Call to Order
Chairman Dan Rather called the meeting to order at 1:00 p.m. Mr. Rather expressed appreciation to Ms. Diane Quimby and Ms. Anita Turlington for their presentation on the Certified Construction Worker Program. He also thanked Mr. Tommy Holder, Mr. Scott Shelar, and Mr. Wayne Brown for their participation.

Approval of Minutes
Upon motion by Mr. Charlie Harris, second by Mr. Bill Wiley, the April 1, 1999, State Board meeting minutes were approved.

VOAP Awards
Ms. Jennifer Hackemeyer discussed the success of the Department of Technical and Adult Education’s success in 1998 in meeting the Governor’s Voluntary Action Ozone Program goals. Mr. Mike Harper, Mr. Tony Hope, Mr. Randy Dean, Ms. Marianne Baxter and Ms. Bernice Mimms were selected to receive special recognition for their efforts.

Certified Literate Community Program
Upon motion by Mr. James Harrington, second by Mr. Bill Harris, the Board approved Schley County (HOPES – Helping Ourselves Pursue Education in Schley) as a participant in the Certified Literate Community Program and presented an official State Board Resolution to representatives from Schley County.

A RESOLUTION

Recognizing and commending Schley County Certified Literate Community Program for its efforts to date to become a Certified Literate Community of Georgia, and for other purposes

WHEREAS, the State Board of Technical and Adult Education has established the Certified Literate Community Program to recognize those communities that have made demonstrable and significant progress, as defined by the program, toward eliminating adult illiteracy, and

WHEREAS, the State Board of Technical and Adult Education has delegated oversight of the Certified Literate Community Program to the Georgia Council on Adult Literacy; and

WHEREAS, the community of Schley County has applied for a participant status in the Certified Literate Community Program; and

WHEREAS, said community has marshalled a leadership group representative of its varied and private interests whose responsibility it shall be to see that the goals and aims of the program are met; and

WHEREAS, the Evaluation Committee of the Georgia Council on Adult Literacy has found the community’s application to be satisfactory; and

WHEREAS, a team appointed by the Georgia Council on Adult Literacy visited the community of Schley County, interviewed members of the leadership group and the committees thereof, examined the plans in place to implement the literacy program, and examined the instructional resources; and WHEREAS, the visiting team recommended to the Georgia Council on Adult Literacy that the community of Schley County be approved as a participating community in the Certified Literate Community Program; and

WHEREAS, the Georgia Council on Adult Literacy forwarded that recommendation to the State Board of Technical and Adult Education with its endorsement:

NOW THEREFORE, BE IT RESOLVED, by the Georgia Board of Technical and Adult Education that the community of Schley County be recognized as and declared to be a participating community in the Certified Literate Community Program of Georgia, and

BE IT FURTHER RESOLVED, that a copy of this resolution be presented to the community of Schley County.

Adopted this the 6th day of May, 1999.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Execution of Agreements
Upon motion by Mr. Charlie Harris, second by Mr. Bill Wiley, the Board approved a construction project for the renovation of the Machine Tool Lab at Middle Georgia Technical Institute in an amount not to exceed $66,000.

Upon motion by Mr. Charlie Harris, second by Mr. James Harrington, the Board approved a construction project for renovation of the Dental Hygiene Lab at Middle Georgia Technical Institute in an amount not to exceed $75,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Wiley, the Board approved a construction project for the renovation of the Corder Road Educational Center of Middle Georgia Technical Institute in an amount not to exceed $245,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board approved the installation of telephones in Martin Hall and James Hall Dormitories at South Georgia Technical Institute by DOAS Telecommunications Division at a cost not to exceed $40,000.

Upon motion by Mr. Charlie Harris, second by Ms. Gwen Goodman, the Board approved the construction of a walking track at Altamaha Technical Institute in an amount not to exceed $27,000.

Authorization of Construction Contract
Upon motion by Mr. Charlie Harris, second by Mr. James Harrington, the Board authorized the Commissioner to enter into a construction contract for re-roofing of the Child Development Center Building at Atlanta Technical Institute in an amount not to exceed $250,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Wiley, the Board authorized the Commissioner to enter into a construction contract for re-roofing of Bryant Hall Dormitory at North Georgia Technical Institute in an amount not to exceed $150,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board authorized the Commissioner to enter into a construction contract to construct a Welding Lab at Sandersville Regional Technical Institute in an amount not to exceed $160,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board approved the Commissioner to enter into a contract for Landscaping of Project No. DTAE-48 Crisp County Satellite Center, South Georgia Technical Institute in an amount not to exceed $65,000.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board approved the Commissioner to enter into a construction contract for renovation of the Hanger Building at South Georgia Technical Institute at a cost not to exceed $50,000.

Upon motion by Mr. Charlie Harris, second by Mr. Gene Hunt, the Board accepted the FY 2000 Budget step increase for state funded librarians in the regional and county library systems effective July 1, 1999 and the FY 2000 Public Librarians Monthly and Annual Salary Schedule as modified by a 4% increase effective September 1, 1999.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board accepted the DTAE Support Staff Salary Schedule for the state schools which includes a 3% increase effective October 1, 1999.

Upon motion by Mr. Charlie Harris, second by Mr. James Harrington, the Board accepted the Teachers’ Salary Guidelines – Schedule L for the state schools as modified by a 4% increase effective September 1, 1999.

Approval of Tuition Increase and HOPE Modifications
Upon motion by Mr. Charlie Harris, second by Ms. Gwen Goodman, the Board approved a tuition increase to $23 per credit hour, up to a maximum of 12 credit hours effective Fall Quarter, 1999.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board approved moving the Graduation fee from the HOPE eligible category to the Non-HOPE eligible category.

Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board approved the increases in HOPE eligible fees as described in Attachment One in the Board Books.

