CALL TO ORDER

Pursuant to date, place, and time stated above Chairman Reynolds called the State Board of Technical and Adult Education to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Dr. Reed, the Board approved the minutes of the November 11, 2004 State Board Meeting.

EXECUTIVE COMMITTEE REPORT
Chairman Reynolds reported the Executive Committee would like to propose changing the dates of the State Board Meetings to meet the first Thursday of each month, with the exceptions of the months of January and July. Due to the holidays, these two months will be held on the 2nd Thursday. Per State Board By-Laws, a meeting once a month is required.

Upon a motion by Mr. Bowen, second by Mr. Jones, the Board approved changing the State Board meetings to the first Thursday of each month with the exception of January and July. During the months of January and July, the Board will meet on the 2nd Thursday. (Meeting schedule for the 2005 calendar year is attached and marked Exhibit A)

Mr. Bowen reported from the Executive Committee the following out of town meetings are recommended: May 5, 2005 at Augusta Technical College; October 6 at Moultrie Technical College; and for the Board’s planning purposes, the Executive Committee recommends that the July meeting be at Gwinnett Technical College; (their conversion into the state system and coming under the State Board will be effective July l, 2005) and a Board Retreat will be in June. (Details on out-of-town meetings will be announced in February or March.) This does not require a motion.

CHAIRMAN’S REPORT
Chairman Reynolds stated that several Board members had requested looking at restructuring the State Board Committees. He understood some of the members wanted a greater involvement in the Committees. A “hand-out” (attached Exhibit B) of a proposal of Restructured Committees was given each member and stated there would not be a discussion, but in the next few weeks or before the State Board meeting, each member will receive a description of each proposed restructured Committee. The plan is to charge each Committee with a task or mission over the next six months to a year. The members were instructed to contact Brenda Wise before the February meeting to express any preferences to a specific Committee or two. The Committee members and Chairs will be appointed before the February meeting, and the newly restructured Committees will begin working in February.

COMMISSIONER’S REPORT
The Commissioner recognized Dr. John Pike, Retiring President of Okefenokee Technical College. His retirement is effective February 1, 2005.

The Commissioner called on Deputy Commissioner Ron Jackson to review the Governor’s Recommendation – Amended FY 2005 and FY 2006 Budget and a copy of this presentation was given to each member.

Chairman Reynolds recommended sending a thank you note to the Governor for the budget recommendations. At this point, the Commissioner recommended the Board consider developing a year round strategy for working with members of General Assembly to keep them aware of the important contributions of DTAE to the state. See Legislative Efforts below.

Legislative Efforts - Laura Gammage is coordinating a breakfast, lunch or dinner for key legislative leaders, State Board members, local board members and local foundation members. This may be regionally, locally and/or held in the Metro Atlanta area in an effort to help legislators understand the important part the technical education system contributes educating and training the state’s workforce. Laura gave each Board member a list of legislators and requested each person check the members they may have personal contact and return to her.

Fred Kiehle and Laurel Shugart were recognized for 25 years of Service.

The Commissioner then asked Dr. Holly Robinson and Kelly McCutchen with the Georgia Public Policy Foundation (GPPF) to make a presentation regarding their process of gathering data for strategic plan.

The GPPF will develop a high level strategic plan focusing on three areas: programs, curriculum and services. GPPF will look at partnerships, funding and what alternatives are needed. GPPF will gather baseline data, establish bench marks, and conduct an analysis of services and training in different areas.

Once baseline information is gathered and bench marks established, GPPF will survey and interview state and local board members, directors, trustees and presidents. The high level strategic plan is to be completed by June 30, 2005.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE
Mr. Rakestraw gave an update on the Adult Literacy and reminded everyone about the EAGLE Annual Awards Banquet on Thursday, January 20, 2005 at the Sheraton Buckhead Hotel.

Upon a motion by Mr. Rakestraw, second by Mr. Johnson, the Board approved entering into a contract with the University of Georgia for a program improvement training, to be provided for OAL on-site and field staff, at a cost not to exceed $200,000.00.

Upon a motion by Mr. Rakestraw, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing the Southwest Regional CLCP as a Participant in the Certified Literate Community Program. The Southwest Regional CLCP representatives came forward and received their award.

