Call to Order
Pursuant to the date, time and place stated above, Chairman Dan Rather called the meeting to order at 10:30 a.m. Ms. Gwen Goodman gave the invocation. With a quorum determined, Chairman Rather welcomed everyone and thanked Mr. Tallent for hosting the reception and dinner on Tuesday evening at Brasstown Valley. Guests were recognized and service awards were presented to the following employees: Dr. Jean DeVard-Kemp; Dr. Roger Slater; Dr. Joe Hill; Tony Bruehl; and Dr. Ken Breeden.

Upon a motion by Mr. Reynolds, second by Mr. B. Harris, the Board approved a resolution to be presented to Mr. James Harrington recognizing him as a founding member and a faithful servant for DTAE for 16 years. Chairman Rather presented Mr. Harrington with the resolution.


APPEALS COMMITTEE

Mr. Bowen reported that on April 4, 2000, Ms. Lisa N. Almond was notified by Dr. Anthony Parker, President, Albany Technical Institute, of his intent to terminate her contract of employment for conduct reflecting discredit upon the institution and for other good and sufficient cause. Ms. Almond appealed her proposed termination to Commissioner Breeden, who upheld the decision of Dr. Parker. From this decision, Ms. Almond has filed the attached appeal to the State Board of Technical and Adult Education.

Upon a motion by Mr. Bowen, several seconds, the Board approved to refer the appeal of Ms. Lisa N. Almond to the Office of State Administrative Hearing for the purpose of appointing a Hearing Officer to conduct a hearing and prepare an Initial Decision and Recommendation for this Board to consider for final action.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Mr. C. Harris motioned that the Board authorize the Commissioner to renew the Consulting Agreement with Drazdowski, Inc. for a total cost not to exceed $95,000.00. Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned that the Board authorize the Commissioner to renew the Microsoft Campus Agreement, which covers Microsoft license for computers at all Technical Institutes and the DTAE central office, for a total cost not to exceed $171,680.00. Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned that the Board authorize the Commissioner to renew the Microsoft Campus Agreement, which covers Microsoft license for computers at all Public Libraries and the OPLS central office for a total cost not to exceed $108,000.00. Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned that the Board authorize the Commissioner to purchase two Sun computer labs, one for Northwestern Technical Institute and one for Athens Technical Institute, for a total cost not to exceed $64,000.00. Mr. B. Harris and Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned that the Commissioner be authorized to enter into a construction contract with JCI General Contractors Inc., for the Renovation of the Child Development Center at Albany Technical Institute in the amount of $2,212,370.00. Mr. B. Harris seconded and motion passed.

Mr. C. Harris motioned the Commissioner be authorized to enter into a construction contract with JHC Corporation for the Renovation of the Administrative Offices and Conference Room at Flint River Technical Institute in the amount of $44,000.00. Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned that the Commissioner enter into a construction contract with Climate Engineering, Inc. for the Renovation of the HVAC Systems in Buildings B,C,& D at DeKalb Technical Institute in the amount of $1,249,000.00. Mr. Bowen seconded and motion carried.

Mr. C. Harris motioned that the Board approve Holder Construction Company to provide Construction Management Services for Project No. DTAE-69, Haralson County Campus, Carroll Technical Institute. Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned to approve the purchase and installation of a 125 KV Emergency Generator for the central office of the Department of Technical and Adult Education in the amount of $62,927.00. Mr. Pezold seconded and motion passed.

Mr. C. Harris motioned to approve the purchase and installation of computer equipment, cabling and supplies for Columbus Technical Institute in the amount of $100,000.00. Mr. Pezold seconded and motion passed.

Mr. C. Harris motioned to adopt the Resolution regarding the acquisition of 18.40 acres of land owned by the Jefferson County Board of Education located on Menonite Church Road, Jefferson County, Georgia, for use in the construction of a Technical Education Center for Sandersville Regional Technical Institute. Mr. Tarbutton seconded and motion passed.

Mr. C. Harris motioned to adopt a Resolution regarding the acquisition of 18.65 acres of land owned by the Jefferson County Board of Commissioners located on Menonite Church Road, Jefferson County, Georgia, for use in the construction of a truck driving range for Sandersville Regional Technical Institute. Mr. Tarbutton seconded and motion passed.

Mr. C. Harris motioned to adopt a Resolution regarding the acquisition of approximately 18.5 acres of land owned by the Hancock County Board of commissioners located on GA S.R. 15, Hancock County, Georgia, for use as the site of a Technical Education Center for Sandersville Regional Technical Institute. Mr. Pezold seconded and motion passed.