Information Items
Upon motion by Mr. Charlie Harris, second by Mr. Bill Harris, the Board accepted for information purposes the non-HOPE eligible fees as shown in Attachment Two and Attachment Three in the Board Books.

HOPE Administrative Fee - Currently technical institutes are authorized to bill the HOPE Scholarship Program for a HOPE Administrative Fee of $22 per HOPE eligible student per year. Beginning in fiscal year 2000, the technical institutes will no longer be authorized to charge this fee.

Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized Atlanta Technical Institute to purchase the Banner Financial Aid Module at a total cost not to exceed $45,000.

Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized Augusta Technical Institute to purchase computers and technology items at total cost not to exceed $1,273,000.

Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized Chattahoochee Technical Institute to purchase furnishings for its retrofit project at a total cost not to exceed $404,000.

Upon motion by Ms. Gwen Goodman, second by Mr. Bill Wiley, the Board authorized Coosa Valley Technical Institute to purchase 40 computers at a total cost not to exceed $79,000.

Upon motion by Ms. Gwen Goodman, second by Mr. Bill Wiley, the Board authorized Griffin Technical Institute to purchase equipment and supplies for the purpose of upgrading LAN infrastructure at a total cost not to exceed $120,000.

Upon motion by Ms. Gwen Goodman, second by Mr. James Harrington, the Board authorized Lanier Technical Institute to purchase equipment for the Business and Industry Welding Lab at a total cost not to exceed $48,100.

Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized North Georgia Technical Institute to purchase equipment for the voice, video, and data distribution system for Clegg Hall at a total cost not to exceed $67,200.

Upon motion by Ms. Gwen Goodman, second by Mr. Bill Wiley, the Board authorized Ogeechee Technical Institute to purchase GSAMS equipment, bookstore software and Opthalmic Dispensing equipment at a total cost not to exceed $392,000.

Upon motion by Mr. Gwen Goodman, second by Mr. James Harrington, the Board authorized Pickens Technical Institute to purchase three programmable controllers for the Industrial Maintenance program, new telephone system, and new external and internal signage at a total cost not to exceed $104,000.

Upon motion by Ms. Gwen Goodman, second by Mr. Harold Reynolds, the Board authorized Southeastern Technical Institute to upgrade its existing network infrastructure at a total cost not to exceed $181,600.

Policy on Entrance Requirements, 05-02-03
Upon motion by Ms. Gwen Goodman, second by Mr. James Harrington, the Board accepted State Board Policy 05-02-03, Entrance Requirements – State Residency to lie on the table until the next regularly scheduled meeting.


PUBLIC LIBRARIES AND PLANNING COMMITTEE

Public Libraries Update
Mr. Gene Hunt gave an update on public library activities and asked members to read the newsletter for more information. Dr. Breeden informed the Board that he had been a speaker at the Southern Conference of Librarians for the Blind and Physically Handicapped on May 3.

New Programs
Upon motion by Mr. Bill Harris, second by Mr. Gene Hunt, the Board approved Albany Technical Institute to offer the diploma program in Hotel/Restaurant/Travel Management effective Spring Quarter 1999.

Upon motion by Mr. Bill Harris, second by Ms. Gwen Goodman, the Board approved Altamaha Technical Institute to offer the diploma program in Computer Information Systems at their main campus and the diploma program in business and Office Technology at the Federal Correctional Institute in Jesup effective Summer Quarter 1999.

Upon motion by Mr. Bill Harris, second by Mr. Harold Reynolds, the Board approved Augusta Technical Institute to offer the diploma program in Machine Tool Technology at its Waynesboro/Burke County campus effective January 2000.

Upon motion by Mr. Bill Harris, second by Mr. Mr. Bill Wiley, the Board approved Griffin Technical Institute to offer degree programs in Industrial Systems Technology, Occupational Therapy Assistant, and Respiratory Therapist effective Fall Quarter 1999 and diploma and degree programs in Plastic Technology effective Fall Quarter 2001.

Upon motion by Mr. Bill Wiley, second by Mr. Gene Hunt, the Board voted to go into Executive Session in order to discuss a personnel matter. Upon return from Executive Session, Chair Dan Rather stated that no official actions had been taken.


Appointment of President for Heart of Georgia Technical Institute
Upon motion by Mr. Bill Wiley, second by Ms. Gwen Goodman, the Board approved the recommendation of Commissioner Breeden and named Mr. Randall L. Peters as President of Heart of Georgia Technical Institute effective immediately.


Chairman’s Report
Mr. Rather reminded members that the next meeting is scheduled for June 3 in Covington at the Newton County Satellite Campus of DeKalb Technical Institute. Dr. Paul Starnes invited members to a reception on the evening of June 2.


You Can Make A Difference Campaign
Commissioner Ken Breeden thanked President Joe Hill for bringing several students who had the winning entry in the Governor’s Office of Highway Safety and the Safe America Foundation’s "You Can Make A Difference" program. Instructor Gerald Putman introduced students, Ms. Melissa Willis and Ms. Kisten Elleton, who explained the video clip which was written and produced by their Marketing Class team at Lanier Technical Institute/Forsyth Campus. The clip will be used by CNN as a public service announcement to heighten awareness of highway fatalities and injuries of young driver in Georgia due to alcohol or drug impairment.


Commissioner’s Report
Dr. Breeden expressed appreciation to Mr. Tommy Holder and Mr. Scott Shelar for their participation in the presentation to the Board relative to the Certified Construction Worker program. Dr. Breeden said that the ingredient that makes the whole process work is the support, interest, and enthusiasm of the construction industry in providing resources and opportunities for students.

Dr. Breeden informed the Board that the Governor would soon be appointing a committee to research formula funding possibilities for technical institutes.
