CALL TO ORDER

Pursuant to date, place, and time stated above, Chairman Copeland called the meeting to order.

APPROVAL OF MINUTES

Upon a motion by Mr. Bowen, second by Mr. Chapman, the Board approved the minutes of the October 6, 2005 State Board Meeting.


CHAIRMAN'S
REPORT

Chairman Copeland recognized Dr. Harlon Crimm, President of Chattahoochee Technical College, for 35 years of service.

Chairman Copeland recognized Mr. Jim Lientz, COO for the Governor, as a visitor.

Chairman Copeland asked Mike Light, Director of Communications, to present the demo video produced by West Georgia Technical College. The video targets students in grades 9, 10, 11 and 12, parents, teachers and counselors. Once complete, GPTV will air a total of six shows beginning February, 2006. The video can be tailored for each technical college and highlight specific program offerings.


COMMISSIONER’S REPORT

Commissioner Vollmer reported on the following:

1. Presidential Search update:

a. East Central Tech - three final candidates by the end of November.

b. West Central - submitted three final candidates, and Central Office process on WCTC will begin in a few weeks.

c. Sandersville Tech – the Board will hear a recommendation for approval later in this meeting.

2. Quick Start was rated number one in Expansion Management Magazine in Work Force Training.

3. Our budget hearing is scheduled with the Governor on December 5; an update will be forwarded to you after the meeting.

4. Voice Over Internet Protocol: Two options are currently under consideration. Both options could save the agency a substantial amount of money and we would be the first state agency to go completely to voice over internet.

5. Leadership Academy: Under President Daryl Gilley’s direction, the Leadership Academy started about a year ago. The first class will consist of about 38 participants. Beth Neal will coordinate the upcoming year-long process.

6. Taste of Technical Colleges: Scheduled Thursday, January 26, from 5-7 p.m. at the Georgia Railroad Freight Depot and will feature our technical colleges’ culinary arts programs as well as some other programs.

7. West Georgia Tech’s Annual Winter Golf Tour Tournament will be held at Jekyll Island, January 14 and 15, 2006. If you wish further information, please contact President Daryl Gilley at West Georgia Tech.

8. Jennifer Hackemeyer has accepted the General Counsel position with DOE.

9. The Board’s Strategic Initiatives tentative schedule was shared. (Attachment A)


EXECUTIVE COMMITTEE

Chairman Copeland discussed the 2006 State Board meeting schedule and extended format. The State Board committee meetings will begin on Tuesday, January 10 at 1:00 to 3:00 p.m. There will be a State Boards Liaison Committee Reception that evening followed by a State Board dinner. On Wednesday, January 11, the Executive Committee will meet at 8:30 a.m. and the State Board Meeting at 9:30 to 11:00 a.m.

The February 2 State Board meeting will be an extended day format, beginning with Executive Committee at 8:30 to 10:00 a.m. Committee meetings will begin 10 – 12:00 noon. Working lunch will be at 12:00 noon to 1:00 p.m. Committee meetings continue at 1:00 to 2:30 p.m. and State Board will meet from 2:30 to 4:00 p.m.

This extended day format will be tried in lieu of holding a two-day meeting schedule.

Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved that the State Board of Technical and Adult Education honor Mr. Gerald Moody’s accomplishments as the state Rick Perkins Award winner through a resolution commending his efforts on behalf of technical education. Mr. Moody was present to receive his resolution.

IV. Resolution – GOAL Award Winner
Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved that the State Board of Technical and Adult Education honor Ms. Kimberly Wilson’s accomplishments as the state GOAL winner through a resolution commending her efforts on behalf of technical education. Ms. Wilson was present to receive her resolution.

V. Approval of Diplomas and Degrees

ADULT LITERACY

I. Certified Literate Community Program:
Upon a motion by Mr. Bowen, second by Mr. Johnson, the Board approved to adopt a resolution recognizing the Nancy Hart Literacy Council as a Certified Literate Community.


AUDIT AND COMPLIANCE

I. State Board Policy II. A. 2. f. Audits
Upon a motion by Mr. Smith, second by Ms. Reed, the Board approved that the proposed revisions to State Board Policy II. A. 2. f. Audits, be placed on the Board table for consideration for approval at the next regularly scheduled meeting of the Board.

II. A. 2. f. Audits

The State of Georgia Department of Audits and Accounts Auditor shall perform an audit or review of audit the Department and each Technical College annually. DTAE’s Office of Administrative Services shall investigate and provide assistance to any Technical College that receives one or more “findings” as a result of the annual audit or review.

Upon a motion by Mr. Smith, second by Ms. Reed, the Board approved that the proposed revisions to State Board Policy V. K. Student Tuition and Fees, be placed on the Board table for consideration for approval at the next regularly scheduled meeting of the Board.

BUSINESS OPERATIONS, TECHNOLOGY AND ADMINISTRATION

Equipment Purchases and Contracts
Upon a motion by Ms. Douglas, second by Mr. Rieck and Mr. Keen, the Board approved that the Commissioner be authorized to purchase for the technical colleges listed below the designated items or requested contracts at a cost not to exceed the amount stated by each technical college.

