CALL TO ORDER
Pursuant to date, place and time stated above Chairman Reynolds called the meeting to order.

Chairman Reynolds acknowledged Richard Milford of Carl Vinson Institute of Government Governmental Training, Education and Development. Dr. Milford reviewed a draft report from the Board Retreat held at Reynolds Plantation, February 25 and 26. He will issue copies to each Board member when draft is finalized. He asked each Board member to fill out the evaluation sheet regarding the Retreat.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Ms. Douglas, the Board approved the minutes from the February 12, 2004 State Board meeting.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Mr. Tyre Rakestraw gave an update on GED data for January 1, 2004 – February 29, 2004 and on the Health Literacy initiatives.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Contract

A. Upon a motion by Ms. Douglas, second by Ms. Lyons and Mr. Johnson, the Board approved to authorize the President of Albany Technical College to enter into a Construction Contract for Resurfacing of Parking Lot for Building D in the amount of $27,000.00.

B. Upon a motion by Ms. Douglas, second by Mr. Johnson, the Board approved to authorize the President of Albany Technical College to enter into a Construction Contract with LRA Constructors for Re-roofing Building “I” in the amount of $42,290.00.

C. Upon a motion by Ms. Douglas, second by Mr. Johnson, the Board approved to authorize the President of Lanier Technical College to enter into a Construction Contract with Center Brothers, Inc., for Renovation of LPN Lab at Forsyth County Campus in the amount of $27,790.00

D. Upon a motion by Ms. Douglas, second by Ms Lyons, the Board approved to
authorize the President of Savannah Technical College to enter into a contract for
the purchase and installation of Exterior Signage for the Liberty County Campus in
the amount of $82,000.00.

E. Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved to
authorize the President of South Georgia Technical College to enter into a
Construction Contract with Shiver Lumber Co., Americus, Georgia for the
Installation of Carpet and Tile in Hicks Hall in the amount of $74,178.44.

F. Upon a motion by Ms. Douglas, second by Mr. Jones, the Board approved to
authorize the President of West Central Technical College to enter into a
Construction Contract for Sealing and Re-stripping of the Parking Lot at the
Douglasville Campus in the amount of $31,962.24.

Purchase of Real Property
Upon a motion by Ms. Douglas, second by Mr. Jones, the Board approved the
purchase of 9.037 acres of land on Etowah Drive at Glade Road, Acworth,
Georgia, adjacent to the campus of North Metro Technical College from The
Foundation of North Metro at a purchase price of $2,200,000.00 for the use of
North Metro Technical College. This is subject to approval of the State Properties
Commission.

Ms. Douglas asked Laura Gammage to give an update on the Budget. After Ms. Gammage’s report she stated she would let the Board members know of any changes from the Senate and House.


ECONOMIC DEVELOPMENT COMMITTEE

Ms. Lyons reported there were 16 active prospects for the month totaling a potential 2,420 jobs and 9 announcements of new or expanding businesses for a total of 532 jobs.

We were given an update on the Business Ethics CBT program which Mr. Tarbutton initiated and are on track to pilot the program in the Spring.

Please mark your calendars for April 15th which is the MAW Governor's Awards Luncheon to be held at the Cobb Galleria. More details will follow. There are 114 nominations for small, medium and large manufacturer of the year. Last year over 1,300 attended the luncheon.

Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved that the Commissioner be authorized to purchase for the technical colleges listed below the designated items at a cost not to exceed the amount stated by each technical college.

A. Albany Technical College, furnishings for the Library/Media Center renovation; 54 Howard computers for instructional labs in Building H; 42 Gateway laptop computers and 3 Mobile Wireless Lab Carts at a total cost not to exceed $262,549.00.

B. Central Georgia Technical College, alignment machine for the Automotive Technology program; calibration equipment for the Metrology program; laser equipment for the Medical Assisting program; 42 Dell computers for the Milledgeville campus; 29 Dell computers for the Macon campus; postage mach and I.D. machines at a total cost not to exceed $270,546.00.

C. Chattahoochee Technical College, three field video camcorder packages for the Entertainment Technology program; Automotive interactive trainer stations for the Brake Technician certification and the basic AUT 122 course; equipment and furniture for project DTAE101-Classroom building including 437 computer workstations at a total cost not to exceed $3,587,259.00.

D. Columbus Technical College, 70 Dell computers for the Business Education department at a total cost not to exceed $78,456.00.

E. Coosa Valley Technical College, training modules and materials for the School to Work program at a total cost not to exceed $74,155.00.

