CALL TO ORDER

Pursuant to date and place stated above, Chairman Reynolds called the meeting to order at 1:15 p.m.

Chairman Reynolds recognized Dr. Coy L. Hodges, and announced he will be serving as Interim Commissioner for DTAE until the new Commissioner is appointed.


APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Mr. Jones, the Board approved the June 3, 2004 State Board Minutes.


COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Upon a motion by Mr. Rakestraw, second by Mr. Johnson, the Board approved the Fannin Literacy Action Group (FLAG) as a Certified Literate Community.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Rental Agreement
Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved the execution of a Rental Agreement with the Flint River Technical College Foundation and Flint River Technical College covering 27,000 sq. ft. of classroom/office space located 115 E. Main Street, Thomaston, Georgia, at a monthly rental of $3,000.00.

Approval of Real Property Purchase
Upon a motion by Ms. Lyons, second by Mr. Rhodes and Mr. Rieck, the Board approved the purchase of 1.756 acres for Griffin Technical College from the City of Griffin at a purchase price of $275,000 subject to the approval of the State Properties Commission.

Upon a motion by Ms. Lyons, second by Mr. Rakestraw, the Board approved the purchase of 2.381 acres of land located at 15757 U.S. Hwy 19 North, Thomasville, Georgia, from K. Gregory Isaacs, Moultrie, Georgia, for Southwest Georgia Technical College at a purchase price of $1,275,000.00.

Approval of Contracts

A. Upon a motion by Ms. Lyons, second by Mr. Rieck, the Board approved to
authorize the Commissioner to enter into a construction contract with AEE
Sound and Lighting, Atlanta, Georgia for the purchase and installation of
Audio/Visual Equipment for the new Multipurpose Building for Atlanta
Technical College
in the amount of $66,897.34.

B. Upon a motion by Ms. Lyons, second by Mr. Rakestraw, the Board approved to authorize the Commissioner to enter into a construction contract with C. T. Bone, Inc., Warner Robins, Georgia for the Renovation of Building H for Central Georgia Technical College in the amount of $294,000.00.

C. Upon a motion by Ms. Lyons, second by Mr. Rakestraw, the Board approved to
authorize the Commissioner to enter into a construction contract with Lawns
Alive, Inc. for landscaping and installation of an irrigation system for Central
Georgia Technical College
at its Crawford County Campus in the amount of
$114,500.00.

D. Upon a motion by Ms. Lyons, second by Mr. Rakestraw and Mr. Johnson, the Board approved to authorize the Commissioner to enter into a construction contract with Tracer Contracting Co., Tuskegee, Alabama for Paving of Parking Lot for Middle Georgia Technical College in the amount of $98,865.30.

E. Upon a motion by Ms. Lyons, second by Mr. Bowen, the Board approved to
authorize the Commissioner to enter into a construction contract with Warren
Scott Contracting Company, Americus, Georgia covering exterior improvements
to James Hall Dormitory for South Georgia Technical College in the amount of
$126,900.00.

F. Upon a motion by Ms. Lyons, second by Mr. Bowen, the Board approved to
authorize the Commissioner to enter into a construction contract with Peach
State Roofing, Inc., Lawrenceville, Georgia to make roof repairs to Building 200
for Valdosta Technical College in the amount of $67,300.00.

G. Upon a motion by Ms. Lyons, second by Mr. Bowen, the Board approved to authorize the Commissioner to enter into a contract with Interstate General Government, Savannah, Georgia, for Removal and Replacement of Chiller for Buildings 100, 200 for Altamaha Technical College in the amount of $77,467.00.

H. Upon a motion by Ms. Lyons, second by Ms. Flanders, the Board approved to authorize the Commissioner to enter into a contract with Overhead Door Co., Atlanta, Georgia, for Removal and Replacement of Doors for Atlanta Technical College in the amount of $95,875.00.

I. Upon a motion by Ms. Lyons, second by Mr. Rakestraw, the Board approved to authorize the Commissioner to enter into a contract with International Contracting Services, Inc., Atlanta, Georgia, for Painting of Various Rooms for Atlanta Technical College in the amount of $34,870.00.

J. Upon a motion by Ms. Lyons, second by Mr. Bowen and Mr. Johnson, the Board approved to authorize the Commissioner to enter into a contract with WCCI, Inc., Marietta, Georgia, for Removal and Replacement of Carpet and Tile in Various Rooms for Atlanta Technical College in the amount of $99,879.00.

K. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter a contract with Popham Mechanical, Sylvester, Georgia, for Grading and Erosion Control for Moultrie Technical College in the amount of $74,500.00.

L. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Outdoor Legacy, Moultrie, Georgia, for Sod, Hydro-seeding and Topsoil for Moultrie Technical College in the amount of $65,545.00.

M. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Ross of Georgia, Ocilla, Georgia, for Resurfacing of Parking Areas for Moultrie Technical College in the amount of $77,092.36.

N. Upon a motion by Ms. Lyons, second by Mr. Rhodes and Ms. Flanders, the Board approved to authorize the Commissioner to enter into a contract with Architectural Signing, Inc., Norcross, Georgia, for Purchase and Installation of Signs for North Georgia Technical College in the amount of $45,415.00.

O. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Metro Power, Inc., Albany, Georgia, for Fiber Optic Upgrade for Savannah Technical College in the amount of $64,924.00.

P. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Southern Pride Lawn Care, Guyton, Georgia, for Lawn Maintenance for Savannah Technical College in the amount of $67,020.00.

Q. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Wiggins Landscape, Millen, Georgia, for Installation of Landscaping at Southeastern Technical College in the amount of $38,910.00.