1) Georgia Aviation Technical College an Air traffic control tower, $795,715.00, and radar simulator systems, $700,000.00, instructional equipment for the new Air Traffic Management associate degree program; total $1,500,000.00. (This is an amendment to the previous request which was approved in June, 2005.)

2) Middle Georgia Technical College, Aircraft maintenance nine avionics trainers at a cost of $10,370 each to assist in training AMT students; total cost is $93,330.00.

Upon a motion by Ms. Douglas, second by Ms. Lyons, the Board approved that the Commissioner be authorized to enter into a contract from the Office of Adult Literacy with Pam L. Shapiro as follows:

1) Office of Adult Literacy, contract with Pam L. Shapiro to provide DTAE with research, analysis and reporting related to the Adult Literacy Program for a four-month time period at a cost not to exceed $30,000.00.


COMMUNITY AND PUBLIC AFFAIRS

No motions and Mr. Rieck gave an update on Quick Start.

He reminded everyone that Laura Gammage needed everyone’s input on their legislative and governmental contacts to use during the session. She will be emailing those of you who haven’t provided updated information.


FACILITIES AND REAL ESTATE

Approval of Contracts
1) Upon a motion by Ms. Flanders, second by Ms. Purcell and Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Williams Scotsman, Inc., Dacula, Georgia, for the purchase and installation of two Modular Classrooms for Middle Georgia Technical College. The amount of the contract is $274,363.00.

Purchase of Property
1) Upon a motion by Ms. Flanders, second by Mss. Purcell, Lyons, and Reed, the Board approved the purchase of 2.3052 acres adjacent to the campus of Griffin Technical College from Forest Park Development Group, Inc., at a purchase price of $165,000.00, for use of Griffin Technical College, subject to approval of the State Properties Commission.

Condemnation of Property
Ms. Flanders reported that the Committee recommended tabling the following two motions regarding Georgia Aviation Technical College and the Condemnation of land referred to in attached Exhibit “A” & “B” (see below) until the next meeting for further discussion and more documented information.

1) MOTION is made for the Board of the Department of Technical and Adult Education to approve the condemnation of 0.91 acres of land located adjacent to the campus of Georgia Aviation Technical College and fronting Ga. S.R. 46, more particularly described in the legal description of said property attached hereto as EXHIBIT “A”, owned by Helen M. Woodard and the Estate of R.V. Woodard, for use of Georgia Aviation Technical College, subject to approval of the State Properties Commission.

2) MOTION is made for the Board of the Department of Technical and Adult Education to approve the condemnation of 1.26 acres of land located adjacent to the campus of Georgia Aviation Technical College as more particularly described in the legal description of said land attached hereto as EXHIBIT “B”, owned by Joe and Elphy Lanier and the Heirs of Mamie Lee Woodard, Deceased, for use of Georgia Aviation Technical College, subject to approval of the State Properties Commission.

Approval of Construction Documents
1) Upon a motion by Ms. Flanders, second by Ms. Purcell and Ms. Lyons, the Board approved the final plans and specifications for Project No. DTAE-139, New Classroom Building, Heart of Georgia Technical College, prepared by McLees Boggs Selby Architects, Macon, Georgia, dated October 7, 2005. Estimated cost of construction $12,211,000.00.

2) Upon a motion by Ms. Flanders, second by Ms. Purcell, the Board approved the final plans and specifications for Project No. DTAE-142, Effingham County Campus, Savannah Technical College, prepared by Bazemore Mastrianni Wilson, Architects, Savannah, Georgia, dated August 12, 2005, revised October 7, 2005. Estimated cost of construction $3,400,000.00.

EDUCATION LIAISON COMMITTEE

Ms. Lyons gave an update on the Education Liaison Committee meeting and reviewed the minutes of the last meeting. The next meeting will take place January 30, 2006.


ANY FURTHER BUSINESS

Upon a motion by Mr. Bowen, second by several members of the Board, the Board recessed at 9:14 a.m. for an Executive Session to discuss a personnel issue.

The Board reconvened at 9:25 a.m.

Upon a motion by Mr. Keen, second by Mr. Smith, the Board approved Mr. Lloyd Horadan as the President of Sandersville Technical College, effective December 1, 2005.

There being no further business, the meeting adjourned at 9:36 a.m.

AFFIDAVIT SUPPORTING CLOSING OF PUBLIC MEETING

The Georgia Open Meetings Act, O.C.G.A. § 50-14-1 et seq., requires that all meetings of an entity covered by the statute must be open to the public unless there is some specific statutory exception that permits the closing of the meeting. If such a meeting is to be closed, the law requires that the presiding person execute a sworn affidavit stating that the subject matter of the meeting or the closed portion thereof was devoted to matters within the statutory exceptions and identifying those specific exceptions relied upon. O.C.G.A. § 50-14-4(b). A copy of this affidavit must be filed with the minutes of the meeting in question.

Comes now Ben I. Copeland, Sr., the presiding officer identified below, and, before an official duly authorized to administered oaths, makes this affidavit in satisfaction of the statutory requirements outlined above.

I am the presiding officer of the State Board of Technical and Adult Education.

I am over the age of 18 and in all aspects competent to make this sworn statement. I acknowledge that I am giving this statement under oath and penalty of perjury and that I have read the contents of this affidavit prior to signing it.

On November 10, 2005, this Board, which is subject to the Open Meetings Act, met.
