Upon a motion by Mr. Harrington, second by Mr. Pezold the Board approved the Washington County Alliance for Literacy LIFE (Learning is For Everyone) as a Certified Literate Community.

Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved that the State Board of Technical and Adult Education authorize the Commissioner to pay for the GED PASSPORT support and maintenance at a cost not to exceed $320,000.00.
BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE
Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the final plans and specifications for Project No. DTAE-75 Multipurpose Building, Griffin Technical College, dated April 30, 2001, prepared by Manley Spangler Smith, Architects, Griffin, Georgia. Estimated construction cost is $8,450,000.00.
Approval of Architect Selection
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Cooper Cary Inc. to provide Predesign services for Project No. DTAE-110 Telecommunications Center, East Central Technical College. Preliminary cost limitation is $12, 900,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved PRAD Group Inc. to provide Predesign services for Project No. DTAE-102 Classroom Building, DeKalb Technical College. Preliminary cost limitation is $14, 400,000.00.
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved Warner Summers Ditzel Benefield Ward and Associates to provide Predesign services for Project No. DTAE-205 Renovation of the Glennville Center, Southeastern Technical College. Preliminary cost limitation is $1,400,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for installation of an indentification sign for the Blairsville campus of North Georgia Technical College. The amount of the contract not to exceed $35,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for Renovations to Building 100, Lanier Technical College to add five faculty offices and a handicapped access ramp. The amount of the contract not to exceed $75,000.00.
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved a construction contract for installation of an Electronic Message Sign at the main entrance to Central Georgia Technical College. The amount of the contract not to exceed $50,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for installation of a fire protection sprinkler system in the Maintenance Storage Building at the Milledgeville campus, Central Georgia Technical College. The amount of the contract not to exceed $55,000.00.
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved a construction contract for Renovations of the Lake at the Elbert County Campus of Athens Technical College. The amount of the contract not to exceed $175,000.00.
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved an Architectural Contract with the Ingram Parris Group, for design of the Randolph County Center of Albany Technical College. The amount of the contract is $45,000.00.
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved a contract for the installation of Voice/Data Cabling for Building G at Albany Technical College. The amount of the contract not to exceed $65,000.00.
Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved a contract with Costing Services Group, Inc. for Predesign cost estimating services for Project No. DTAE-77, 86, 87, 101, 102, 103, 104, 105, 106, 107, 109, 110, and 111. The amount of the contract is $49,940.00.
Land Acquisition
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board adopted the attached Resolution regarding the acquisition of 20.72 acres of land located in the Crawford County Industrial Park, Roberts, Georgia, from the Development Authority of Crawford County, for use as the site of Project No. DTAE-71, Crawford County Workforce Development Center, Central Georgia Technical College.
Approval of Resolutions
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt a Resolution for the sale of 2001A General Obligation Bonds in the aggregate principal amount of $20,350,000.00 for capital outlay projects appropriated in the FY2001 Amended budget.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt a Resolution for the sale of 2001B General Obligation Bonds in the aggregate principal amount of $67,020,000.00 for capital outlay projects appropriated in the FY2001 Amended budget.
Conveyance of Real Property
Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved to adopt a Resolution approving the conveyance of 12.50 acres of land at the Burke County Campus of Augusta Technical College to the Burke County Board of Commissioners for use with the construction of a library.
Other
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved to authorize the Commissioner to amend the contract with Plexus, Advanced Organizational Solutions, to include Changes of Scope for additional hours of work due to changes and additions to the planning requirements and guidelines from OPB/GTA/GMS and additional tasks that were not a part of the original contract. The total contract amendment amount is not to exceed $11,900.00.

