Call to Order
Pursuant to the date, time and place stated above, Chairman B. Harris called the meeting to order. Mr. Jack Pezold opened the meeting with the invocation. With a quorum determined, Mr. B. Harris welcomed everyone and thanked President Scott for the reception, dinner and hospitality he and his staff had shared with everyone.

Approval of Minutes
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the minutes of the September 7, 2000 meeting.

Chairman B. Harris acknowledged President Paul Scott and the local Board Members from Altamaha Tech: Clifford Davis; Wayne Fountain; Jimmy Parker; and W. M. Whittington.

ADULT LITERACY COMMITTEE

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved to allow the names listed below to sit on the table until the next regularly scheduled meeting [November 2, 2000] for review for approval as members of the Service Delivery Area literacy advisory committee.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Authorized Construction Contracts
Upon a motion by Mr. C. Harris, second by Mr. Tarbutton, the Board approved a construction contract with Holliday Construction Company, Inc. for Site Development and Grading of the Truck Driving Range at Flint River Technical Institute. The amount of the contract is $246,750.00.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the execution of a contract with Hall County Board of Commissioners covering the construction of one parking lot and the resurfacing of three other parking lots on the campus of Lanier Technical Institute. The amount of the contract is not to exceed 470,000.00.

Authorized Lease Approval
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the lease/purchase of a 4 classroom temporary modular unit at Okefenokee Technical Institute. The amount of the lease/purchase is not to exceed $95,000.00.

Authorize Adoption of Resolution
Upon a motion by Mr. C. Harris, second by Mr. Lord, the Board approved to adopt a resolution regarding the acquisition of 6.2 acres of land located in the Bulloch County Industrial Park owned by the Bulloch County Industrial Development Authority for use by Ogeechee Technical College in the construction of a Truck Driving Range.

Authorize Contract Extension
Upon a motion by Mr. C. Harris, second by Mr. Lord, the Board approved to authorize the Commissioner to extend the contract with Drazdowski Inc. for implementation support for Banner accounts receivable and financial aid modules at a cost not to exceed $95,000.00.

Authorize Module Purchase
Upon a motion by Mr. C. Harris, second by Mr. Lord, the Board approved that the Commissioner be authorized to purchase the Banner 2000 module and professional services at a cost not to exceed $810,000.

State Board Appeals
Upon a motion by Mr. C. Harris, second by Mr. Pezold and Mr. Lord, the Board approved to accept the proposed revisions to State Board Policy No. 01-01-05, State Board Appeals to lie on the table until the next regularly scheduled Board Meeting on November 2, 2000. (Attachement A)


ECONOMIC DEVELOPMENT AND COMMUNICATIONS COMMITTEE

Update
Upon a motion by Mr. Tarbutton, second by Mr. C. Harris, the Board approved that the Commissioner be authorized to enter into contracts to produce and publish an official agency document - the 2000 Annual Report - in an amount not to exceed $30,000.00


OPERATIONS AND MANAGEMENT COMMITTEE

Approval of Local Board Appointments/Re-appointments
Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved for the technical college and the person listed be re-appointed to the local board of directors of the technical college. The effective date of re-appointment is October 5, 2000 and the expiration date will be June 30, 2003.

A. Columbus Technical College, re-appointment

Placement of Local Board Appointments/Re-Appointments on Board Table
Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved for the technical colleges and institutes listed and the names listed be placed on the Board table until the November meeting for consideration of approval of appointment/re-appointment to the local board of directors of the technical colleges and institutes.

The effective date of the appointment/re-appointment will be July 1, 1999 and the expiration date will be June 30, 2002.

Equipment Purchases and Contracts

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the Commissioner by authorized to purchase for Atlanta Technical College twenty workstations for the Electronics program and classroom presentation equipment at a total cost not to exceed $193,515.00.

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the Commissioner be authorized to purchase for DeKalb Technical College continuing custodial services for the Covington/Newton Campus, twenty-five desktop PC's and two servers to equip the CISCO lab at the Clarkston campus, and projectors, screens and related equipment to support the CIS labs for the Economic Development Center at a total cost not to exceed $98,910.00.

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the Commissioner be authorized to purchase for Moultrie Technical College twenty-four computers for the Computer Information Systems lab and twenty computers for the Business and Office Technology lab at a total cost not to exceed $71,230.00.

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the Commissioner be authorized to purchase for North Georgia Technical Institute twenty-six PC's for the Developmental Studies lab, update the GSAMS system, and a used truck for the Commercial Truck Driving program at a total cost not to exceed $101,300.00

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the Commissioner be authorized to purchase for the Okefenokee Technical Institute software for the Developmental Studies lab at a total cost not to exceed $34,300.00.

School Name Changes
Upon a motion by Mr. Pezold, second by Mr. C. Harris and Mr. Lord, the Board approved to rename North Georgia Technical Institute, South Georgia Technical Institute, Swainsboro Technical Institute, and Valdosta Technical Institute to North Georgia Technical College, South Georgia Technical College, Swainsboro Technical College and Valdosta Technical College.



STANDARDS AND PROGRAMS COMMITTEE

Programs

1. Approval of Diplomas and Degrees
Upon a motion by Mr. Pezold, second by Mr. C. Harris and Mr. Lord, the Board approved Altamaha Technical College to offer a degree program in Computer Information Systems - Networking Specialist effective Fall Quarter 2000.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Central Georgia Technical College be approved to offer degree programs in Drafting and Electronics Technology at its Macon Campus, diploma programs in Welding and Joining Technology, Machine Tool technology, and Electrical Construction and Maintenance and degree and diploma programs in Criminal Justice Technology and Early Childhood Care and Education at its Milledgeville campus, and a degree program in Secretarial Science at its Macon and Milledgeville campuses all effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Lord and Mr. C. Harris, the Board approved that Coosa Valley Technical College be approved to offer a degree program in Vascular Technology effective Spring Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Lord, the Board approved that DeKalb Technical College be approved to offer a degree program in Secretarial Science at its Covington campus effective Fall Quarter 2000.

2. Approval of Technical Certificates of Credit
Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved that the college and institute requests listed below to offer technical certificates of credit be approved effective the quarter specified.

COMMISSIONER'S REPORT
Dr. Breeden thanked Dr. Scott and his staff from Altamaha for the hospitality.

As discussed in the September Executive Committee meeting, the Commissioner recommended the appointment of Dr. Carlisle Baxter Rathburn, III, Ph.D. be approved as the President of Savannah Technical College. Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved Dr. Breeden's recommendation of Dr. Rathburn's appointment as President of Savannah Technical College effective January 1, 2001

The Commissioner stated he was looking forward to the unveiling of the name change later at Altamaha, Jesup and Altamaha, Baxley and called on Dr. Scott for a few remarks.
