be implementing and accepting a new IBM adapted technology software for various Adult Literacy sites around the state. This program was introduced to the Department by Ann Cramer of IBM. The Governor’s Inter Agency Council on Homelessness has asked Dr. Jean DeVard Kemp to serve on its Board to help ensure the Homeless have access to the literacy programs at the various homeless shelters throughout the state.

The monthly GED report was given each member. The last item reported was that special adult training is being conducted in the Department, and representatives have been asked to serve on the Federal Contents of Standards Committee for Adult Education.


ACADEMIC STANDARDS AND PROGRAMS

Upon a motion by Mr. Chapman, second by Ms. Flanders, the Board approved that the technical college listed below, that the person listed be appointed to the local board of directors of the technical college.

II. Placement of Local Board Member Appointment/Re-appointment of Board Table

Upon a motion by Mr. Chapman, second by Ms. Flanders, the Board approved for the technical colleges below that the names listed are placed on the Board table until the March meeting for consideration of approval of appointment to the local board of directors.

A. Albany Technical College, appointment
Colonel Peter T. Underwood, Dougherty County (expiration June 30, 2007)

B. Middle Georgia Technical College, appointment
Steve Davison, Houston County (expiration June 30, 2007)


III. Equipment Purchases and Contracts

Upon a motion by Mr. Chapman, second by Ms. Flanders, the Board approved that the Commissioner be authorized to purchase for the technical college listed below the designated items at a cost not to exceed the amount stated by the technical college.

A. Moultrie Technical College, purchase library books to increase the library collection for both the Moultrie and Tifton campus libraries in the amount not to exceed $135,000.

Other

Upon a motion by Mr. Chapman, second by Ms. Douglas and Mr. Tallent, the Board approved honoring Ms. Beverly Padgett of Coosa Valley Technical College for her accomplishments as the state Rick Perkins Award Winner through a resolution commending her efforts on behalf of technical education. Chairman Reynolds presented Ms. Padgett the resolution. The Board also heard from Alicia Pendleton, 2004 Coosa Valley Technical College GOAL Winner. She discussed the value of her technical college experience at Coosa Valley Technical College and her plans to attend DeVry Institute upon completion of her Associates of Applied Technology degree in Marketing Management at Coosa Valley Tech.
