III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing the Walker County Alliance for Literacy as a Participant in the Certified Literate Community Program.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing McDuffie County Partners for Success as a Participant in the Certified Literate Community Program.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved Keysville Visions of Literacy as a Certified Literate Community.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Grant of Non-Exclusive Easement
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the granting of a non-exclusive easement to the City of Cuthbert, Georgia, covering a plot of land measuring 265.48’ x 30’ x 264.34’ x 5.34’ (0.107 ac.) across the Randolph County campus of Albany Technical College for the installation and maintenance of a sanitary sewer line, which line will serve the Randolph County campus of Albany Technical College, subject to approval of the State Properties Commission.

II. Resolution for Acquisition of Land
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt the attached resolution regarding the acquisition of 1.986 acres of land located on Airport Road adjacent to the campus of Georgia Aviation and Technical College, from the Heart of Georgia Regional Airport Authority, without cost, for use of Georgia Aviation and Technical College, subject to the approval of the State Properties Commission.

RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION WITH RESPECT    TO THE ACQUISITION OF 1.986 ACRES OF LAND IN DODGE COUNTY,  GEORGIA, FOR USE OF GEORGIA AVIATION AND TECHNICAL COLLEGE

WHEREAS:   The State Board of Technical and Adult Education is the legally constituted body charged with the responsibility of developing and operating a statewide system of postsecondary technical colleges; and

WHEREAS:   Section 20-4-14(4)(2) Georgia Code Annotated, empowersthe State Board of Technical and Adult Education to receive and hold title to property, equipment, moneyand materials; and

WHEREAS:   The Heart of Georgia Regional Airport Authority hasagreed to donate 1.986 acres of land located on Airport Road, Dodge County, Georgia to the State of Georgia, without cost, for use by the Department of Technical and Adult Education with the Georgia Aviation and Technical College; and

WHEREAS:   The Board of Technical and Adult Education desires to acquire said land for use as a part of the campus of Georgia Aviation and Technical College;

BE IT RESOLVED THAT:

1.  The State Board of Technical and Adult Education does hereby approve the acquisition of 1.986 acres of land on Airport Road, Dodge County, Georgia, from the  Heart of Georgia Regional Airport Authority for use as a part of the campus of Georgia Aviation and Technical College.

2.  The staff shall prepare appropriate requests to the State Properties Commission seeking its approval of, and assistance with, the acquisition of said land in accordance with applicable laws, policies, and procedures.

III.   Purchase of Land
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the purchase of 24.76 acres of land located adjacent to the Toccoa, Stephens County Campus of North Georgia Technical College fronting Arrowhead Drive in the Hayestone-Brady Industrial Park, Stephens County, Georgia, from the Stephens County Development Authority at a purchase price of $247,600.00, for use of North Georgia Technical College’s Toccoa, Stephens County campus.

IV.   Approval to Amend Lease
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to amend a lease with the Rome-Floyd County Development Authority to provide for the Renovation of the Business Expansion Center for Coosa Valley Technical College. The amount of the lease amendment is $194,724.00.

V.     Approval of Contract
Upon a motion by Mr. Harrington, second by Mr. Rather, the Board approved a contract for the Replacement of Carpeting in the Media/Resource Center at Chattahoochee Technical College.  The amount of the contract is not to exceed $39,000.00.

Upon a motion by Mr. Harrington, second by Dr. Noble, the Board approved the purchase of a Greenhouse for the Environmental Horticulture program at Griffin Technical College.  The amount of the contract is not to exceed $80,000.00.

Upon a motion by Mr. Harrington, second by Mr. Rather and Dr. Noble, the Board approved Pieper O’Brien Herr, Architects to provide architectural services for the Georgia Aviation Technology Center, Eastman, Georgia.  The amount of the contract for Predesign services is $28,225.00.  The total project cost is estimated to be $10,000,000.00.

VI.   Approval of Final Plans
Upon a motion by Mr. Harrington, second by Dr. Noble, the Board approved the final plans and specifications for Project No. DTAE-119, Randolph County Campus, Albany Technical College, dated November 15, 2001, revised February 15, 2002, prepared by IPG Inc, Valdosta, Georgia.  Estimated cost of construction is $875,000.00.

ECONOMIC DEVELOPMENT COMMITTEE

Mr. Jimmy Allgood gave an update from the Economic Development and Quick Start Program.

