CALL TO ORDER
Pursuant to date, time and place state above, Chairman Reynolds called the meeting to order at 1:15 p.m.

APPROVAL OF MINUTES
Upon a motion by Mr. Copeland, second by Mr. Jones, the Board approved the December 4, 2003 minutes.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Certified Literate Community Program
Upon a motion by Mr. Rakestraw, second by Dr. Reed, the Board approved to adopt and present a resolution recognizing the Pickens County Certified Literate Community Program as a Certified Literate Community.

Upon a motion by Mr. Rakestraw, second by Mr. Jones, the Board
approved to adopt and present a resolution recognizing the Gainesville/Hall County alliance for Literacy as a Certified Literate Community.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Resolution on Acquisition of Real Property

A. Upon a motion by Ms. Douglas, second by Mr. Johnson, the Board approved to adopt the attached Resolution regarding the acquisition of 5,012 acres of land located on South Slappey Boulevard at Lippitt Road, Albany, Georgia, owned by Albany Tech Foundation, Inc. for use of Albany Technical College as the site of its Construction Academy.

RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION WITH RESPECT TO THE ACQUISITION OF APPROXIMATELY 5.012 ACRES ON SOUTH SLAPPEY BOULEVARD AT LIPPITT ROAD, ALBANY, GEORGIA, FOR USE OF ALBANY TECHNICAL COLLEGE

WHEREAS: The State Board of Technical and Adult Education is the legally constituted body charged with the responsibility of developing and operating a statewide system of postsecondary technical colleges; and

WHEREAS: Section 20-4-14(4)(2) Georgia Code Annotated, empowers the State Board of Technical and Adult Education to receive and hold title to property, equipment, money and materials; and

WHEREAS: The Albany Tech Foundation, Inc. has agreed to donate 5.012 acres on South Slappey Boulevard at Lippitt Road, Albany, Georgia, to the State of Georgia, for use by the Department of Technical and Adult Education and Albany Technical College; and

WHEREAS: The Board of Technical and Adult Education desires to acquire the said 5.012 acres for use of Albany Technical College;

BE IT RESOLVED THAT:

1. The State Board of Technical and Adult Education does hereby approve the acquisition of 5.012 acres located on South Slappey Boulevard at Lippitt Road, Albany, Georgia, from the Albany Tech Foundation, Inc., for use of Albany Technical College; and

2. The staff shall prepare appropriate requests to the State Properties Commission seeking its approval of, and assistance with, the acquisition of said land in accordance with applicable laws, policies, and procedures.

B. RESOLUTION

Approval of Contract
Upon a motion by Ms. Douglas, second by Mr. Rieck, the Board approved to authorize the President of Central Georgia Technical College to enter into an architectural/engineering contract with Adams and Day, Macon, Georgia for the air-conditioning of the Industrial/Technical labs at Central Georgia Technical College and the contract in the amount of $60,000.00.

Upon a motion by Ms. Douglas, second by Mr. Copeland, the Board approved to authorize the Commissioner to enter into a construction contract with Satilla Construction, Blackshear, Georgia for Renovation of the Cosmetology Lab at Okefenokee Technical College and the amount of the contract is $93,500.00.

Upon a motion by Ms. Douglas, second by Mr. Rieck, the Board approved to authorize the Commissioner to enter into a Professional Service Contract with McLees, Boggs, Selby, Architects, Macon, Georgia, for Design of Welding Lab Facility at Flint River Technical College in the amount of $44,000.00.

Approval of Plans and Specifications
Upon a motion by Ms. Douglas, second by Ms. Reed, the Board approved Project No. DTAE-106 – Visual Technology Center and Transportation Center, North Georgia Technical College, Clarkesville, Georgia. Plans prepared by MSTSD, Architects and dated April 28, 2003.

Approval of Intergovernmental Agreement
Upon a motion by Ms. Douglas, second by Mr. Copeland, the Board approved to authorize the Commissioner to enter into an Intergovernmental Agreement between Elbert County Board of Commissioners and Athens Technical College for purchase of gravel and installation of gravel base for Truck Driving Range, Elbert County Campus, in the amount of $31,724.00.


ECONOMIC DEVELOPMENT COMMITTEE

Ms. Lyons reported 4 active prospects for the month totaling 865 potential jobs and 4 announcements of new or expanding industries for a total of 326 jobs.

The interview portion was completed for the business ethics program utilizing 5 technical colleges, small, medium and large as well as rural and urban. The interviews were done using Faculty, Administration Staff, Maintenance and Senior Staff. The next phase is completion of the script for CBT programming.

Two publications placed on the table: the latest issue of the Quick Start newsletter and this month’s edition of Georgia Trend in which the Commissioner is named one of the top 100 most influential Georgians.

