Call to Order
Pursuant to the date, time and place stated above, Chairman Harris called the meeting to order.
Approval of Minutes
Upon a motion by Mr. Bowen, second by Mr. Harrington, the Board approved the minutes of the May 2, 2002 State Board meeting.
Chairman Harris recognized the guests and thanked the culinary arts class for the delicious breakfast served before the meeting. Also thanks went out to President Johnson for his hospitality and wonderful reception and dinner the evening before.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Walker County Alliance for Literacy as a Participant in the Certified Literate Community Program.
IV. Distribution of Estimated Adult Literacy Federal Grant Funds
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the distribution of the estimated Adult Literacy Federal Grant Funds for Fiscal Year 2003. The most recent official allotment for Federal Funds is shown in Exhibit 1.

BUDGET, FACILITIES AND TECHNOLOGY
COMMITTEE
I. Approval of Contracts
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved a construction contract for Replacement of the Gymnasium Floor in the James S. Peters Gymnasium Building at South Georgia Technical College. The amount of the contract is not to exceed $65,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a construction contract for construction of a Parking Lot to be located near Building 300 at Lanier Technical College, Oakwood, Georgia. The amount of the contract is not to exceed $250,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved a contract for Renovations to the HVAC System in Building 200 at Lanier Technical College, Oakwood, Georgia. The amount of the contract is not to exceed $90,000.00.
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved a construction contract for the Painting of Selected Classrooms at Atlanta Technical College. The amount of the contract is not to exceed $75,000.00.
Upon a motion by Mr. Harrington, second by Ms. Oettmeier and Ms. Douglas, the Board approved a construction contract with Piedmont Irrigation and Land Development, Watkinsville, Georgia for Construction of a parking Lot at Athens Technical College. The amount of the contract is $205,545.45.
II. Acquisition of Real Property
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved to authorize the Commissioner to approve the purchase of 28.36 acres of unimproved real property located adjacent to the campus of Middle Georgia Technical College in the Eagle's Bluff Subdivision, Warner Robins, Georgia, owned by Bland-Wright Developers, Inc., at a purchase price of $328,500.00, for use of Middle Georgia Technical College, subject to the approval of the State Properties Commission.
III. Approval of Architects
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved IPG, Inc. to provide architectural services for Project No. DTAE-138 Classroom Building, Appling County Campus, Altamaha Technical College, Baxley Georgia. The 30,000 S.F. building has an estimated project cost of $5,050,000.
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved Azar, Walsh, Architects to provide architectural services for Project No. DTAE-145 Child Development and Adult Learning Building, Central Georgia Technical College, Macon Georgia. The 40,800 S.F. building has an estimated project cost of $5,540,000.
Upon a motion by Mr. Harrington, second by Ms. Oettmeier, the Board approved JMA Architects, Inc. to provide architectural services for Project No. DTAE-141 Child Development Center and Media Center Expansion, Middle Georgia Technical College, Warner Robins, Georgia. The 44,000 S.F. building has an estimated project cost of $6,980,000.00.
IV. Approval of Bond Issues
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt a Resolution for the sale of 2002C General Obligation Bonds in the principal amount of $18,300,000.00 for the following projects:

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the Executive Committee's recommendation of the "FY2003 Annual Update of the FY2002-FY2006 Strategic Plan" document as the official strategic plan of the Department of Technical and Adult Education.
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase Websense Enterprise Internet Management software to provide Internet access management for each College and the Central Office at a cost not to exceed $200,000.00.
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase CipherTrust IronMail Email Appliances to provide email security for each College and the Central Office at a cost not to exceed $395,000.00.
Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved to authorize the Commissioner to purchase Cisco Lab Equipment for the Professional Development Center in Covington, GA at a cost not to exceed $60,000.00.

Upon a motion by Ms. DeLaFuente, second by Mr. Reynolds, the Board approved to authorize the purchase of a 1998 Volvo 610 Truck and a 1991 Fruehauf Trailer for the Commercial Truck Driving program for Albany Technical College at a total coast not to exceed $40,250.00.
Upon a motion by Ms. DeLaFuente, second by Ms. Douglas, the Board approved to authorize the purchase for Athens Technical College an eFileClerk Document Imaging System for the Student Development Services department and a Biodex System 3 Quick Set Orthopedic Testing and Rehabilitation System for the Physical Therapy Assistant program at a total cost not to exceed $65,880.00.

Upon a motion by Ms. DeLaFuente, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Savannah Technical College instructional equipment and furnishings (Crossroads campus) and furniture for the Automotive Technology and Occupational Lab programs (main) at a total cost not to exceed $300,000.00.
Upon a motion by Ms. DeLaFuente, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for West Central Technical College one Dimension 3D Printer, custodial services, lawn and landscaping equipment (Murphy campus) at a total cost not to exceed $128,401.00.

Upon a motion by Ms. DeLaFuente, second by Ms. Douglas, the Board approved to authorize the Commissioner to enter into a State Contractual Agreement with Georgia State University to continue to offer instructor training activities through the Faculty Development Institute at a cost not to exceed $135,785.00.
Upon a motion by Ms. DeLaFuente, second by Ms. Goodman, the Board approved the Southeastern Technical College - Mission Statement. "Southeastern Technical College is a public, two-year institution that provides accessible, quality educational programs and services designed to enhance the ability of our students to participate in Georgia's economic development. To accomplish our purpose we provide graduates with the knowledge, skills, and abilities necessary to obtain employment; offer a curriculum which encourages students to develop career, personal, and work ethics values; sponsor co-curricular activities to assist students in the development of leadership, scholarship, and fellowship traits; conduct continuing education and training to allow experienced employees to acquire and maintain advanced levels of competency; and facilitate public adult education programs to improve general population and workforce literacy levels."

Announced Mr. Rhodes' special dedication ceremony in Athens, Tuesday, June 18, 2002 at 1:30. Naming the Edgar L. Rhodes Center for Animal and Dairy Science.
Thanked the culinary arts class for the wonderful breakfast and presentation for the Board.
COMMISSIONER'S REPORT
Thanked President Johnson for his hospitality and presentation given to the Board regarding the events and programs offered at South GA Technical College.
July 11, 2002, will be the next Board meeting in Atlanta with Committee meetings beginning at 9:15 a.m. and Board meeting at 1:00 p.m. Details will be in your July briefing book
Presented the invitation on behalf of Dr. Jean DeVard Kemp and her staff to have the September Board meeting in conjunction with the Adult Literacy Celebration (September 4-6) at the Westin Hotel, downtown Atlanta. The Board will vote on this invitation at the July 11th Board meeting.

There being no further business, the Board adjourned at 10:30 a.m. for tours of the South GA Campus and a box lunch to follow.