FY02 Quick Start Results:
315 projects for a 6.4% increase
54.9% of the projects were located in rural Georgia
72.4% took place outside the metro Atlanta area
41,801 trainees served for a 6.7% increase
FY02 Customized Training:
1,410 companies served
68,932 trainees served
Over 1 million hours of training delivered

Equipment Purchases and Contracts
Upon a motion by Dr. Noble, second by Mr. Harrington, the Board authorized the Commissioner to purchase for Albany Technical College 13 LCD Projectors for classroom instruction, 28 Dell Computer Workstations for English programs, replacement of GSAMS equipment for main and Early County campus, and renewal of campus security services at a total cost not to exceed $391,700.00.

Upon a motion by Dr. Noble, second by Mr. Jones, the Board approved to authorize the Commissioner to purchase for Appalachian Technical College Phase I Network Infrastructure Upgrade and Textbook Stations at a total cost not to exceed $94,100.00.

Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Chattahoochee Technical College a walk-in refrigerator with freezer for Culinary Arts program and 34 computers for a computer lab at a total cost not to exceed $117,527.52.

Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Columbus Technical College a Xerox Docutech copier, maintenance and supplies at a total cost not to exceed $72,144.00.

Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College the Employability and Work Maturity Software for STW project at a total cost not to exceed $34,650.00.

Upon a motion by Dr. Noble, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for North Metro Technical College a copier maintenance contract for FY03 at a total cost not to exceed $26,704.00.

Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for South Georgia Technical College a Dimension 3D Printer with machine stand and Model Finishing Kit (ABS), for the Machine Tool Technology Program at a total cost not to exceed $33,000.00.

Upon a motion by Dr. Noble, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for Valdosta Technical College a Xerox copier and maintenance contract and a campus security contract at a total cost not to exceed $99,847.00.

Upon a motion by Dr. Noble, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for West Central Technical College one Van Trailer and Flat Bed Trailer for the Commercial Truck Driving program, 190 IBM computers, conference center equipment for Douglas campus, and conference center equipment for Murphy campus at a total cost not to exceed $392,023.00.

Other
Upon a motion by Dr. Noble, second by Mr. Bowen, the Board approved to authorize the Commissioner to enter into a contractual agreement with JRL Education Systems to provide three selected technical colleges (August Technical College, Chattahoochee Technical College, and Savannah Technical College) with software, computer desks, servers, installation, training, maintenance, and support services over a three year period, renewable each year, starting October 1, 2002.  At a total cost not to exceed $287,461.20.

Upon a motion by Dr. Noble, second by Mr. Jones, the Board approved to authorize the Commissioner to revise the current mission statement for North Metro Technical College. 

North Metro Technical College is a public two-year
condary institution that provides accessible and
high quality educational opportunities that prepare
individuals for successful employment through state-of-
the-art technical education and training.  The college
offers both traditional and web-based educational options
that include individual courses, certificates, diplomas
and associate degrees, as well as, adult literacy,
nomic development, and personal enrichment programs.
The educational programs of the college focus on the
development of technical competence, critical thinking
skills, and social and personal skills.  North Metro
Technical College will continually evolve its programs
and services as a result of ongoing communication with the
college’s constituents in order to provide the educational
opportunities determined to be of value to the communities
it serves.

1. Approval of Curriculum Standards Revisions
Upon a motion by Ms. Goodman, second by Mr. Rather, the Board approved proposed revisions to the Diesel Equipment Technology Program Standards as recommended by the Presidents Council.  Colleges may implement the revisions immediately and must implement them by Fall Quarter 2003.

Upon a motion by Ms. Goodman, second by Mr. Harrington, the Board  approved the proposed revisions to the Veterinary Technology Program Standards as recommended by the Presidents Council.  Colleges may implement the revisions immediately and must implement them by Fall Quarter 2003

COMMISSIONER’S REPORT
Reminded the members of the Board of the meeting next month, October 9-11, 2002, will be n Savannah at the Westin Savannah Harbor Hotel.  It is the Leadership Conference 2002, in conjunction with Technical College Directors’ Association, Technical College Foundation Association and the Presidents’ Council.  Board meeting will be on Thursday, October 10, 2002 at 9:00 a.m.  Committee meetings will be on Wednesday, October 9.  Details will follow.

Upon a motion by Mr. Rather, second by Mr. Bowen, the Board approved a recess for the Executive Committee to go into session.  (Affidavit attached)

EXECUTIVE COMMITTEE
Upon a motion by Mr. Bowen, second by Harrington, the Board approved Dr. Breeden’s recommendation that Dr. Bobby Arnold be named President of Griffin Technical College effective immediately.

Upon a motion by Mr. Rather, second by Mr. Bowen, the Board approved to authorize an increase in the Commissioner’s salary effective October 1, 2002, based on legislative guidelines rating of Exceeded Expectations.

Upon a motion by Mr. Bowen, second by Mr. Harrington, the Board approved the Budget Committee’s recommendation of the Fiscal Year 2004 Budget Request.
