CALL TO ORDER
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Rather, second by Mr. Rhodes, the Board approved the June 5, 2003 minutes.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Upon a motion by Mr. Jones, second by Mr. Rhodes, the Board approved Winder-Barrow Coalition for Adult and Continuing Education as a Certified Literate Community.


APPEALS COMMITTEE
Upon a motion by Mr. Rather, second by Ms. Douglas, the Board approved to adopt the Decision of the Hearing Officer in the appeal of Ms. Tanya Hayes Perry as the Final Decision of the State Board of Technical and Adult Education.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Grant of Non-Exclusive Easement
Upon a motion by Mr. Pezold, second by Mr. Rhodes, the Board approved the granting of a non-exclusive easement to Georgia Power Company across land at the Liberty county Campus of Savannah Technical College measuring approximately 20’ x 290’ (0.133 ac,) for use in the installation and maintenance of underground electrical service to Project No. DTAE-93, Liberty County Campus, Savannah Technical College, subject to the approval of the State Properties Commission.

Approval of Contract
Upon a motion by Mr. Pezold, second by Mr. Rhodes, the Board approved a construction contract for Roof Repairs, Building I, Albany Technical College. The amount of the contract is not to exceed $35,000.00.

Mr. Pezold stated that the State Board approved a motion at the March 12, 2003 meeting for a 9,600 S.F. addition to Building C at Middle Georgia Technical College. The motion approved a contract amount not to exceed $1,000,000.00. The low base bid was $973,500.00 but four alternates for additional work will raise the contract amount to $1,157,608.00. Upon a motion by Mr. Pezold, second by Mr. Rhodes, the Board approved a contract with Reddick Construction Company for an Addition to Building C at Middle Georgia Technical College. The amount of the contract is $1,157,608.00.

Technology
Upon a motion by Mr. Pezold, second by Mr. Rhodes, the Board approved to authorize the Commissioner to renew the Microsoft Campus Agreement for a total cost not to exceed $275,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

Upon a motion by Mr. Tarbutton, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract to print Results Magazine in an amount not to exceed $40,000.

Jackie Rohosky gave an update on Carl Vinson Ten Year Study, re: High School Collaborative, Satisfaction Survey, Annual Studies, etc. Upon a motion by Mr. Tarbutton, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract not to exceed $186,359.00 with Carl Vinson Institute of Government for the third party survey planning, development, implementation and evaluation.

Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved for the technical colleges above, that the names listed are placed on the Board table until the August meeting for consideration of approval of appointment/re-appointment to the local board of directors of the technical college.


Equipment Purchases and Contracts

A. Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Albany Technical College 21 Dell computers for instructional programs; upgrade of main wiring closet for campus network infrastructure; equipment to complete distance learning connectivity and Cisco 3548 layer three switches at a total cost not to exceed $171,822.00.

B. Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Lanier Technical College a landscape maintenance contract for Oakwood, Forsyth and Renewal Education campuses and security for Oakwood and Forsyth campuses at a total cost not to exceed $74,000.00.

C. Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase for Lanier Technical College 81 Tangent computers, 10 Compaq computers, 14 HP printers, and 9 Infocus projectors for classrooms and the Library/Media Center on the main campus at a total cost not to exceed $186,884.00.

D. Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for North Metro Technical College the printing of the Continuing Education/Marketing Newsletter brochures; maintenance and leasing of copiers for FY04 and network infrastructure upgrade at a total cost not to exceed $172,000.00.

Upon a motion by Mr. Allgood, second by Mr. Rather, the Board approved to adopt a State Board Resolution recognizing and commending Mr. Mark Whitlock for his dedicated service and significant contributions to technical and adult education in Georgia.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions

Upon a motion by Mr. Pezold, second by Mr. Allgood, the Board approved the proposed revisions to the Aerospace Production Planning, Aerospace Quality Control, Commercial Truck Driving, Pharmacy Technology, and Practical Nursing Program Standards recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2004.

PROGRAMS

Upon a motion by Mr. Pezold, second by Ms. Douglas, the Board approved that the college requests listed below to offer diploma and degree programs be approved effective the quarter specified for each request. Any fiscal requirements to begin these programs must be approved through the standard budget approval process.

EXECUTIVE COMMITTEE
Chairman Harris reminded everyone of the Leadership Conference in Savannah to be held week of October 27, 2003. Details will follow.

Chairman Harris attained a motion from the Board regarding the change in State Board meeting dates beginning January 2004, discussed and on the table from June, 2003 Board meeting. Upon a motion by Mr. Rather, second by Mr. Pezold, the Board approved to change the monthly meeting dates to the 2nd Thursday of each month effective January, 2004. There will be possible changes in these meeting dates (voted by the Board) when the meetings are scheduled out of town.

Chairman Harris discussed the Thursday, August 7, 2003 State Board meeting to be held in Columbus. Due to a special ceremony naming a building honoring former Governor Busbee at Gwinnett Technical College with Governor Perdue making remarks and other State and County Officials attending a suggestion was made to move the meeting to Wednesday . Chairman Harris attained a motion to move the meeting date in Columbus a day early to August 6, 2003. Upon a motion by Mr. Rather, second by Mr. Pezold, the Board approved the meeting date in Columbus for the State Board meeting from Thursday, August 7 to Wednesday, August 6, 2003.

A discussion was held upon Commissioner Breeden’s recommendation that a resolution be done for former Board Members at a future Board meeting. Commissioner requested Helen Mathis to follow up on this request.

Upon a motion by Mr. Rather, second by Mr. Pezold the Board adjourned for an Executive Session at 1:40 p.m. to discuss personnel issues. The Board reconvened at 1:50 p.m.


CHAIRMAN’S REPORT

Upon return from the Executive Session Chairman Harris deferred to Commissioner Breeden.


COMMISSIONER’S REPORT

Commissioner Breeden acknowledged Linda Hulsey and 30 years of Faithful Service to the State.

Dr. Breeden reported the results of the two completed Presidents’ Search Committees from Athens Technical College and Moultrie Technical College. Both selections are Vice Presidents from the Technical College System.

Upon Dr. Breeden’s recommendation to the Executive Committee, Chairman Harris attained a motion to appoint Dr. Flora Tydings as President of Athens Technical College, effective August 1, 2003. Upon a motion by Mr. Allgood, second by Mr. Rather, the Board approved to accept Dr. Tydings as President of Athens Tech.

Upon Dr. Breeden’s recommendation to the Executive Committee, Chairman Harris attained a motion to appoint Ms. Tina Anderson as President of Moultrie Technical College, effective August 1, 2003. Upon a motion by Mr. Pezold, second by Mr. Jones, the Board approved to accept Dr. Anderson as President of Moultrie Tech.


ADJOURN

Mr. Pezold discussed a brief presentation that Debbie Dlugolenski gave to the Budget Outlay Committee. He recommended that Debbie make the presentation to the entire Board. Commissioner Breeden agreed and requested Helen Mathis to work with Debbie on scheduling for a future Board meeting.

There being no further business, Mr. Rather motioned the Board adjourn, Mr. Allgood second and motion passed.
