Powers of the Board

Provide for a comprehensive program of literacy, career, occupational, and technical education for adults and out-of-school youths

  • Promote economic well-being of Georgia citizens

  • Provide high quality training, retraining, or upgrade training

  • Easily accessible

  • Basic, general, and specialized literacy

  • Full partner in economic development and expansion of state's economic base

  • Significant asset in attracting new business and industry and expansion of existing business and industry


Establish and promulgate standards, rules, regulations, and policies:

  • For the operation of the Department and of postsecondary technical schools, programs, and institutions (including those operated by local and area boards of education)

  • For the provision of adult literacy education programs


Select and employ a Commissioner and fix his compensation, duties, and responsibilities


Establish an Adult Literacy Advisory Committee

  • Advise and assist the State Board in developing goals, objectives, policies, methods, and standards

  • Communicate and facilitate the adoption of the goals, objectives, policies, methods, and standards by the organizations and groups which the members represent


Establish local boards of directors for postsecondary technical colleges which the State Board operates to facilitate delivery of programs, services, and activities as directed by State Board

  • State Board shall establish number of members of each local board and terms

  • Members shall represent the area the technial college serves

  • Members shall represent business, industry, or economic development

  • State Board shall establish and approve all bylaws and actions of all local boards of directors

  • Local boards shall meet at least eight times per year


Establish service delivery areas for adult literacy education
 

Establish a local adult literacy advisory committee for each service delivery area

  • Identify and recommend goals, objectives, target groups, programs, curricula, and delivery methods

  • Develop and recommend associated short and long-range plans

  • Recommend a fiscal agent

  • Establish number of members and terms of office

  • Ensure that members represent their service delivery area and are local civic leaders and representatives of adult literacy providers, businesses, and industries

  • Establish and approve all bylaws and actions of local committees

  • Meet at least four times per year


Establish a plan for employees to make voluntary contributions to the Georgia Fund for Technical and Adult Education, Inc. through payroll deductions
