Call to Order
Pursuant to the date, time and place stated above, Acting Chairman Roy Bowen called the meeting to order at 1:12 p.m. Ms. Gwen Goodman gave the invocation. A quorum was determined. Mr. Bowen welcomed Belva Strickland, Administrative Assistant to Dr. Breeden as a new employee and announced Terri Holland was now permanently joining the legal division.

Upon motion by Mr. James Harrington, second by Mr. Don Pope, the Board approved the distribution of Adult Literacy Federal Grant Funds for Fiscal Year 2001. The official allotment for Federal Funds is $11,799,512.00.
Upon motion by Mr. James Harrington, second by Ms. Gwen Goodman, the Board approved the distribution of Adult Literacy State Grant Funds for Fiscal Year 2001. The official allotment for State Funds is $12,096,802.00.
Mr. James Harrington presented the Resolution to the Columbus Literate Community Program. This resolution was approved at the April Board meeting.
BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE
Upon motion by Mr. Charles Harris, second by Mr. Don Pope, the Board approved to authorized the Commissioner to execute a Rental Agreement with Jerome C. Toole, Vidalia, Georgia as Landlord, covering the rental of 10,000 sq. ft. of Classroom and office space located at 113 and 115 Church Street, Vidalia, Georgia, at a monthly rental of 2,950/$35,400 per year ($3.54 per sq. ft. per yr.) for use by Quick Start during renovation of the former Bruno Building in Vidalia.
Upon motion by Mr. Charles Harris, second by Mr. Don Pope, the Board approved the conveyance of 1.842 acres located on the Early County Satellite Center campus of Albany Technical Institute to the Early County Board of Commissioners for use in the construction of a childcare facility using funds from a Georgia Department of Community Affairs' Block Grant, with the stipulation that said land will revert to the State of Georgia at the end of an eight year period, subject to approval of the State Properties Commission, with the understanding that the facility will be a training site for the child care program at the Early County Satellite Center.
Upon motion by Mr. Charles Harris, second by Mr. Bill Harris, the Board approved the granting of a non-exclusive easement to Union County, Georgia, across a plot of land measuring 20 ft. x 220 ft. on the campus of the Union County Satellite Center, North Georgia Technical Institute, for use in the installation and maintenance of a sanitary sewer to sere a pool facility and future gymnasium planned on land of Union County across GA APD Hwy 515 from the Union County Satellite Center campus, subject to approval of the State Properties Commission. The land over which this non-exclusive easement is to be granted was donated to the State of Georgia by Union County for construction of the Union County Satellite Center.
Approval of Construction Contracts Less than $100,000
Upon motion by Mr. Charlie Harris, second by Ms. Gwen Goodman, the Board approved to authorize the Commissioner to enter into a contract for Construction of a Greenhouse at Ogeechee Technical Institute in an amount not to exceed $70,000.00.
Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board authorized the Commissioner to enter into a construction contract for an Electronic Identification Sign at Ogeechee Technical Institute in an amount not to exceed $80,000.00.
Upon motion by Mr. Charlie Harris, second by Mr. Don Pope, the Board approved a one-year lease on a four classroom modular building at Southeastern Technical Institute. The lease will include set-up and take down charges in an amount not to exceed $50,000.00.
Upon motion by Mr. Charlie Harris, second by Ms. Gwen Goodman, the Board authorized the Commissioner to enter into a professional service contract with HNTB Engineers for design and construction administration of Entrance Drive and Traffic Flow Modifications at Savannah Technical Institute. The amount of the contract is $48,607.00
Upon motion by Mr. Charles Harris, second by Mr. Jack Pezold, the Board authorized the Commissioner to enter into a construction contract for Interior Painting at Southeastern Technical Institute. The amount of the contract is not to exceed $45,000.00.
Upon motion by Mr. Charles Harris, second by Ms. Gwen Goodman, the Board authorized the Commissioner to enter into a construction contract for re-carpeting of selected areas at Southeastern Technical Institute. The amount of the contract is not to exceed $95,000.00.
Upon motion by Mr. Charles Harris, second by Mr. Jack Pezold, the Board authorized the Commissioner to enter into construction contract for the replacement of Fume Hoods and vent duct system at Athens Area Technical Institute. The amount of the contract is not to exceed $60,000.00.
Approval of Property Acquisitions
Upon motion by Mr. Charlie Harris, second by Mr. Jim Lord, the Board approved the purchase of a modular office wall system to provide four offices and one classroom in the former Student Center at Lanier Technical Institute. The amount of the purchase is not to exceed $30,000.00. The offices and classroom will be used for New Connections to Work and the Fatherhood Initiative programs.
Upon motion by Mr. Charlie Harris, second by Mr. Harold Reynolds, the Board approved the purchase of four modular classroom units at Griffin Technical Institute. The amount of the purchase is not to exceed $154,000.00.
Upon motion by Mr. Charlie Harris, second by Mr. Harold Reynolds, the Board approved the recommendation that the Georgia Virtual Technical Institute be authorized to purchase a database server to be located at DTAE Central Office, 1800 Century Place, at a cost of $57,398.00. Equipment will be utilized by the Georgia Virtual Technical Institute. Funding source is GVTI 2000 Lottery Funds.
Upon motion by Mr. Charlie Harris, second by Ms. Gwen Goodman, the Board approved the recommendation that Georgia Virtual Technical Institute be authorized to purchase training lab equipment in the amount of $36,469.00 to train and certify DTAE CIS faculty delivering the Sun Solaris, Sun Java and Oracle database courses to credit-based students. Funding source will be GVTI 2000 Lottery Funds.
Upon motion by Mr. Charlie Harris, second by Mr. Jim Lord, the Board approved the Teachers salary plan Guidelines, as Modified by a 3% Increase, effective September 1, 2000. The FY2001 budget includes funds to provide performance based increases for employees of the Executive Branch (this group includes all support staff, coordinators, directors, and vice-presidents other than those compensated according to the Teacher's Salary Plan) to be awarded on October 1, 2000. The proposed salary adjustment for Executive branch employees is in conformance with the GeorgiaGain pay for performance system and ranges from 0% to 6% (0%, 3%, 4.5% and 6%).
Upon motion by Mr. Charlie Harris, second by Mr. Jack Pezold, the Board approved Step Increases for State Funded Librarians effective July 1, 2000.
Upon motion by Mr. Charlie Harris, second by Mr. Bob Silverman, the Board approved DTAE Unclassified/Classified Staff Salary Plan Guidelines, as Modified by a 3% Increase, effective October 1, 2000.
Upon motion by Mr. Charlie Harris, second by Mr. Bob Silverman, the Board approved increases in the Registration and Student Activity HOPE Eligible Fees.
Upon motion by Mr. Charlie Harris, seconds by Mr. Bob Silverman and Mr. Jack Pezold, the Board approved $1.00 per Hour Tuition Increase.
Upon motion by Mr. Charlie Harris, second by Mr. James Harrington, the Board approved up to $4.00 per student per quarter for HOPE Eligible Student Accident Insurance Fees.
Upon motion by Mr. Charlie Harris, second by Mr. Bob Silverman, the Board accepted for Information Purposes the Non-HOPE Eligible Fees.
ECONOMIC DEVELOPMENT AND COMMUNICATIONS COMMITTEE
Communications Update
Update given by Mr. Harold Reynolds stating the most significant meetings with all of the PR Directors of the Institutes, the discussions were focused on name changes. Dr. Breeden distributed a working draft of technical institute name changes and discussed the procedure. This will be coordinated with the Governor's office and will be discussed further at the North Georgia June Board Retreat.