Upon a motion by Mr. Lord, second by Mr. Rather, the Board approved to authorize the Commissioner to purchase for Albany Technical College classroom, office and lab furnishings for Building G Child Development Center (main campus) and 41 Gateway Pentium III computers and 5 printers for the Youth Opportunity Building in Albany at a total cost not to exceed $178,426.00.
Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Augusta Technical College a color copier for the Graphic Arts program (main campus) and PRISM bookstore software, installation and training (main, Thomson and Waynesboro campuses) at a total cost not to exceed $121,000.00.
Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College 69 Dell Pentium III computers for CIS programs (main campus), 24 laptop computers for the computer lab (main campus) and classroom furnishings for the English-Humanity Lab (Parkway Village shopping center adjacent to main campus) at a total cost not to exceed $410,570.00.
Upon a motion by Mr. Lord, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Coosa Valley Technical College a security system (main campus) and 48 computers for the CIS and BOT programs (Calhoun campus) at a total cost not to exceed $118,000.00.
Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for East Central Technical College 54 Dell computers and furniture for two classrooms (Atkinson County campus) and 20 Dell computers and lab furniture (main campus) at a total cost not to exceed $166,373.00.
Upon a motion by Mr. Lord, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Griffin Technical College seven Sharp LCD Projectors for the Business & Office Technology program and Amatrol equipment for the Industrial Maintenance Technology program at a total cost not to exceed $82,398.00.
Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Moultrie Technical College one Ford Crown Victoria, one Ford E350 Van, one Ford Windstar Van and one Ford F150 Pickup Truck at a total cost not to exceed $76,025.00.
Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College equipment and installation for a wireless building-to-building connection at a total cost not to exceed $38,000.00.
Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Southeastern Technical College 33 Gateway computers for the Electronics program and one 1998 Freightliner Tractor for the Truck Driving program at a total cost not to exceed $79,206.00.
Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for West Georgia Technical College computer equipment for the General Development Studies and Computer Information Systems lab and a custodial services contract for FY2002 at a total cost not to exceed $150,000.00.

Upon a motion by Mr. Lord, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for the Georgia Fatherhood Program 3,600 copies of each textbook from B. Dalton bookstore. The textbooks will be in used 36 technical colleges at a cost not to exceed $72,765.00.
Upon a motion by Mr. Lord, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for the Georgia Fatherhood Program 120 laptop computers and 120 Compaq Value Carrying Case Black Nylon. The laptops and carrying cases will be used in 36 technical colleges at a cost not to exceed $266,760.00.
Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved to authorize the Commissioner to enter into a contractual agreement with the Georgia Department of Labor, the administering body of Jobs for Georgia Graduates (JGG), for the purpose of establishing up to fifteen STW-JGG program pilot sites. The contract amount will not exceed $825,000.00.
Upon a motion by Mr. Lord, second by Mr. Rather, the Board approved to authorize the Commissioner to enter into a contract on behalf of the Board with Georgia State University to continue to offer instructor training activities through the Faculty Development Institute at a cost not to exceed $132,712.00.

Upon a motion by Ms. Goodman, second by Mr. Bowen, the Board approved Altamaha Technical College to offer a degree program in Machine Tool Technology effective Fall Quarter 2001.
Upon a motion by Ms. Goodman, second by Mr. Pezold, the Board approved Central Georgia Technical College at Milledgeville campus to offer a diploma program in Automotive Fundamentals effective Summer Quarter 2001.
Upon a motion by Ms. Goodman, second by Mr. Harrington, the Board approved Coosa Valley Technical College at Floyd County Campus to offer a diploma program in Electronics Technology with specializations in Computer Electronics, Industrial Electronics, and Telecommunications Electronics effective Fall Quarter 2001.
Upon a motion by Ms. Goodman, second by Bowen, the Board approved DeKalb Technical College at Covington campus to add a specialization in Industrial Electronics to its degree and diploma programs in Electronics Technology effective Summer Quarter 2001.

Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board approved North Georgia Technical College at Clarkesville campus to offer degree programs in Medical Laboratory Technology, Environmental Horticulture, and Turf and Golf Course Management effective Summer Quarter 2001.

EXECUTIVE COMMITTEE
Chairman Harris presented the "Guidelines for Georgia's FY2002-FY2006" which was on the table from the May 3, 2001 Board meeting. Upon a motion by Mr. Reynolds, second by Mr. Lord, the Board approved the document as the official strategic plan of the Department to guide the future directions of all departmental programs, services, operations, and activities.
As a result from the Committee of the Whole presentation, "A Tribute in Memory of Mr. Charlie Harris", Chairman Bill Harris entertained a motion to adopt a Resolution honoring the memory and dedication of Charles A. Harris for Thirteen Years of Service to the Georgia Board of Technical and Adult Education. Upon a motion by Mr. Reynolds, second by Mr. Bowen, the Board approved to adopt this Resolution.
CHAIRMAN'S REPORT
Chairman Harris announced the next meeting will be at Central Georgia Technical College in Macon on July 12, 2001. A reception and dinner will be the evening before, July 11, 2001, with local Board, legislators and folks from Central Georgia Community. Information will follow.
COMMISSIONER'S REPORT
Stated the GOAL Conference was a success and the GOAL and Rick Perkins Awards recipients will be introduced to State Board at a later date.
He announced the November Board meeting will be a combined meeting with the Presidents' Council, TCFA, TCDA and will be in Savannah, GA , October 31 - November 2, 2001. A tentative agenda was given to each member present and more information will follow.
