Roy Bowen of DeKalb County is President of the Georgia Textile Manufacturing Association, Inc. (GTMA), the statewide trade association that represents Georgia’s largest manufacturing employer -- the textile industry -- in legislative, regulatory and public relations matters. He is Executive Vice President of The Textile Education Foundation, Inc., which provides financial and scholarship assistance in support of the textile programs at Georgia Tech and Southern Polytechnic State University. He also serves as Secretary and Treasurer of the GTMA/AYSA Workers’ Compensation Self-Insurance Fund, a fund which provides workers’ compensation insurance to small and mid-sized textile companies.

Mr. Bowen has served on the Governor’s Employment and Training Council since 1988 and as its Chairman since September 1991, and on the Georgia Hazardous Waste Management Authority, the Georgia Chamber of Commerce and the Southeastern Environmental Resources Alliance. He served as Vice Chairman of the State Board of the Department of Technical and Adult Education and served on the board of the Georgia Council on Adult Literacy. Representing the Fourth Congressional District, Mr. Bowen currently chairs the Adult Literacy Committee and serves on the Executive Committee and Appeals Committee of the State Board of Technical and Adult Education.

Governor Miller appointed Mr. Bowen to serve on the Taskforce on Workforce Development. Mr. Bowen is a Trustee of the Southern Polytechnic State University Foundation and a member of Georgia Tech’s Economic Development Institute’s Advisory Council. He is also Chairman of the Georgia Coalition for Workers’ Compensation Reform and FACT, a coalition of schools, hospitals and businesses working to bring the benefit of competition to users of natural gas in Georgia. He served on the Georgia 21 Commission on Building a Quality Work Force, the Joint Legislative and Public Task Force on Revising Georgia’s Employment Security Law and the Joint Legislative Study Committee on Workers’ Compensation. Mr. Bowen was a member of the 1991 Class of Leadership Georgia. He is a member of the Georgia Society of Association Executives, the American Society of Association Executives and the Atlanta Rotary Club.

Prior to joining GTMA in 1984, Mr. Bowen was employed by Bethlehem Steel Corporation for 14 years. His responsibilities at Bethlehem included labor relations and state governmental affairs. He is a 1970 graduate of The University of California, Santa Barbara, with a Bachelor’s degree in Political Science. He and his wife, Dorthea, reside in Dunwoody with their son, Scott.