Upon motion by Ms. Gwen Goodman, second by Mr. Don Pope, the Board authorized Athens Area Technical Instititute to purchase a Sun Service Inspection System for the Engine Diagnostics and Repair program, a Diagnostic Scanner and Cartridges System for instructional use and instructional equipment for the Electronics Technology department at a cost not to exceed $98,700.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized Atlanta Technical Institute to purchase computers, hardware/software, furniture and presentation equipment for three computer labs and 20-station computer labs at a cost not to exceed $300,000.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized purchase for Augusta Technical Institute PC replacements for the main campus; software for the Printing Graphics Lab; Website design and yearly maintenance fees; digital camera and editing system; new servers and upgrade server software at a cost not to exceed $741,600.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Bill Harris, the Board authorized Coosa Valley Technical Institute to purchase 80 computers for classroom at a cost not to exceed $128,000.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Jim Lord, the Board authorized East Central Technical Institute to purchase furniture, computers and instructional equipment for the various programs at the Business and Industry Training Center; furniture, computers, printers and instructional equipment for the Turner County campus; and, computer, smart boards and scanners for the Telfair campus at a cost not to exceed $1,280,460.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Jack Pezold, authorized Lanier Technical Institute to purchase three Hydraulic Surface Grinders and one Milling Machine for the Machine Tool Technology program, furnishings for the newly remodeled Office Suite; and, furnishings and equipment for the Executive Training room at a cost not to exceed $220,500.00.
Upon motion by Ms. Gwen Goodman, second by Mr. James Harrington, the Board authorized Northwestern Technical Institute to purchase one asynchronous transfer mode (ATM) backbone switch to upgrade existing ATX switch at a cost not to exceed $75,000.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Jim Lord, the Board authorized Southeastern Technical Institute to purchase 90 computers for the Computer Information Systems and Accounting program at a cost not to exceed $135,000.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Jim Lord, the Board authorized for West Georgia Technical Institute to contract custodial services for FY2001, and to purchase an Emissions Analyzer for the Automotive Technology program at a cost not to exceed $153,000.00.
Upon motion by Ms. Gwen Goodman, second by Mr. Jim Lord, the Board authorized the Commissioner to enter into an agreement with the U.S. Mine Health and Safety Administration to receive $50,000.00 in FY-2001, Part-46 Outreach, funds, and to disburse these funds, as appropriate.
Standard TCC Curriculum Approval
New Programs
Upon motion by Mr. Bill Harris, second by Mr. Don Pope, the Board approved Chattahoochee Technical Institute to offer degree and diploma programs in Hotel/Restaurant Management and a degree program in Entertainment Technology at its new Mountain View campus effective Fall Quarter 2000.
Upon motion by Mr. Bill Harris, second by Ms. Gwen Goodman, the Board approved East Central Technical Institute to offer diploma programs in Web Site Designer and E-Commerce Site Designer at its Ben Hill-Irwin and Coffee County campuses effective Fall Quarter 2000.
Upon motion by Mr. Bill Harris, second by Mr. Jim Lord, the Board approved Gwinnett Technical Institute to offer the Networking Specialist specialization in its diploma and degree programs in Computer Information Systems effective Fall Quarter 2000.
Upon motion by Mr. Bill Harris, second by Mr. Don Pope, the Board approved Heart of Georgia Technical Institute to offer an Associate of Applied Technology degree program in Early Childhood Care and Education effective Fall Quarter 2000.
Upon motion by Mr. Bill Harris, second by Mr. Jim Lord, the Board approved Middle Georgia Technical Institute to offer the diploma program in Advanced Machine Tool Technology effective Fall Quarter 2000.

