The English Literacy Program is a program of instruction designed to help individuals of limited English proficiency achieve competence in the English language. English Literacy/Civics and Citizenship Education is designed to educate limited English proficient adults on the rights and responsibilties of citizenship, naturalization procedures, civic participation, and U.S. history and government. These programs are meant to encourage adult learners to become more active participants in their own communities. Further, they are set up to empower individuals to navigate government, education, the workplace, banking, healthcare and other American institutions.
