Call to Order
Pursuant to date, time, and place stated above, Chairman B. Harris called the meeting to order at 1:00 p.m. Chairman Harris welcomed everyone recognizing the PR Marketing people from the Southeast Consortia who made the Committee-of-the-Whole presentation.

Approval of Minutes
Upon a motion by Mr. C. Harris, second by Mr. Tallent, the Board approved the minutes of the February 1, 2001 Board meeting.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Contracts
Upon a motion by Mr. C. Harris, second Mr. Jones, the Board approved a construction contract with the Georgia Department of Corrections for the Renovation of the Hancock County Campus of Sandersville Technical College located on GA S.R. 15 in Sparta, Hancock County, Georgia and the amount of the contract is not to exceed $692,500.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for Renovation of Elevators at Augusta Technical College and the amount of the contract is not to exceed $50,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for the Removal of Floor Outlets from Classrooms to be replaced by power poles at Augusta Technical College and the amount of the contract is not to exceed $50,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for a new Identification Sign at Okefenokee Technical College and the amount of the contract is not to exceed $35,000.00.

Upon a motion by Mr. C. Harris, second by Ms. Goodman, the Board approved a construction contract for Replacement of Carpet in Classrooms and Instructional Offices at Augusta Technical College and the amount is not to exceed $125,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Tallent, the Board approved to authorize the Commissioner to enter into a Professional Service Contract for design of an Ammonia Refrigeration Building at Lanier Technical College and the amount of the contract is not to exceed $27,900.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for a Classroom Addition to Building B, Middle Georgia Technical College. The amount of the contract is not to exceed $1,200,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Tallent, the Board approved a construction contract for an Addition to the Student Center at Middle Georgia Technical College. The amount of the contract is not to exceed $250,000.00

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for the Installation of Eight (8) Variable Frequency Motor Drives on the main air handlers at Middle Georgia Technical College. The amount of the contract is not to exceed $50,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Tallent, the Board approved a construction contract to provide Telecommunications Wiring for Building H at Middle Georgia Technical College. The amount of the contract is not to exceed $70,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Rhodes, the Board approved to authorize the Commissioner to enter into a contract with Plexus, Advanced Organizational Solutions to assist in agency wide strategic planning to meet the Governor's Office of Planning and Budget (OPB), Georgia's Technology Authority (GTA), and Georgia Merit System (GMS) comprehensive planning requirements. This contract will deliver an agency-wide strategic plan, strategic information technology plan and a strategic workforce plan. The contract amount is not to exceed $37,120.00.

Approval of Final Plans
Upon a motion by Mr. C. Harris, second by Mr. Allgood, the Board approved the final plans and specifications for Project No. DTAE-95, Renovations to Economic Development Building, Southeastern Technical College, dated January 12, 200l, prepared by Warner Summers Ditzel Benefield Ward & Associates, Atlanta, Georgia. Estimated cost of construction $2,300,000.

Upon a motion by Mr. C. Harris, second by Ms. Goodman, the Board approved the final plans and specifications for Project No. DTAE-79, Occupational Technology Building, Savannah Technical College, dated November 9, 2000, prepared by Lott + Barber Architects, Savannah, Georgia. Estimated cost of construction $7,782,944.00.


ECONOMIC DEVELOPMENT COMMITTEE

Economic Development Update
Mr. Allgood gave an update stating there have been 245 Quick Start programs. This is a 9.4% increase over last year. There have been 17 active prospects and 11 announcements this month representing 760 jobs. DTAE web page has been updated. (www.dtae.org). Georgia Trend will feature in this month's magazine a full-page color ad with all the technical colleges. Manufacturing Appreciation Governor Awards Luncheon will be April 19.


OPERATIONS AND MANAGEMENT COMMITTEE

Approval of Local Board Appointments/Re-appointments
Upon a motion by Mr. Tallent, second by Mr. Harrington, the Board approved for the technical colleges below, that the persons listed be appointed to the local board of directors of the technical college.

A. Albany Technical College, appointment

Equipment Purchases and Contracts
Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Atlanta Technical College 21 computers with hardware, software and peripherals for the Visual Communications program at a total cost not to exceed $50,000.00.

Upon a motion by Mr. Tallent, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Augusta Technical College a milling machine, five straight bed lathes, three Cisco Certified Networking Program Lab configurations, CNC machining package and the replacement of an AS/400 computer at a total cost not to exceed $282, 000.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College computers to upgrade/expand current CISCO instruction at the Macon and Milledgeville campuses at a total cost not to exceed $227,378.00.

Upon a motion by Mr. Tallent, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Chattahoochee Technical College a CTP imagesetting system, Apple Power Mac and iMac computer equipment for the Printing and Graphics program, classroom computers and two copiers for the Registrar's office at a total cost not to exceed $459,000.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College 25 notebook computers at a total cost not to exceed $50,975.00.

Upon a motion by Mr. Tallent, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for East Central Technical College 25 Poweredge 2400 Servers, 46 Optiplex Computers and 25 KVM Switches at a total cost not to excel $126,987.00.

Upon a motion by Mr. Tallent, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Griffin Technical College 46 Gateway Intel Pentium III Processors for the BIS Technology department, one ventilator, one neonatal ventilator and one adult ventilator with graphics monitor for the Respiratory Therapy program at a total cost not to exceed $180,576.00.

Upon a motion by Mr. Tallent, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Savannah Technical College GSAMS equipment to enable distance learning at the main campus and the two remote facilities at a total cost not to exceed $70,996.00.

Upon a motion by Mr. Tallent, second by Mr. Pezold, the Board approved that the West Central Technical College revise their current mission statement.

Upon a motion by Mr. Tallent, second by Mr. Rhodes, the Board approved that the West Georgia Technical College revise their current mission statement.


STANDARDS AND PROGRAMS COMMITTEE

Approval of Diplomas and Degrees
Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board approved Athens Technical College to offer degree programs in Medical Sonography effective Summer Quarter 2001 and Veterinary Technology effective Fall Quarter 2001.

Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board approved Griffin Technical College to offer a degree program in Automotive Technology effective Spring Quarter 2001.

Upon a motion by Ms. Goodman, second by Mr. Pezold, the Board approved North Metro Technical College to offer degree programs in Electronics Technology, Management and Supervisory Development, and Marketing Management effective Spring Quarter 2001.

Upon a motion by Ms. Goodman, second by Mr. Pezold, the Board approved Okefenokee Technical College to add the Legal Office Specialist option to its diploma program in Business and Office Technology effective Spring Quarter 2001.

CHAIRMAN'S REPORT
Chairman Harris thanked everyone who attended the reception hosted jointly by Board of Regents and DTAE Board honoring the State Legislators.


COMMISSIONER'S REPORT
Reminded everyone of Manufacturing Appreciation Week and the luncheon on April 19. There will be about 1000 people at the luncheon and the 5 sponsors are: BellSouth, Pattillo, Randstad, KPMG, and Georgia Power. Awards will be presented to small, medium and large manufacturers. Update given on attention DTAE is receiving from other states on their program. Stated DTAE is not doing anything different but the fact of name change of schools to colleges is gaining the recognition. A group from Wyoming will be visiting next week. The reason they are coming is because "they are not a pro active state" in terms of workforce development and their perception is that Georgia is, therefore, they want to get a little flavor of what Georgia is doing.
