Call to Order
Pursuant to date, time and place stated above the Chairman Harris called the meeting to order at 9:05 a.m.

Approval of Minutes
Upon a motion by Mr. Rather, second by Ms. Douglas, the Board approved the minutes of the October 4, 2001 State Board meeting.


Guest Recognition
Chairman Harris called on Dr. Breeden to introduce guest speaker Gary McConnell, Director of GEMA (Georgia Emergency Management Authority). After his introduction, Mr. McConnell gave a presentation on Department of Technical and Adult Education's role in dealing with training, security, and what needs to be done for a national emergency.

ADULT LITERACY COMMITTEE

I. Approval of Advisory Committee
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved the name as listed as a member of the Service Delivery Area advisory committee.

III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the Calhoun-Gordon Council for a Literate Community as a Certified Literate Community.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Approval of Contracts
Upon a motion by Mr. Harrington, second by Mr. Lord, the Board approved a construction contract for the repairing, repaving and striping of the parking lots at

Augusta Technical College, main campus. The amount of the contract is not to exceed $420,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved a construction contract for the renovation of the Odum Center at South Georgia Technical College, Americus, Georgia. Renovations include new painting, flooring, wall covering and ceilings. The amount of the contract is not to exceed $190,000.00.

II. Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved Project No. DTAE-70, Multi-Purpose Building, Atlanta Technical College, dated March 19, 2001, prepared by R.L. Brown & Associates, Inc., Atlanta, Georgia, with an estimated construction cost of $6,110,000.00.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved Project No. DTAE-76 Computer Technology Building, Albany Technical College, dated October 22, 2001, prepared by the PRAD Group, Inc., Atlanta, Georgia, with an estimated construction cost of $6,454,500.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Project No. DTAE-93, Liberty County Campus, Savannah Technical College, dated September 21, 2001, prepared by Lott + Barber Architects, Savannah, Georgia, with an estimated construction cost of $6,500,000.00.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Allgood reported that to date there are 198 Quick Start Projects; 6 active prospects, representing 1,282 jobs; 8 announcements; 205 new jobs, 2,599 retained jobs. DTAE Web Site receives about 1,100 visitors each day on weekdays; 600 each day on weekends. This is an increase of over 45% compared to last year.


OPERATIONS AND MANAGEMENT COMMITTEE

I. Local Board Appointments/Re-appointments
Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved for the technical colleges listed below, that the persons listed be appointed to the local board of directors of the technical college.

A. North Metro Technical College, appointment
Charles Fluellen, Cartersville County

B. Valdosta Technical College, appointment
Robert L. Jefferson, Lowndes County

II. Placement of Local Board Appointments/Re-appointments on Board Table
Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved for the technical colleges listed below, that the names listed be placed on the Board table until the December meeting for consideration of approval of appointment to the local board of directors of the technical college.

A. Augusta Technical College, appointment
Edward J. Tarver, Richmond County

B. Columbus Technical College, appointment
Larry R. Jones, Muscogee County

III. Equipment Purchases and Contracts
Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to replace the current 48-month copier contract at Atlanta Technical College. The amount of the contract is not to exceed $82,582.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College sixty-five Dell Pentium III computers at a total cost not to exceed $93,730.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner subject to OPB approval, to purchase for Georgia Aviation Technical College, three Piper Warrior III aircraft and a Level 5 Cessna Citation Flight Training Device of the Flight Technology Program at a total cost not to exceed $1,657,547.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College equipment to convert the computer labs from Token Ring to Ethernet technology at a total cost not to exceed $55,000.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for North Metro Technical College a campus-wide communication/public address system at a total cost not to exceed $38,000.00.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Sandersville Technical College two 1998 Freightliner Tractors for the Commercial Truck Driving program at a total cost not to exceed $72,000.00.

IV. Other
Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved to authorize the Commissioner to revise the current mission statement for Columbus Technical College.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved that the Commissioner be authorized to revise the current mission statement for Middle Georgia Technical College.

EXECUTIVE COMMITTEE
Dan Rather reported several members of the Board had met with Bob Silverman for a luncheon and presented him with a resolution thanking him for his services as a former Board member.

Chairman Harris entertained a motion for a recess for an executive session. Dan Rather so moved and Mr. Lord second.

The Board reconvened and upon a motion by Mr. Bowen, second by Mr. Rather, the Board approved to authorize a salary increase to Commissioner Ken Breeden for "Exceeds Expectations".


CHAIRMAN'S REPORT
Thanks to all for the work that was put forth into the Conference and President Rathburn of Savannah Technical College for his contributions toward hosting the event.

Chairman Harris announced he and Ann will host a dinner for the Board members and DTAE Executive staff at the Capital City Club on December 5. You will be receiving your invitation soon.


COMMISSIONER'S REPORT
Commissioner Breeden thanked President Rathburn and the people of Savannah for their wonderful hospitality in making this conference a great success. He thanked Ms. Goodman for her role and appreciated her as a Board member.

The next meeting will be Thursday, December 6 at 1:00 p.m. in Atlanta.
