III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved McDuffie County Partners for Success as a Participant in the Certified Literate Community Program.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Resolution on Acquisition of Land
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved to adopt a Resolution regarding the acquisition of 6.95 acres of land located on Bill Hodge Road, Evans County, Georgia, from the Claxton-Evans County Industrial Development Authority for use in the construction of a Truck Driving Range for Ogeechee Technical College, subject to the approval of the State Properties Commission.

Grant of Non-Exclusive Easement
Upon a motion by Mr. Harrington, second by Ms. Douglas and Mr. Lord, the Board approved the granting of a non-exclusive easement to Forsyth County, Georgia, across land at the Forsyth County Campus of Lanier Technical College measuring approximately 20’x 83.10’ for use in the construction and maintenance of a water line, subject to the approval of the State Properties Commission.

Approval of Architects
Upon a motion by Mr. Harrington, second by Mr. Lord and Ms. Oettmeier, the Board approved Ellis, Ricket and Associates to provide Predesign and architectural services for Project No. DTAE-140 Allied Health Building, Okefenokee Technical College, Waycross, Georgia. The 60,000 S.F. building has an estimated project cost of $10,154,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved James W. Buckley and Associates, Inc. to provide Predesign and architectural services for Project No. DTAE-143 Campus Expansion, Crisp County Campus, South Georgia Technical College, Cordele, Georgia. The 48,600 S.F. building has an estimated project cost of $8,174,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved McLees, Boggs, Selby Architects to provide Predesign and architectural services for Project No. DTAE-139 Classroom Building, Heart of Georgia Technical College, Dublin, Georgia. The 70,575 S.F. building has an estimated project cost of $12,000,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Virgo Gambill Architects to provide Predesign and architectural services for Project No. DTAE-147 Aircraft Technology Building, Augusta Technical College, Augusta, Georgia. The 12,000 S.F. building has an estimated project cost of $2,000,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved Stanley, Love-Stanley, Architects to provide Predesign and architectural services for Project No. DTAE-149 Columbia County Campus, Augusta Technical College. The 22,000 S.F. building has an estimated project cost of $2,300,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved Bazemore, Mastrianni, Wilson, Architects to provide Predesign and architectural services for Project No. 142 Effingham County Campus, Savannah Technical College, Rincon, Georgia. The 14,500 S.F. building has an estimated project cost of $2,200,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved The Architecture Group to provide architectural services for Project No. DTAE-111 Classroom Building, Gordon County Campus, Coosa Valley Technical College, Calhoun, Georgia. The 51,350 S.F. building has an estimated project cost of $9,500,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved Facility Design Group to provide Predesign and architectural services for Project No. DTAE-144 Allied Health Building, Atlanta Technical College, Atlanta, Georgia. The 88,000 S.F. building has an estimated project cost of $14,900,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord and Ms. Oettmeier, the Board approved Kirkman Architects, Inc., to provide Predesign and architectural services for Project No. DTAE-150 Catoosa County Campus, Northwetern Technical College, Ringold, Georgia. The 25,000 S.F. building has an estimated cost of $2,800,000.00.

Approval of Lease/Purchase
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved the lease/purchase of four modular classroom units from Adrian Building Concepts, Inc. for Ogeechee Technical College. The modular classroom units will replace four existing units and will be used for GED Testing, Developmental Studies and General Education courses. The total cost of the lease/purchase is $415,000.00 over 60 months and includes delivery and set-up.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to authorize the Commissioner to renew the Microsoft Campus Agreement for a total cost not to exceed $220,000.00.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved to authorize the Commissioner to renew the Banner Software Maintenance Agreement with SCT for a cost not to exceed $350,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

Marketing - Quick Start projects ended the year with 315 active prospects. Currrently have 9 announcements and 20 companies have announced either new operations, expansions or an existing industry project.

Completed first year of existing industry projects with 34.

Communications – Georgia Trend article: "Where the Jobs Will Be: Health care, security and computers are looking good. Manufacturing and construction aren’t." The Commissioner is quoted several times in this article.

Community College Journal: "Training: Innovations for Economic Development" written by the Commissioner.

Upon a motion by Mr. Lord, second by Dr. Noble, the Board approved to authorize the Commissioner to purchase for Albany Technical College a Booklet Maker Collator & Finishing Machine for the Printing & Graphics Technology lab and furnishings for the renovation of Student Services and the Business Offices work areas at a total cost not to exceed $123,840.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to contract for Athens Technical College Custodial Services (main and Elberton campus) at a total cost not to exceed $55,000.00.

