Call to Order
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

Approval of Minutes
Upon a motion by Mr. Rather, second by Mr. Reynolds, the Board approved the minutes for the June 7, 2001 Board meeting.


Guest Recognition
Chairman Harris introduced staff member Ms. Beth Neal and she introduced the GOAL and the Rick Perkins Award Winners. GOAL winner is Earnest Dixon from Heart of Georgia Technical College. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved a resolution honoring Mr. Dixon.

The Rick Perkins Award winner is Ms. Barbara Jo Cook from Griffin Technical College. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved a resolution honoring Ms. Cook.


 COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Mr. Harrington gave an update on the Adult Literacy Activities. The GED Celebration will be at the Westin Peachtree Plaza September 5-7, 2001. This is the same time as September Board meeting which will be in Atlanta on September 6, 200 1.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the following Certified Literate Community programs as Participants in the Certified Literate Community Program.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Real Property Acquisitions
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the purchase of 2. 10 acres of land located adjacent to the campus of Athens Technical College at a purchase price of $90,000.00 from Jimmy M. Britt for the use of Athens Technical College, subject to the approval of the State Properties Commission.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the purchase of 2.23 acres of land adjacent to the campus of Central Georgia Technical College from the Central Georgia Technical College Foundation, Inc. at a purchase price of $15,150.00 for use of Central Georgia Technical College, subject to the approval of the State Properties Commission.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the final plans and specifications for Project No. DTAE-83, Agribusiness/General Classroom Building, Ogeechee Technical College, dated June 13, 2001, repaired by Eckles, Martin & Rule, Architects, Statesboro, Georgia. Estimated cost of construction $5,850,000.00.

Approval of Contracts
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a construction contract with Hill Construction Co., Inc. for paving of the Truck Driving Range at Flint River Technical College. The amount of the contract is $374,426.30.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a construction contract for Landscaping and Irrigation System for the new John M. Pope Technology Center at South Georgia Technical College. The amount of the contract is not to exceed $70,000.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a construction contract for the Installation of Exterior Lighting for the new John M. Pope Technology Center at South Georgia Technical College. The amount of the contract is not to exceed $60,000.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a construction contract with Triad Construction Co. for construction of the Ammonia Refrigeration Building at Lanier Technical College. The amount of the contract is $396,500.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a construction contract with Continental Flooring for replacement of Floor Tile at Appalachian Technical College. The amount of the contract is $29,800.00.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved a contract with Ingersoll Rand Co. for an Air Compressor for Middle Georgia Technical College. The amount of the contract is $25,120.00.

Approval of Modular Classrooms
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the purchase of a Modular Classroom from William Scottsman Company for Central Georgia Technical College. The amount of the purchase is $32,441.00.

Other
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to authorize the Commissioner to pay for the GALILEO fees at a cost not to exceed $631,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to authorize the Commissioner to renew the Oracle License Agreement for a total cost not to exceed $117,600.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to authorize the Commissioner to renew the Microsoft Campus Agreement for a total cost not to exceed $176,000.00.

Upon a motion by Mr. Allgood, second by Mr. Harrington, the Board approved that the technical colleges listed below, the persons listed be appointed/re-appointed to the local board of directors of the technical college. The effective date of appointment/reappointment will be July 12, 2001 and the expiration date will be June 3 0, 2004.

Equipment Purchases and Contract
Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase a Biesse Lato Edgebander for the Cabinetmaking program for Columbus Technical College (main campus) at a total cost not to exceed $25,000.00.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College licenses and training for the PLATO computer-assisted remediation software for the Developmental Studies program (Clarkston campus) at a total cost not to exceed $40,500.00.

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Flint River Technical College Tangent Brand computers for the Computer Information Systems program (main campus), and equipment/tools to upgrade the Aircraft Structural program (main campus) at a total cost not to exceed $67,415.00.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Lanier Technical College a Lawn Maintenance service contract (Oakwood and Forsyth campuses), and a Security Guard service contract (Forsyth campus) at a total cost not to exceed $75,000.00.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Savannah Technical College a Lawn Maintenance service contract (main and satellite campuses), and a Security Services contract (main campus) at a total cost not to exceed $125,000.00.

Other
Upon a motion by Mr. Allgood, second by Mr. Harrington, the Board approved to authorize the Commissioner to enter into a contract with a consultant to revise and analyze the Department's Performance Accountability System (PAS) at a cost not to exceed $50,000.00.

Upon a motion by Mr. Allgood, second by Mr. Harrington, the Board approved to accept the proposed policy on Tuition Remission and Reimbursement for Approved Staff Development to lie on the table until the next regularly scheduled Board meeting.

  1. Approval of Curriculum Standards Revisions Upon a motion by Mr. Pezold, second by Mr. Allgood, the Board approved that the proposed revisions to the Computer Information Systems, Industrial Maintenance Technology, and Medical Assisting Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

EXECUTIVE COMMITTEE
Mr. Reynolds, Vice Chairman of the Board, and Chairman of the Capitol Outlay Committee reported on the Capitol Outlay Budget meetings that were held two days prior to the Board meeting. At these meetings the Presidents come with their priority list of needs for their schools and from these presentations, the Committee tries to set the budget to present to the Governor to go before the General Assembly and hopeftilly fimd as many projects as possible.


CHAIRMAN'S REPORT
Thanked Dr. Mel Palmer for hosting the Board meeting and the wonderful hospitality during the Board's visit.


COMMISSIONER'S REPORT
Reported as of July 1, 2001, 33 technical colleges have grown to 34 technical colleges. Georgia Aviation Technical College became a free-standing college at this time. The evening of July 30, there will be a reception and dinner and the morning of July 31, a swearing in of the new board of the GA Aviation Technical College in Eastman.

October 30, 31 and November 1 and 2, 2001 is the combination State Board, Presidents Council, the Technical College Foundation members and the Technical College Directors meeting in Savannah. The Governor, Lt. Governor and state legislators will participate. Expressed his appreciation to Dr. Palmer, Central Georgia Technical College and staff for their hospitality in hosting the Board meeting in July.

The next meeting will be August 2, 2001, at 1:00 p.m. in Atlanta.