Upon a motion by Mr. Rakestraw, second by Mr. Johnson, the Board approved to adopt and present a resolution recognizing the Valdosta-Lowndes County CLCP as a certified Literate Community. The Valdosta-Lowndes County CLCP representatives came forward and received their award.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

A. Non-Exclusive Easement
Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved the granting of a non-exclusive easement to the City of Cairo across the Cairo Campus of Southwest Georgia Technical College over areas measuring 20’ x 915’, 20’ x 992’, and 50’ x 50’ for the purpose of installing and maintaining a 12” water main, a 6” domestic water line, an overhead electrical distribution line, and a sanitary sewer lift station to serve the Cairo Campus of Southwest Georgia Technical College, subject to the approval of the State Properties Commission.

B. GED PASSPORT Software Upgrade
Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved authorized the Commissioner to pay Acclaim Systems for the GED Passport upgrade at a cost not to exceed $385,000.00.

C. Approval of Contract
Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved authorization of a construction contract with JHC Corp. Peachtree City, Georgia for construction of a parking lot for Griffin Technical College in the amount of $79,600.00.


ECONOMIC DEVELOPMENT COMMITTEE

Ms. Lyons reported currently there are 223 Quick Start projects for FY05.

There are 21 active prospects with a potential of 2,680 jobs.

There are 21 announcements with a total of 1,636 jobs.

7,000 Full-time and Part-time DTAE employees have been trained in Business Ethics.
The Open House on December 1 was extremely successful.

Quick Start is participating in several trade shows for different industry sectors.
Chattahoochee Technical College was awarded the 2005 GEDA Terrific Award in Education.

The Governor’s Manufacturing Appreciation Luncheon is April 21, 2005 at the Cobb Galleria Centre.

There are 24 CEDT participants in Class XI.

Upon a motion by Ms. Flanders, second by Mr. Rieck, the Board approved tabling consideration the following appointments to the local board of directors until the February State Board meeting for following:

Equipment Purchases and Contracts
Upon a motion by Ms. Flanders, second by Mr. Bowen the Board approved authorizing the Commissioner to purchase for the technical colleges listed below designated items at a cost not to exceed the amount stated by each technical college with the exception of item *C. Heart of Georgia Technical College and this was not approved.

A. Athens Technical College
Amsco 3023 Eagle Prevac Autoclave with steam sterilizer for the Surgical Technology program, $32,700.00

B. Coosa Valley Technical College
Classroom equipment for the Dental Assisting program at the Economic Development Building in Polk County, $78,633.00

*C. Heart of Georgia Technical College
Purchase the Campus EAI Oracle Portal software and services, $1,045,000.00

D. Lanier Technical College
60 Tangent Medallion computers ($1,382 ea) for the Instructional Computer Lab at the Lanier Career Center, $82,920.00

E. Savannah Technical College
Cisco networking hardware for upgrades to the LAN infrastructure, $93,898.00.

F. Swainsboro Technical College
100 IBM A50 computers ($1,260 ea) for computer labs at the main campus, $127,000.00

Other
Upon a motion by Ms. Flanders, second by Mr. Rieck, the Board approved authorized the Commissioner to approve the revised mission statement of Swainsboro Technical College.

A. Swainsboro Technical College

Mission Statement reads as follows:

Swainsboro Technical College provides seamless, accessible, high-quality technical associate degree, diploma, and certificate of credit programs; continuing education; adult education; and customized business and industry training and services that meet the needs of individuals, businesses, and communities in the Candler, Emanuel, Jenkins, Johnson, and Treutlen County area to enhance economic development and to prepare people for success in the workforce.

1. Approval of Program Standards and Revisions
Upon a motion by Dr. Reed, second by Mr. Bowen, the Board approved the proposed revisions to the Industrial Systems Technology, Diplomas and Degree, and Mechanical Control Systems, Diploma, Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter, 2005.

Upon a motion by Dr. Reed, second by Ms. Douglas and Ms. Lyons, the Board approved that the college requests listed below to offer diploma and degree programs be approved effective the quarter specified for each request.

Upon a motion by Mr. Bowen, second by Mr. Jones, the Board requested to go into an Executive Session at 2:15 p.m. to discuss personnel matters.

The Board reconvened at 2:26 p.m.

Upon a motion by Mr. Bowen, second by Ms. Lyons, the Board approved the appointment of Dr. Robin Hoffman as President of DeKalb Technical College effective immediately.

Board members were reminded to complete and return the State business Transactions Disclosure Report and the Financial Disclosure Statement

ADJOURN
There being no further business, the Board adjourned at 2:30 p.m.
