Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved the Monroe County Certified Literate Community Program as a Participant in the Certified Literate Community Program.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved to adopt the Initial Decision of the Hearing Officer in the appeal of Ms. Margaret Jones Gursel as the Final Decision of the State Board of Technical and Adult Education.
Upon a motion by Mr. Bowen, second by Mr. C. Harris, the Board approved to refer the appeal of Ms. Judith Thompson to the Office of State Administrative Hearings for the purpose of appointing a Hearing Officer to conduct a hearing and prepare an Initial Decision for this Board to consider in Ms. Thompson's appeal.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the granting of a non-exclusive easement to the City of Waco, Georgia, on the campus of West Central Technical College located on Hub Drive, Waco, Georgia, across a plot of land measuring 40'X 40' for the purpose of installing and maintaining a sewer lift station, and across a plot of land measuring 30'x 871.56' for the installation and maintenance of a 8" sanitary sewer line to serve the new campus of West Central Technical College.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the acquisition of 18.304 acres owned by Charles Olson and Elizabeth Olson, located on Patterson Still Road, Thomasville, Georgia, adjacent to the campus of Southwest Georgia Technical College, through condemnation, subject to the approval of the State Properties Commission, which properties are needed for future expansion of the campus of Southwest Georgia Technical College.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the execution of a rental agreement with Lincoln Development Company, Carrollton, Georgia, covering 4,860 sq. ft. of classroom/office space located at 4645 Timber Ridge Drive, Douglasville, Georgia, across from the campus of the Douglas County Campus of West Central Technical College, at a monthly rental of $7,492.50 ($89,910.00 per annum), for use as computer classes to alleviate overcrowded conditions on the Douglas County Campus of West Central Technical College.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the final plans and specifications for Project No. DTAE-73, Campus Expansion, Moultrie Area Technical Institute, dated September 29, 2000, prepared by Ellis, Ricket and Associates Architects, Valdosta, Georgia.
Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved the execution of an agreement with Atlanta Gas Light Company covering the relocation of an underground gas line on the campus of Flint River Technical College for construction of a truck driving range, amount of the cost of said relocation not to exceed $40,000.00.
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the proposed revisions to State Board Policy No. 01-01-05, State Board Appeals. (Attachment A)
Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase the IBM computer and Banner2000 baseline and modules at a cost not to exceed $155,000.00.
Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved to authorize the Commissioner to pay Blackboard licensing fees not to exceed $180,000.00.
ECONOMIC DEVELOPMENT AND COMMUNICATIONS COMMITTEE
Update
Approval of Local Board Appointments/Re-appointments
The effective date for the above appointment/re-appointment will be July 1, 1999 and the expiration date will be June 30, 2002.

Equipment Purchases and Contracts
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for Griffin Technical College Haworth Lab Center Workstations, Haworth task chairs and Gateway computers for the Business & Office Technology program and Trendway Panel Systems/Modular Workstations to furnish the new Administrative Services/Business Office complex at a total cost not to exceed $254,750.00.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for Lanier Technical Institute 40 Tangent Mediagem Series Computers for the Business & Office Technology and Accounting Labs and CISCO Networking Academy CCNP Lab equipment for the Computer Information Systems program at a total cost not to exceed $86,556.00.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for North Metro Technical College a Suspension and Alignment Diagnostic System for the Automotive Department of Instructional Services at a total cost not to exceed $81,250.00.
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Savannah Technical College computer equipment for the CISCO lab at the Main and Liberty County campus, CIS for the Effingham and Liberty County campus and the Economic Development classroom; and classroom furniture for the Marketing, Accounting, Development Studies, Related Studies, CIS and BOT programs at a total cost not to exceed $175,520.00.
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Southeastern Technical Institute instructional and networking equipment for the Electronics, Electrical Construction and Heating/Air-Conditioning programs at a total cost not to exceed $96,067.00.
Upon a motion by Mr. Pezold, second by Mr. Rhodes, the Board approved to authorize the Commissioner to purchase for Valdosta Technical College 25 Optiplex Desktop Computers for the Accounting Computer Lab at a total cost not to exceed $56,450.00.

1. Approval of Diplomas and Degrees
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved Atlanta Technical College to offer a degree program in Dental Hygiene effective Fall Quarter 2002. Any required funding and staff requests must be submitted through the budget approval process.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved Augusta Technical College to offer diploma programs in Medical Assisting and Practical Nursing at its Burke County campus effective Winter Quarter 2001.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved Central Georgia Technical College to offer a diploma program in Automotive Technology at its Macon campus and a degree and diploma program in Cisco Networking at its Macon and Milledgeville campuses effective Winter Quarter 2001.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved East Central Technical Institute to offer a diploma program in Fire Science Technology at its Coffee County campus effective Winter Quarter 2001.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved North Metro Technical College to offer degree programs in Computer Information Systems and Secretarial Science effective Winter Quarter 2001.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved Ogeechee Technical College to offer a degree program in Funeral Services effective Spring Quarter 2001. Any required funding and staff requests must be submitted through the budget approval process.
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved South Georgia Technical College to offer diploma programs in Automotive Technology and Culinary Arts at its Sumter County YDC effective Fall Quarter 2000.

Call to Order
Pursuant to the date, time and place stated above, Chairman B. Harris called the meeting to order at 10:00 a.m. Mr. Bob Stinchcomb, Chairman of the Local Board gave the invocation. Mr. B .Harris welcomed everyone and thanked President Jon Johnson for the reception and dinner and hospitality he and his staff shared with everyone the evening before.
Upon a motion by Mr. C. Harris, second by Mr. Reynolds, the Board approved the minutes of the October 5, 2000 meeting.
COMMITTEE REPORTS
BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE
Mr. Reynolds reported regarding an article from the Atlanta Journal Constitution dated October 28, 2000 on the Technical Colleges, HOPE Scholarship and the growth along with the name changes.
OPERATIONS AND MANAGEMENT COMMITTEE
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved that the persons listed below be appointed /re-appointed to the local board of directors of the technical college/institute.
A. Atlanta Technical College, re-appointment

Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved the names listed below be placed on the Board table until the December meeting for consideration of approval of appointment/re-appointment to the local board of directors of the technical college/institute.
A. North Metro Technical College, appointment
Tim Chason, Bartow County
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College 27 Pentium III computers and 2 multi-processor Network services to equip a Networking Lab at the Covington/Newton campus and contract security services for all campus and center locations at a total cost not to exceed $270,175.00.
Upon a motion by Mr. Pezold, second by Mr. Tallent, the Board approved to rename Appalachian Technical Institute to Appalachian Technical College and Lanier Technical Institute to Lanier Technical College.
STANDARDS AND PROGRAMS COMMITTEE
Upon a motion by Mr. Pezold, second by Mr. Reynolds, the Board approved Altamaha Technical College to offer a degree program in Secretarial Science at its Baxley campus effective Winter Quarter 2001.
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved the college and institute requests listed below to offer technical certificates of credit effective the quarter specified for each request.
Athens Technical College - effective Fall Quarter 2000
CHAIRMAN'S REPORT
Called upon President Jon Johnson for a few remarks regarding South Georgia Technical College, its history and growth. The next State Board meeting will be December 7, 2000 at Sandersville Regional Institute in Sandersville. Details will follow.
COMMISSIONER'S REPORT
Stated enrollment in the Technical Institutes/Colleges is up 16%. Gave out DTAE Strategic Plan for FY 2001-2004. Gave out a copy of the Board Retreat Report held at Brasstown Valley Resort, June 1, 2000.
EXECUTIVE COMMITTEE REPORT
No report.