Mr. C. Harris motioned to adopt a Resolution for the sale of Bonds in the following amounts:

$65,225,000.00 for construction of Multipurpose Building, Atlanta Tech; Campus Expansion, Moultrie Tech; Computer Technology Building, Albany Tech; Occupational Technology Building, Savannah Tech; HR/IT Building, Macon Tech; Classroom/Student Services Building, Augusta Tech; Liberty County Campus, Savannah Tech; Hancock County Center, Sandersville Regional Tech.

$6,660,000.00 for renovations and improvements to Geeslin, Haynes and Hicks Halls at South Georgia Technical Institute and the Economic Development and Quick Start Building at Southeastern Technical Institute.

$2,875,000.00 to provide 50% State match for repairs and renovations at public libraries. $300,000.00 for planning and design of the Tiftarea Satellite expansion of Moultrie Technical Institute.

$1,500,000.00 to fund adult learning centers for Columbia, Jasper, Telfair, Randolph and Catoosa Counties.

Mr. Bowen seconded and motion passed.

Mr. C. Harris motioned to approve the purchase of 10.389 acres of land adjacent to the campus of Flint River Technical Institute from Benjamin T. Bridges, Thomaston, Georgia, at a purchase price of $41,556.00 ($4,000 per acre) for use of Flint River Technical Institute with its commercial truck-driving program. Mr. B. Harris seconded and motion passed.

Mr. C. Harris motioned to approve Lott + Barber Architects, Savannah, Georgia to provide architectural services for Project No. DTAE-93 Liberty County Campus, Savannah Technical Institute with stated limitation for this project as $6,500,000.00. Ms. G. Goodman seconded and motion passed.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board authorized the Commissioner to purchase for Augusta Technical Institute PC upgrades for the Thomson campus, training and certification for staff, upgrade S/70 server, SMS and Client Access License, network cabling, installation and equipment, add disk storage and RAID controller to existing file servers and PC's for upgrades and additional labs at a total cost not to exceed $578,850.00.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board authorized the Commissioner to purchase for Carroll Technical Institute a 1995 GMC Truck for the Commercial Truck Driving program at a total cost not to exceed $30,000.00.

Upon a motion by Ms. Goodman, second by Mr. Pezold, the Board authorized the Commissioner to purchase for Griffin Technical Institute 27 Gateway Intel Pentium III Processors for the Jasper County Center at a total cost not to exceed $57,375.00.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board authorized the Commissioner to purchase for Sandersville Regional Technical Institute 30 Tangent Computers and 8 HP Printers for the Hancock County Technical Center; computer file servers, hubs, switches and related network equipment at a total cost not to exceed $97,945.00.

Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board authorized the Commissioner to enter into a contract on behalf of the Board with Georgia State University to continue to offer instructor-training activities through the Faculty Development Institute at a cost not to exceed $132,963.00.


PUBLIC LIBRARIES COMMITTEE

Upon a motion by Mr. Tarbutton, second by Mr. Bowen, the Board authorized the Commissioner to expand the PINES project at a total cost not to exceed $6,627,646.00 pending approval of the EDP Committee, State Purchasing and funding.

Upon a motion by Mr. Tarbutton, second by Mr. Bowen, the Board authorized the Commissioner to enter into a contract with SOLINET and OCLC to provide bibliographic records for public libraries at a total cost not to exceed $250,000.00.

Upon a motion made by Mr. Tarbutton, second by Mr. B. Harris, the Board authorized the Commissioner to amend the date of the contract with KPMG LLP to read July 1, 2000 to June 30, 2001.



STANDARDS AND PROGRAMS COMMITTEE

The Board agreed with Mr. B. Harris' request that due to the length of his report, the new programs be approved individually, and technical certificates, (new and termination) would be approved as a combined vote. He stated that the Committee reviewed each individually and supports his request.

Upon a motion by Mr. B. Harris, second by Ms. Goodman, the Board approved Augusta Technical Institute's request to offer the Associate of Applied Technology degree program in E-Commerce Site Designer at all its campuses effective Summer Quarter 2000.

Upon a motion by Mr. B. Harris, second by Mr. Bowen, the Board approved East Central Technical Institute's request to offer diploma programs in Air Conditioning Technology and Advanced Air Conditioning Technology at the Coffee County campus effective Fall Quarter 2000.

Upon a motion by Mr. B. Harris, second by Mr. Bowen, the Board approved Ogeechee Technical Institute to offer the degree program in Marketing Management effective Fall Quarter 2000.
