APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Mr. Lord, the Board approved
the minutes of February 6, 2003 State Board minutes.

APPEALS COMMITTEE
Upon a motion by
Mr. Bowen, second by Mr. Harrington, the Board approved to refer the
appeal of Ms. Tanya Perry to the Office of State Administrative Hearings
for the purpose of appointing a Hearing Officer to conduct a hearing
and prepare an Initial Decision and Recommendation for this Board to
consider.
Upon a motion by
Mr. Bowen, second by Mr. Lord, the Board approved to refer the appeal
of Mr. Wayne Burch to the Office of State Administrative Hearings for
the purpose of appointing a Hearing Officer to conduct a hearing and
prepare an Initial Decision and Recommendation for this Board to consider.
BUDGET,
FACILITIES, AND TECHNOLOGY COMMITTEE
Conveyance
of Real Property
Upon
a motion by Mr. Harrington, second by Mr. Bowen, the Board approved
the conveyance of title to 1.31 acres (50’ x 1,141.27’)
along the eastern boundary line of the new campus of Moultrie Technical
College to the Colquitt County Board of Commissioners for use in improving
and paving Doc Darbyshire Road, Colquitt County, Georgia, subject to
approval of the State Properties Commission.
Purchase
of Real Property
Upon
a motion by Mr. Harrington, second by Mr. Lord, the Board approved the
purchase of real property containing 1.22 acres improved with a two-bedroom
split level brick and wood frame residence and known as 2930 Hamilton
Drive, Augusta, Georgia, at a purchase price of $96,700.00 from Hollie
Byron Trowbridge, for use of Augusta Technical College, subject to approval
of the State Properties Commission.
Approval
of Contracts
Upon
a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved
a contract with Spectrum Building Systems, Inc., to relocate a modular
classroom from West Georgia Technical College to Sandersville Technical
College. The amount of the contract is $33,274.00.
Upon a motion by
Mr. Harrington, second by Mr. Lord and Dr. Noble, the Board approved
a construction contract for the Expansion of Building “C”
at Middle Georgia Technical College. The 9,600 S.F. in addition to Building
“C” will include classroom and lab space for Machine Tool
Technology, Industrial Maintenance, Welding, and Aircraft Maintenance.
The amount of the contract is not to exceed $1,000,000.00.
Upon a motion by
Mr. Harrington, second by Mr. Allgood, the Board approved a construction
contract for the Upgrade and Repair of the Energy Management System
for the heating and air conditioning system at Middle Georgia Technical
College. The amount of the contract is not to exceed $40,000.00.
Upon a motion by
Mr. Harrington, second by Ms. Douglas, the Board approved a construction
contract for the Exterior Painting of the Corder Road Campus of Middle
Georgia Technical College. The amount of the contract is not to exceed
$35,000.00.
Upon a motion by
Mr. Harrington, second by Mr. Pezold and Mr. Lord, the Board approved
a construction contract to Replace the Roof on the historic cabin on
the campus of Augusta Technical College. The amount of the contract
is not to exceed $38,000.00.
Approval
of Final Plans
Upon
a motion by Mr. Harrington, second by Mr. Lord, the Board approved the
final plans and specifications for Project No. DTAE-86, Technology Annex,
Appalachian Technical College, dated December 5, 2002, prepared by Facility
Design Group, Inc., Smyrna, Georgia. Estimated cost of construction
is $6,300,000.00.
Approval
of Inter Government Agreement
Upon
a motion by Mr. Harrington, second by Mr. Allgood and Mr. Lord, the
Board approved the execution of an inter government agreement with the
Savannah Economic Development Authority (SEDA) covering improvements
to the Crossroads Campus of Savannah Technical College. The amount of
the improvements is not to exceed $250,000.00.
ECONOMIC
DEVELOPMENT COMMITTEE
Mr. Tarbutton reported
there were 15 active prospects with a potential of 2,475 jobs. There
were 14 announcements for new, expanding or existing industries with
a potential of 4,933 jobs. Three publications were presented and given
each Board member: the Winter issue of Results Magazine; the Foundation
Booklet that is the historical piece for the agency; and the FY03 Initiatives
brochure.
Mr. Tarbutton announced
“The Manufacturing Appreciation Governor’s Awards Luncheon”
will be April 17 at the Cobb Galleria from 11:00 a.m. – 1:30 p.m.,
all State Board Members are encouraged to attend.

A. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Altamaha Technical College a used conventional
Tractor with Trailer for the Commercial Truck Driving Program at a total
cost not to exceed $30,000.00.
B. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Augusta Technical College mowers and
an aerator for the Golf Course Management program, instructional equipment
for the Industrial Maintenance program, 681 IBM computers w/monitors,
and 73 IBM laptops for various campuses at a total cost not to exceed
$1,406,550.00.
C. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to contract for landscaping maintenance services and
to purchase 39 Dell OptiPlez computers and 20 Dell Latitude computers
for Central Georgia Technical College at a total cost not to exceed
$127,346.00.
D. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for East Central Technical College 50 Dell
computers, a Bookstore Management System, and a Digital Video Security
System for the Childcare Facility at a total cost not to exceed $181,850.00.
E. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Flint River Technical College a PLC
Industrial Training System for delivery of curriculum courses at a total
cost not to exceed $35,000.00.
F. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Georgia Aviation & Technical College
two replacement engines for the Flight Technology program at a total
cost not to exceed $53,054.00.
G. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Griffin Technical College 24 Dell Optiplex
PC’s for Library computer lab, 20 Optiplex SX260 for Electronics
classroom, 25 Intel Xeon 530 for Drafting classroom, 30 Optiplex SX260
for the Practical Nursing program, and instructional equipment for the
Respiratory, IT computer Machine Tool program(s) and general classrooms;
and, equipment for the Technology building and a parking lot sweeper
at a total cost not to exceed $882,266.00.
H. Upon a motion
by Mr. Allgood, second by Mr. Harrington and Mr. Lord, the Board approved
to authorize the Commissioner to purchase for Lanier Technical College
Hewlett Packard ProCurve switches for the Forsyth campus at a total
cost not to exceed $26,127.00.
I. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Middle Georgia Technical College, 109
IBM computers/monitors for the Business & Office Technology program
and Instructional Services faculty & Student Services staff/labs;
and Electronics Instructional Trainers for the Electronics program at
a total cost not to exceed $141,000.00.
J. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for North Metro Technical College instructional
upgrades for the Diesel Equipment Technology program at a total cost
not to exceed $30,000.00.
K. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Okefenokee Technical College eFileClerk
software to interface with BANNER at a total cost not to exceed $30,880.00.
L. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Savannah Technical College instructional
equipment for the Welding program, a CNC Lathe and CNC Milling Machine
for the Machine Tool Technology program at a total cost not to exceed
$90,000.00
M. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Southeastern Technical College, 26
Compaq computers, 45 monitors, five printers, two laptop computers and
two CBC machines for the CIS, Electrical Construction & Maintenance,
and Medical Assisting programs at a total cost not to exceed $90,978.00.
N. Upon a motion
by Mr. Allgood, second by Ms. Douglas, the Board approved to authorize
the Commissioner to purchase for South Georgia Technical College, 48
Gateway laptops, carts, access points and antennas for the two mobile
computer labs at a total cost not to exceed $99,100.00.
O. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for Swainsboro Technical College seven
sets of Keytrain software at a total cost not to exceed $35,000.00.
P. Upon a motion
by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to purchase for West Central Technical College library
books for the Murphy campus and instructional equipment for the Machine
Tool Technology program at a total cost not to exceed $134,421.00.
Other
A. Contract
with GA REAL Enterprises
Upon
a motion by Mr. Allgood, second by Mr. Lord, the Board approved to authorize
the Commissioner to contract with the Georgia REAL Enterprises to conduct
training, provide curriculum, evaluations, support, workshops, equipment
leases and activities necessary to implement REAL (Rural Entrepreneurship
through Action Learning ) for Washington County at Sandersville Technical
College. The funding source will be a Georgia School to Work Demonstration
grant and the total cost will not exceed $100,000.00.

COMMISSIONER’S REPORT
Update on the budget activities at the Capitol. Stated he had met with
Jim Lientz and Governor Perdue on Monday, March 10 and the Governor
asked him to become part of the Perdue Team.

seconded by Ms. DeLaFuente and the Board approved.