R. Upon a motion by Ms. Lyons, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Acoustic, Inc., Atlanta, Georgia, for Removal and Installation of Operable Folding Walls at West Georgia Technical College in the amount of $99,385.00.

Approval of Licensing Fees

A. Upon a motion by Ms. Lyons, second by Mr. Johnson, the Board approved to authorize the Commissioner to pay CiperTrust for licensing fees for spam and virus filtering gateways used at the Technical Colleges in the amount of $97,000.00.

B. Upon a motion by Ms. Lyons, second by Mr. Rieck, the Board approved to authorize the Commissioner to renew the Microsoft Campus Agreement that provides for Microsoft Desktop Products in the amount of $246,000.00.

Approval of Strategic Plan
Upon a motion by Ms. Lyons, second by Mr. Bowen, the Board approved the FY 2005 Annual Update of the FY2002 - FY2006 Strategic Plan document as the official strategic plan of the Department of Technical and Adult Education.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Tarbutton gave an update on "Ethics in Action", the departments' ethics program. 775 individuals have enrolled and completed the web-based program during the pilot phase. We are now moving into the statewide implementation phase.

There were 9 active prospects, totaling a potential of 1,149 jobs. There were 8 announcements of new and expanding businesses for a total of 750 jobs. This makes 111 announcements year to date.

The following publications were presented to Board members; From the Commissioner newsletter; Results magazine; Promoting Entrepreneurship booklet; and a reprint of last month's Georgia Trend with articles of Jimmy Tallent and the Manufacturer of the Year winners.

Atlanta Technical College, Avotek Allison 250 Engine Tear Equipment for the Aviation Maintenance Technology program, $92,700; Hunter Engineering alignment system, drive-on rack and 4-column lift equipment for the Automotive Technology program, $93,300; Meditronic-Physio Monophasic Lifepak 12 defibrillator/monitor equipment for the EMT/Paramedic program, $312,870; 196 Dell computers ($1,403.23 ea) $275,033; 588 Dell hard drives ($171.80 ea) $101,018; 93 Dell computers ($1,321.34 ea) $122,885 and 40 Dell computers ($1,315.44 ea) $52,618 for instructional purposes. Total: $1,050,424.00

B. Flint River Technical College, FY 2004-05 lease of 12 (replacement) copiers. Total: $32,036.00

C. Gwinnett Technical College, 25 Dell computers ($1,073.50 ea) replacement computers for the Drafting AutoCAD lab. Total: $26,838.00

D. Lanier Technical College, lawn maintenance service contract for the Oakwood, Forsyth and Gainesville A/L campuses, $27,000 and security guard service contract for the Forsyth and Winder campuses, $67,000. Total: $94,000.00

E. Moultrie Technical College, furnishings for classrooms, instructor and administrative office of the Industrial Drive campus, $500,000; conference center equipment for the Veterans Parkway campus, $65,000; conference center equipment for the Tifton campus, $65,000 and network equipment for the Ashburn campus, $40,000. Total: $670,000.00

F. Savannah Technical College, information and communication system for Liberty campus, $34,000 and corridor information and communication system for main campus, $48,000. Total: $82,000.00

STANDARDS AND PROGRAMS COMMITTEE

STANDARDS AND POLICIES

1. Approval of Program Standards and Revisions

A. Upon a motion by Mr. Tallent, second by Mr. Rhodes, the Board approved the proposed revisions to the Automotive Collision Repair, Diploma Program Standards as recommended by the Presidents Council. Institutions may supplement the revisions immediately and must implement them by Fall Quarter 2005.

B. Upon a motion by Mr. Tallent, second by Mr. Rhodes, the Board approved the proposed revisions to the Marketing Management, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2005.

C. Upon a motion by Mr. Tallent, second by Mr. Rhodes and Mr. Johnson, the Board approved the proposed consolidated technical certificates of credit in the programming area of Culinary Arts as recommended by the Presidents Council. Institutions may implement the consolidated technical certificates of credit immediately and must implement and terminate the technical certificates of credit they replace by Fall Quarter 2005.

2. Placement of State Board Policy Revisions on the Table

A. Upon a motion by Mr. Tallent, second by Mr. Rhodes, the Board approved that the proposed revisions to the State Board Policy IV. R. Program Approval and Termination be placed on the Board table for consideration for approval at the next regularly scheduled meeting of the Board.

CHAIRMAN’S REPORT

Chairman Reynolds thanked Dr. Coy Hodges for serving as Interim Commissioner and asked for a few remarks.


COMMISSIONER’S REPORT
Dr. Hodges responded to Chairman Reynolds accepting the role as Interim Commissioner until a new Commissioner is appointed and gave a brief report on his activities.


EXECUTIVE COMMITTEE REPORT
Chairman Reynolds reported that Quick Start leases have been put in place and Quick Start will be moving the middle of October, 2004 to the Centergy Building at 75 Fifth Street in midtown Atlanta. A five-year lease agreement has also been executed for the State offices at 1800 Century Place in Atlanta.

The conversion management agreement at Gwinnett Technical College has been completed and effective July 1, 2004, Gwinnett Tech is under DTAE jurisdiction.

The following confirmed meeting dates for State Board meetings of DTAE are: August 12, in Atlanta; September 9, in Atlanta in conjunction with Adult Literacy Conference; October 14, in Blairsville; November 11, in Savannah in conjunction with the Leadership Conference; and December 9, in Atlanta at one of the metro schools. All details will be mailed to you prior to the meetings.

There will be a Capital Outlay Committee meeting on the schools priorities request immediately following the Board meeting today.

Mr. Bowen gave a report on Kenneth Breeden and Charlie Harris Awards’ criteria and the forms for the nominations of these awards. (more info here) These nominations need to be in by September 15, 2004 and will be awarded at the Leadership Conference in Savannah in November.