Approval of Equipment Purchases
Upon motion by Ms. Gwen Goodman, second by Bill Harris, the Board authorized Altamaha Technical Instititute to purchase Fault Assisted Circuits for the Electricity and Electronic Training Lab and instructors software and support package for the Electronics Department; a Mechanical Drives System from Amatrol for the Industrial Maintenance program, and carpet replacement in the classrooms and instructors' offices of the 100 and 200 buildings of the Jesup campus at a cost not to exceed $160,705.00.
STANDARDS AND PROGRAMS COMMITTEE
Upon motion by Mr. Bill Harris, second by Mr. Don Pope, the Board approved the proposed revision to the Culinary Arts Diploma Standards. Institutions may implement the revision immediately and must implement it by Fall Quarter 2000.
Upon motion by Mr. Bill Harris, second by Ms. Gwen Goodman, the Board approved that Altamaha Technical Institute be approved to offer the Associate of Applied Technology degree program in Secretarial Science at its Jesup campus and a diploma program in Diesel Equipment Technology at its Appling County campus effective Summer Quarter 2000.

Program Terminations
Upon motion by Mr. Bill Harris, second by Mr. Jim Lord, the Board approved North Metro Technical Institute to terminate its technical certificate of credit programs in Wide Area Networking and in Network Installer effective Spring Quarter 2000.
PUBLIC LIBRARIES AND PLANNING COMMITTEE
Mr. Rhubarb Jones gave an update report and discussed the transfer of the Library to the Board of Regents. "A Journey of Achievements Toward a Vision of Excellence 1996-2000" brochure was distributed to everyone attending.
Executive Committee
Acting Chairman Bowen announced the Board Retreat at Brasstown Valley in Blairsville, June 6,7,& 8. A draft agenda was distributed and announced that Mr. Jimmy Tallent would host a Board Barbecue and Reception on the evening of
June 6. Mr. Bowen expressed that spouses were welcomed and asked for a show of hands of those that knew they could not attend. Ms. Joia Johnson, Mr. Rhubarb Jones and Mr. Bob Silverman stated at this time they had conflicts.

Acting Chairman Bowen announced that the Governor had accepted Mr. Don Pope's resignation from the Board. Mr. Bowen presented Mr. Pope with a resolution. Upon a motion by Mr. Bill Harris and several seconds, the Board approved the resolution. The resolution recognized and thanked Mr. Pope for his services. Mr. Pope recognized his wife Katie, thanked the Board and expressed his appreciation for their friendship and support.
Commissioner’s Report
Dr. Breeden briefly discussed the Board Retreat and responded with comments regarding the resolution presented to Mr. Pope. The next Board meeting will be at Blairsville Satellite of North Georgia Technical Institute on June 7, at 10:30 a.m. with Sub-Committee meetings beginning at 9:30 a.m.