F. Lanier Technical College, Tegrity WebLearner equipment and software at a total cost not to exceed $50,890.00.

G. Middle Georgia Technical College, commercial truck driving simulator; classroom and office furniture for the new C-building expansion; library furniture and shelving; 21 Compaq Multimedia computers for the Web Design program and 63 Compaq computers for the CIS and Marketing programs at a total cost not to exceed $276,729.00.

H. Moultrie Technical College, 160 Dell computers; networking equipment; copiers; outdoor furniture; projectors; two road tractors and four skill field tractors for the Truck Driving program; equipment for the Medical Assisting program at a total cost not to exceed $417,061,00.

I. Northwestern Technical College, 50 Dell computers for the CIS program; 19 Dell computers for the Drafting lab and 9 Dell computers for the CIS faculty at a total cost not to exceed $102,000.00.

J. Okefenokee Technical College, 23 Howard computers for the CIS Networking lab at a total cost not to exceed $29,034.00.

K. Savannah Technical College, furniture for the HVAC program/instructor’s office at the Liberty Campus; furniture for the IMCT program/instructor’s office at the Liberty campus; PLATO Learning Software for the Learning Resource Center; Cisco networking hardware for the Liberty campus; instructional equipment for the ECET program at the Savannah campus; HVACA/C Trainer Systems for the HVAC program at the Liberty campus; bookstore shelving and fixtures for the Liberty campus; 87 Dell Computers for the Business programs at the Savannah campus and 39 Dell computers for the ECET programs at the Liberty campus at a total cost not to exceed $462,909.00.

L. South Georgia Technical College, Haas Super Mini Milling Machine for the Machine Tool Technology program at total cost not to exceed $35,000.00.

M. Swainsboro Technical College, 50 Hewlett Packard computers for the Library and Developmental Studies area at a total cost not to exceed $69,750.00.

N. Valdosta Technical College, Nebraska Book Company WinPRISM System for all campuses at a total cost not to exceed $80,000.00.

O. West Central Technical College, 139 IBM computers for the Carroll and Central Educational Center campuses; one IBM Thinkpad; Nebraska Book Company hardware/software for the Murphy campus and workstations for the Dental Assisting program at the Central Educational Center at a total cost not to exceed $266,390.00.

Other

A. Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved the adoption of the proposed revision to State Board Policy V.B.2 Assessment.

B. Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved to authorize the Commissioner to enter into a contract with Elite Staffing to provide job development skills for the New Connections to Work program at a cost not to exceed $39,375.00.

C. Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved to authorize the Commissioner to approve the revised Mission Statement for Middle Georgia Technical College – revised Mission Statement follows:

“The mission of Middle Georgia Technical College is to contribute to the economic, educational, and community development of the state by providing quality academic and technical education to the citizens of Middle Georgia through the applied technology associate degree, diploma, and technical certificates of credit programs, adult literacy training, continuing education and customized business and industry workforce training.”

EXECUTIVE COMMITTEE
Chairman Reynolds attained a motion regarding changing the Board meeting from June 10 to June 3 and in Dublin, Georgia to coincide with Dr. Breeden’s Retirement Party being held on June 3 in Dublin. Upon a motion by Mr. Allgood, second by Mr. Copeland, the Board approved this motion. The State Board meeting will be June 3, 2004 in Dublin, Georgia. Details to follow.

Upon a motion by Mr. Bowen, second by Mr. Copeland, the Board moved that the Commissioner, behalf of the Board, be authorized to enter in a contract with a Selective Search Firm to be selected by the Board’s Search Committee in an amount not to exceed $100,000.00.


CHAIRMAN’S REPORT

Chairman Reynolds thanked Dr. Breeden for his years of service and for his contributions in making the technical colleges a success.

Chairman Reynolds attained a motion for the Board to adopted a Resolution for the family in memory of Ms. Gwen Goodman who served on the Board for several years and passed away recently. Upon a motion by Mr. Bowen, second by Ms. Douglas the Board approved such a resolution for Ms. Goodman’s family.

Chairman Reynolds reminded everyone the next State Board Meeting will be Thursday, April 1 in Atlanta at 1:00 p.m. with Committee meetings beginning at 9:15 a.m.


COMMISSIONER’S REPORT
Commissioner Breeden thanked everyone for the 20th Anniversary Celebration Reception and Dinner. A special thanks to the staff for their hard work and to Coosa Valley, Columbus, East Central, South Georgia and Southwest Georgia Technical Colleges for their contributions and support.
