Pursuant to date, time and place stated above,
Chairman Reynolds called the meeting to order.

Upon a motion
by Mr. Jones, second by Mr. Copeland, the
Board approved February 3, 2005, State Board
meeting.
EXECUTIVE & CHAIRMAN'S
COMMITTEE REPORT
The
Georgia Public Policy Foundation gave an update
on the progress of their research study for
the strategic plan for the Department to the
Executive Committee and will update the Board
at the Committee of the Whole meeting in April.
Therefore, the Committee of the Whole meeting
will begin at 11:30 a.m. and Georgia Public
Policy Foundation group will begin at 12:00
and the full State Board meeting will begin
at 2:00 p.m. This change of time will be posted.
This update will prepare the Board for the
July 13 retreat at Chateau Elan, and the regular
Board meeting on Thursday, July 14 will be
held at Gwinnett Technical College. Details
will be forwarded and posted on the Web.
Chairman
Reynolds appointed the State Board Nominating
Committee for Chairman and Vice Chairman for
the State Board for 2006 and 2007. Current
Chairman and Vice Chairman’s terms end
June 30, 2005. Mr. Roy Bowen, Chairman, Dr.
Sandra Reed and Mr. Jimmy Tallent will be
serving on this Committee and will report
to the Board, no later than the May Board
Meeting.
Upon
a motion by Mr. Jones, second by Mr. Copeland,
the Board approved a resolution to recognize
Debi Younginer for 34 years of service and
her retirement effective March 15, 2005 and
presented her with the resolution.
COMMISSIONER’S
REPORT
Currently
two Search Committees are underway, Middle
Georgia Technical College and Okefenokee Technical
College. Randall Peters, President of Heart
of Georgia is serving as interim president
during the search at Middle Georgia Tech as
Mr. Billy Edenfield’s retirement was
effective March 1. The Search Committee met
at Middle Georgia last Friday, February 25
and asked the Committee to make September
1 as a deadline for naming a new president.
Diane Harper, President of East Central Technical
College is serving as interim president at
Okefenokee Technical College, and July 1 is
the target date for announcing the new president.
Allocation
Process – Pending recess of the
General Assembly at the end of March, we should
be ready to share with the Board a proposed
allocation formula for the colleges at the
April Board Meeting. The goal is to develop
a formula that captures enrollment, performance
(how well that college is performing in retention,
graduation, placement) and equity issues.
Manufacturing
Center - Most of you heard about the Manufacturing
Center and its progress. The Governor’s
plan is to make a formal announcement at the
Manufacturer’s Appreciation Luncheon
on April 21. The Georgia Department of Economic
Development and Board of Regents will be co-sponsors
along with DTAE on this initiative.
High
School Drop-Out Prevention Initiative
– We are working on developing a competitive
grant program targeted for 10 to 15 technical
colleges working with their school districts.
This program will enable us to work with 8th,
9th, and 10th graders identified as at-risk
students and afford those students an opportunity
to recognize their abilities and provide additional
opportunities for them to investigate career
interests and education opportunities. The
grant program will include an assessment component,
identification of best practices that can
be replicated and performance measures.
Georgia
Public Policy Foundation – The research
information shared at the Executive Committee
clearly indicates there are some broad themes
and general consensus among the presidents
that we are at a crossroad and at a time when
we need to be preparing for the future.
Student
Introduction - Pam Grant is a Northwestern
Technical College student working toward her
associate degree in Micro Computer Specialist.
She is State President of the National Technical
Honor Society. She and her husband co-own
and operate two small businesses, Chattanooga
Dozier Parts, and Catoosa County Climate Control
Storage Unit. Pam spoke about the importance
of involvement in student organizations.

a motion by Dr. Reed, second by Ms. Flanders,
the Board approved that the State Board of

Commissioner to approve the revised Mission
Statement for Coosa Valley Technical College.
IV. Revised Mission Statement for Sandersville
Tech
Upon
a motion by Dr. Reed, second by Ms. Lyons,
the Board approved that the State Board of
Technical and Adult Education authorize the
Commissioner to approve the revised Mission
Statement for Sandersville Technical College.
V. Resolution for State GOAL Winner
Upon
a motion by Dr. Reed, second by Ms. Lyons
and Mr. Rieck, the Board approved that the
State Board of Technical and Adult Education
honor Ms. Candice Walker’s accomplishments
as the state Georgia Occupational Award of
Leadership (GOAL) winner through a Board resolution
commending her efforts on behalf of technical
education. Ms. Walker was presented the resolution.