Upon a motion by Mr. Lord, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Columbus Technical College Work Keys Curriculum Software for the Greater Chattahoochee Education to Career Partnership (StW grant) at a total cost not to exceed $84,025.00.

Upon a motion by Mr. Lord, second by Dr. Noble and Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Coosa Valley Technical College instructional equipment for the Electrical and Automobile Mechanics programs not to exceed $74,611.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for East Central Technical College equipment for the Child Care Center at a total cost not to exceed $100,000.00.

Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for North Metro Technical College 25 Compaq computers / monitors for Instructional programs at a total cost not to exceed $31,000.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the commissioner to purchase for Southeastern Technical College audiovisual equipment, furnishings, and 55 Compaq computers and peripherals for the Center for Economic Development at a total cost not to exceed $333,277.00.

Upon a motion by Mr. Lord, second by Mr. Rhodes, the Board approved to authorize the Commissioner to purchase for West Georgia Technical College 100 Compaq/monitors for the CIS labs, CISCO networking equipment, and replacement equipment for the Cosmetology lab at a total cost not to exceed $206,834.00.

Upon a motion by Mr. Lord, second by Ms. Douglas, the Board approved to authorize the Commissioner to revise the current mission statement for DeKalb Technical College.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to revise the current mission statement for Valdosta Technical College.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contractual agreement with the University of Georgia, on behalf of the Board of Regents of the University System of Georgia, to provide technical assistance to improve the capability of Georgia’s local StW partnerships to effectively document and analyze Georgia’s progress in building school-to-work systems congruent with its vision and guiding principles at an amount not to exceed $89,100.00.

Upon a motion by Mr. Lord, second by Ms. Oettmeier, the Board approved to authorize the Commissioner to enter into a contractual agreement with the Area Health Education Centers to focus specifically on those activities that support education systems, community programs, AHECS, and youth programs that hose health careers education activities, the training of educators and school counselors, and summer programming for youth at a total cost not to exceed $100,000.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to exchange for Georgia Aviation & Technical College two DTAE CH2000 aircraft in return for a Beechcraft Duke aircraft and avionics equipment for a C-182 and a C-402 DTAE aircraft.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions
Upon a motion by Ms. Oettmeier, second by Mr. Bowen, the Board approved the proposed revisions to the Automated Manufacturing Technology Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2003.

Upon a motion by Ms. Oettmeier, second by Mr. Bowen and Mr. Rhodes, the Board approved the propsed revisions to the Industrial Systems Technology, Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002, as they are required to meet COC and COE accreditation requirements.

Upon a motion by Ms. Oettmeier, second by Mr. Lord, the Board approved that the technical college requests listed below to terminate programs effective the quarter specified for each request.

EXECUTIVE COMMITTEE

Chairman Harris called for motions and discussions on two items discussed in the Executive Committee.

Upon a motion by Mr. Bowen, second by Mr. Allgood, the Board approved the proposed new State Board Policy Manual approved by the Presidents’ Council, to lie on the table until the next regularly scheduled Board meeting.

Upon a motion by Mr. Bowen, second by Ms. Douglas and Mr. Lord, the Board approved to change the meeting place for September 5, 2002, State Board Meeting to Westin Plaza Hotel, Peachtree Street, downtown Atlanta in conjunction with Adult Literacy Celebration.


CHAIRMAN’S REPORT

Announced the Leadership Conference to be held in Savannah at the Westin Savannah Harbor Hotel October 9-11, 2002. This will be State Board of Technical and Adult Education, Technical College Directors’ Association of Georgia, Technical College Foundation Association of Georgia and the Presidents’ Council. State Board will meet on Thursday, October 10 at 9:00 a.m. with Committee meetings on Wednesday, October 9 from 2:00 to 5:00 p.m. There will be a State Board Dinner with legislators on Wednesday evening, October 10. Details will follow.


COMMISSIONER’S REPORT

Reported that Gwinnett Technical College is operated under Gwinnette County and the local board. The local board will meet and discuss Gwinnett Tech becoming part of the Department of Technical and Adult Education. Commissioner explained the process and stated hopefully Gwinnett Tech would be joining DTAE soon. He will be visiting the local board meeting July 24, 2002.