Everyone was reminded of the Manufacturers Appreciation Luncheon to be on Thursday, April 15, and details will follow.


OPERATIONS AND MANAGEMENT COMMITTEE

Local Board Appointments
Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved for the technical colleges listed below, that the persons listed be appointed to the local board of directors of the technical college.

A. Athens Technical College
Elizabeth Adams Williams, Taliaferro County, appointment (expiration June 30, 2005)

B. Lanier Technical College
David H. Kimbrell, Hall County, appointment (expiration June 30, 2004)

Equipment Purchases and Contracts

A. Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved to authorize the Commissioner to purchase for Albany Technical College a frame machine and computerized measuring system for the Automotive Collision program, and two (2) color offset press with installation and training; Platesetter DPM 34sc includes Scanmaster with computer for the Printing and Graphics program at a total cost not to exceed $174,895.00.

B. Upon a motion by Mr. Chapman, second by Mr. Rieck, and Dr. Reed, the Board approved to authorize the Commissioner to purchase for Augusta Technical College instructional equipment for the Fire Science Technology program, two (2) electric lateral filings systems for the Student Records & Financial Aid Department, and data and security equipment at a total cost not to exceed $930,008.00.

C. Upon a motion by Mr. Chapman, second by Mr. Copeland, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College furnishings for the Crawford County Center; computers, printers and classroom technology equipment for the Crawford County Center, and computers for the Macon campus at a total cost not to exceed $1,161,890.00.

D. Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved to authorize DeKalb Technical College a 3 D Printer and Formech Midi vacuum former system including software for the Industrial Draftin Program and a Manual Lathe with accessories for the Machine Tool Program at a total cost not to exceed $65,000.00.

E. Upon a motion by Mr. Chapman, second by Mr. Copeland, the Board approved to authorize the Commissioner to purchase for Valdosta Technical College an Amatrol Mechanical Drives System for the Industrial Systems Technology program at a total cost not to exceed $33,561.00.

F. Upon a motion by Mr. Chapman, second by Mr. Rieck, the Board approved to authorize the Commissioner to purchase for West Central Technical College tools and equipment for the Automotive Technology program and a 2000 Volvo Tractor for the Commercial Truck Driving program at a total cost not to exceed $130,000.00.

Upon a motion by Mr. Copeland, second by Ms. Douglas, the Board approved that the college requests listed below to offer diploma and degree programs effective the quarter specified for each request. CHAIRMAN’S REPORT
Chairman Reynolds welcomed newest Board Member and first meeting, Dr. Sandra Reed from Thomasville.

He stated to allow the minutes to reflect that Commissioner Kenneth H. Breeden tendered his resignation for retirement effective June 30, 2004 at the meeting of the Committee-of-the-Whole and the Board grudgingly accepted. He expressed his appreciation and thanks on behalf of the Board to Dr. Breeden for his services to the State and DTAE for the past 20 years.

Chairman called for Jennifer Hackemeyer of Legal Services to explain the “Disclosure Forms” and “Business Transaction Forms” that the Board Members received from the Secretary of State’s Office. Any questions regarding these forms, please contact Ms. Hackemeyer.

The following meeting information was announced:
(1) Wednesday, February 11, Joint Reception with Board of Education, Board of Regents and DTAE Board will be at Capital City Club, Downtown at 6:00 p.m. with DTAE hosting the event. State Board will meet Thursday, February 12, 1:00 p.m. at 1800 Century Place.

(2) Wednesday, March 11, celebrate Agency’s 20th Anniversary Year. Details will be announced. State Board will meet Thursday, March 12, 1:00 p.m. at 1800 Century Place.

(3) Meeting locations for the remainder of the year, with the exception of November 11, 2004 are to be announced. November meeting is planned in conjunction with the Leadership Conference to be held in Savannah.

Five Board members: Jimmy Tallent; Harold Reynolds; Mary Flanders; Sandra Reed; Michael Daniel will be sworn in by Governor Perdue in his office on Tuesday, January 13th at 1:30 p.m. Members are invited to attend.

Chairman Reynolds reported that since the Commissioner is retiring and the Board is relative new, that at the Committee-of-the-Whole meeting facilitating a “Planning Retreat” was discussed. The Board as a whole felt this would be a valuable asset. Chairman Reynolds asked Helen Mathis to orchestrate and any suggestions from Board and/or Staff would be welcomed. Dates and details will be announced.


COMMISSIONER’S REPORT
Commissioner thanked everyone and offered to assist in anyway he could to make the transition with the new Commissioner as smooth as possible. He gave highlights and updates on DTAE Budget.