selected from the 37 collegiate GOAL
winners, each representing their technical

other Georgians benefiting from postsecondary

WHEREAS, Ms. Walker, by attending
Okefenokee Technical College, is obtaining
the necessary skills, resources, and
confidence to become successful in a
competitive workforce; and
WHEREAS,
Ms. Walker, upon completion of the Radiologic
Technology program, plans to continue
her education while specializing in
diagnostic medical synography; and
WHEREAS,
in pursuing her education, Ms. Walker
has brought honor to herself, her family,
her technical college, and the technical
education system that she represents
by being selected as Georgia’s
technical education Student of the Year;

is a spokesperson for technical education

GED Passport System Update
A. Upon a motion by Ms. Douglas, second
by Mr. Rieck, the Board approved to rescind
the January 2005 motion authorizing the
Commissioner to pay Acclaim Systems for
the upgrade of the GED Passport software
in the amount of $385,000,000.
B. Upon a motion by Ms. Douglas, second
by Mr. Rieck, the Board approved authorization
of Commissioner Vollmer to pay Tech Group
21 for the GED Passport upgrade at a cost
not to exceed $400,000.00.
COMMUNITY
AND PUBLIC AFFAIRS
I.
Certified Literate Community Program
Upon a motion by Mr. Allgood, second by Mr.
Rakestraw, the Board approved the Volunteers
for Literacy of Habersham County as a Certified
Literate Community.
II.
Other
Mr. Allgood gave an update on Quick Start
activities reminding everyone of the Manufacturer’s
Appreciation Luncheon on April 21, 2005 at
the Cobb Galleria.
FACILITIES
AND REAL ESTATE
I.
Purchase of Real Property
A.
Upon a motion by Mr. Copeland, second by Dr.
Reed, the Board approved the purchase of the
property located at 2934 Hamilton Drive, Augusta,
Georgia containing 1.10 acres improved with
a 2,131 sq. ft. brick residence, at a purchase
price of $90,000.00 from Mr. and Mrs. Alexander
Wilson, III, for use of Augusta Technical
College, subject to approval of the State
Properties Commission.
II.
Sale of Real Property
A.
Upon a motion by Mr. Copeland, second by Dr.
Allgood, the Board approved the sale of the
Industrial Training Building facility located
on the Carrollton Campus of West Central Technical
College containing 3.67 acres improved with
a 14,154 sq. ft. masonry building to Carroll
County, Georgia, at a sales price of $1,075,000.00,
subject to approval of the State Properties
Commission. The Committee recommends that
proceeds from the sale of this property flow
back to West Georgia Technical College. The
Committee requested this recommendation be
included in the motion and made a part of
the minutes.
III.
Acquisition of Real Property/Adoption of Resolution
A.
Upon a motion by Mr. Copeland, second by Mr.
Allgood, the Board approved to adopt the attached
Resolution regarding the acquisition of approximately
34 acres of land in the Horizon South Industrial
Park, Colombia County, Georgia, from the Development
Authority of Columbia County for use as the
site of the Columbia County Training Center
of Augusta Technical College, subject to approval
of the State Properties Commission.

EDUCATION WITH RESPECT TO THE ACQUISITION
OF APPROXIMATELY 34 ACRES OF LAND LOCATED
IN THE HORIZON SOUTH INDUSTRIAL PARK,
COLUMBIA COUNTY, GEORGIA, FOR USE OF
AUGUSTA TECHNICAL COLLEGE
WHEREAS:
The State Board of Technical and Adult
Education is the legally constituted
body charged with the responsibility
of developing and operating a statewide
system of postsecondary technical colleges;
and
WHEREAS:
Section 20-4-14(c)(2) Georgia Code Annotated,
empowers the State Board of Technical
and Adult Education to receive and hold
title to property, equipment, money
and materials; and
WHEREAS:
The Development Authority of Columbia
County has agreed to donate approximately
34 acres of land in the Horizon South
Industrial Park, Columbia County, Georgia,
to the State of Georgia, for use by
the Department of Technical and Adult
Education as the site of the Columbia
County Training Center of Augusta Technical
College; and
WHEREAS:
The Board of Technical and Adult Education
desires to acquire the said approximately
34 acres for use of Augusta Technical
College;
BE IT RESOLVED THAT:
1.
The State Board of Technical and Adult
Education does hereby approve the
acquisition of approximately 34 acres
of land located in the Horizon South
Industrial Park, Columbia County,
Georgia, from the Development Authority
of Columbia County for use of Augusta
Technical College; and
2.
The staff shall prepare appropriate
requests to the State Properties Commission
seeking its approval of, and assistance
with, the acquisition of said land
in accordance with applicable laws,
policies, and procedures.

a motion by Mr. Copeland, second by Ms. Lyons,
the Board approved to authorize the Commissioner
to execute Change Orders in an amount not
to exceed $146,886.00 for the construction

Renovation of the Industrial Drive Campus,
Moultrie Technical College. The original contract
amount was $492,000.00. The new contract amount
