CALL TO ORDER
Pursuant to the date and time stated above, Chairman Harris called the meeting to order. Upon a motion by Mr. Bowen, second by Mr. Reynolds, the Board approved the August 6, 2003 Board minutes.

Mr. Harris welcomed our new Board members, Mr.Chapman, Mr. Copeland, Mr. Johnson, Ms. Lyons, Mr. Rice, Mr. Rieck and Mr. Rakestraw, and acknowledged Jena Davis, from the House of Research.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Certified Literate Community Program
Upon a motion by Mr. Jones, second by Mr. Chapman, the Board approved to adopt and present a resolution recognizing the Winder-Barrow Coalition for Adult and Continuing Education as a Certified Literate Community.

Upon a motion by Mr. Jones, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing Randolph County READS (Reading Educates And Delivers Success) as a Participant in the Certified Literate Community Program.

Upon a motion by Mr. Jones, second by Mr. Bowen, the Board approved to adopt and present a resolution recognizing Ms. Kim Lee for the award GED Distinguished Service Award received for her outstanding contribution and hard work to GED.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Final Plans
Upon a motion by Mr. Tarbutton, second by Mr. Reynolds, the Board approved the final plans and specifications for Project No. DTAE-106 Visual Technology Center, Transportation Center, North Georgia Technical College, Clarksville, Georgia, dated April 28, 2003, prepared by MSTSD Inc., Atlanta, Georgia. Estimated cost of construction is $13,153,620.00.

FY05 Prioritized Program Budget Request

Upon a motion by Mr. Tarbutton, second by Mr. Bowen, the Board approved the departmental FY05 Prioritized Program Budget Request.

Action Item
Upon a motion by Mr. Tarbutton, second by Mr. Rhodes, the Board approved to accept the proposed amendments to the Board policies concerning Acceptable Computer Use and Inventory Management to lie on the table until the next regularly scheduled Board Meeting.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Tarbutton gave an update on the Economic Development activities stating that there are 9 active prospects for the month totaling 860 potential jobs and 6 announcements of new, expanding or existing industries for a total of 337 jobs.

The agency business ethics program which is currently being developed is progressing.

There were publications disseminated: the latest issues of “From the Commissioner” and the “Quick Start Newsletters” as well as the latest copy of “Results Magazine”.

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved for the technical colleges above, that the persons listed be appointed to the local board of directors of the technical college.


Placement of Local Board Appointment/Re-appointment on Board Table

A. Coosa Valley Technical College
Terri Lupo, Floyd County, appointment

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved for the technical college listed above, that the name listed is placed on the Board table until the October meeting for consideration of approval of appointment to the local board of directors of the technical college.


Equipment Purchases and Contracts

A. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Athens Technical College TranSim VS II Training Simulator at the Elbert campus for the Commercial Truck Driving program at a total cost not to exceed $86,000.00.

B. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College a comprehensive information system network infrastructure at the Clarkston and Covington campuses at a cost not to exceed $585,953.00.

C. Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Gwinnett Technical College kitchen equipment for its Culinary Arts and commercial kitchens at the George Busbee International Center for Workforce and economic Development at a total cost not to exceed $614,006.00.

D. Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Ogeechee Technical College landscaping services, computers, projection system equipment and CAD/GIS, Welding, Culinary Arts, Air Conditioning, Veterinary, Automotive, and CISCO program equipment at a total cost not to exceed $781,150.00.

E. Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Savannah Technical College leases for photocopy machines and services at the Liberty and Crossroads campuses and a contract for services and maintenance for the HVAC systems in all buildings located at the White Bluff and Crossroad campuses at a total cost not to exceed $92,000.00.

A. Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved to authorize the Commissioner to rename Columbus Technical College’s North Building to: Carl L. Patrick Sr. Hall.

B. Upon a motion by Mr. Allgood, second by Mr. Rhodes, the Board
approved to authorize the Commissioner to enter into a contractual
agreement with the University of Georgia, on behalf of the Board of
Regents of the University System of Georgia to conduct the projects under
the title: A collaborative Project of the Georgia Department of Technical
and Adult Education and the University of Georgia 2003-2004, at a total
cost not to exceed $198,595.00.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

Approval of Curriculum Standards Revisions
Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved that the proposed revisions to the Aviation Maintenance Technology, Avionics Maintenance Technology, Aircraft Structural Technology, Air Conditioning Technology, and Surgical Technology Programs Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2004.

Approval of Diplomas and Degrees
Upon a motion by Mr. Allgood, second by Mr. Rhodes, the Board approved that the college requests listed below to offer diploma and degree programs effective the quarter specified for each request. Any fiscal requirements to begin these programs must be approved through the standard budget approval process.

CHAIRMAN’S REPORT

The next State Board will meet in Atlanta at the DTAE office on Thursday, October 2, at 1:00 p.m. with the Committee meetings beginning at 9:15 a.m.

The November State Board meeting will meet October 30, 2003 at the Annual Technical College System Leadership Conference in Savannah. Details will follow.



COMMISSIONER’S REPORT

Welcomed all new Board members and suggested for the next several meetings, each new member visit the different Committees to see where his/her interest is in serving on a committee.

Announced the Board members have been invited to attend a breakfast meeting with the Board of Education on Wednesday, September 10, 2003 at 7:30 a.m. in the Twin Towers, West Wing.

Passed out a Tentative agenda for the meeting in Savannah with the Leadership Conference the week of October 29, 30, & 31 and encouraged the members to attend if possible.
