Call to Order
Pursuant to date, time and place stated above, Chairman B. Harris called the meeting to order at 1:05 P.M. Chairman Harris welcomed everyone and recognized Commissioner Michael Thurmond. Commissioner Thurmond was guest speaker with the Committee-of-the-Whole prior to the Board meeting.

Upon a motion by Mr. C. Harris, second by Mr. Lord, the Board approved the minutes for the March 1, 2001 Board meeting.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Acquisition of Real Property
Upon a motion by Mr. C. Harris, second by Mr. Rather, the Board approved to adopt the attached Resolution regarding the acquisition (gift) of approximately 0.60 of one acre of land located on Harris Industrial Boulevard, Vidalia, Toombs County, Georgia, from the Toombs County Development Authority subject to the approval of the State Properties Commission, for use of Southeastern Technical College as an access to its Truck Driving Range. (Attachment A)

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved the purchase of approximately 28 acres of land known as the Columbus Mills Property located at 4600 River Road, Columbus, Muscogee County, Georgia, from Beaulieu Group, LLC, at a purchase price of $2,000,000.00, subject to the approval of the State Properties Commission, for use of Columbus Technical College.

Upon a motion by Mr. C. Harris, second by Mr. Harrington, the Board approved to adopt the attached Resolution regarding the acquisition of 25 acres of land located on Ga. S. R. 17 Stephens County, Georgia, owned by the Stephens County Development Authority, for use as the site of the Toccoa-Stephens County Campus of North Georgia Technical College. (Attachment B)

Intergovernmental Agreement
Upon a motion by Mr. C. Harris, second by Mr. Tarbutton, the Board approved the execution of an agreement with the City of Louisville, Georgia, covering the extension of water and natural gas services to the Jefferson County Technical Education Center of Sandersville Technical College. The amount of the cost of the utilities extension is not to exceed $127,000.00.

Approval of Contracts
Upon a motion by Mr. C. Harris, second by Mr. Harrington, the Board approved a construction contract for Roof Repairs at North Metro Technical College. The amount of the contract is not to exceed $75,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for the Re-carpeting of Selected Classrooms at North Metro Technical College. The amount of the contract is not to exceed $40,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved a construction contract for Construction of a Greenhouse for the landscaping program at Okefenokee Technical College. The amount of the contract is not to exceed $60,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved a construction contract for Repairs to the Cooling Towers in Buildings 300 and 500 at Augusta Technical College. The amount of the contract is not to exceed $160,000.00

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved a construction contract for Enclosing the Covered Work Area of the Welding Lab at Augusta Technical College. The amount of the contract is not to exceed $75,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved a construction contract for Renovation of the Biology and Chemistry Labs at Athens Technical College. The amount of the contract is not to exceed $90,000.00. Renovations include replacement of four fume hoods, new exhaust ventilation system and replacement of the drain lines.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved a construction contract for Grading and Site Work at Jefferson County Technical Education Center of Sandersville Technical College. The amount of the contract is not to exceed $50,000.00.

Approval of Final Plans
Upon a motion by Mr. C. Harris, second by Mr. Rather, the Board approved the final plans and specifications for Project No. DTAE-85 Child Development Center, East Central Technical College, dated April 5, 2001 prepared by Ellis, Ricket and Associates, Architects. The estimated construction cost is $975,000.00.

Technology
Upon a motion by Mr. C. Harris, second by Mr. Reynolds, the Board approved to authorize the Commissioner to pay Kyrus Corporation for one H80 RS/6000 server not to exceed $46,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved to authorize the Commissioner to pay SCT for consulting services at a cost not to exceed $65,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board approved to authorize the Commissioner to pay for the Oracle training at a cost not to exceed $100,000.00.

Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved to authorize the Commissioner to pay for the AIX training at a cost not to exceed $200,000.00.

Tuition Increase
Upon a motion by Mr. C. Harris, second by Mr. Allgood, the Board approved to increase tuition to $25.00 per credit hour, up to a maximum of 12 credit hours, effective fall quarter, 2001.

Mr. Harris gave an update on the DTAE budget request and seems everything passed for Fiscal Year 2001 Supplemental Budget.


ECONOMIC DEVELOPMENT COMMITTEE

Economic Development Update
Upon a motion by Mr. Reynolds, second by Mr. Bowen, the Board approved to authorize the Commissioner to enter into contracts to publish Results Magazine (Summer, 2001) in an amount not to exceed $49,500.00.


OPERATIONS AND MANAGEMENT COMMITTEE

Placement of Local Board Appointments/Re-appointments on Board Table
Upon a motion by Mr. Allgood, second by Mr. C. Upon a motion by Mr. Allgood, second by Mr. C. Harris, the Board approved to authorize the Commissioner to purchase for Augusta Technical College instructional equipment for the Automotive Technology program at a total cost not to exceed $65,000.00.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Central Georgia Technical College computers for the expansion of computer labs for the Adult Literacy programs at a total cost not to exceed $98,046.00.

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Griffin Technical College replacement computers for the Business & Office Technology program, and a large and small surface grinder for the Machine Tool Technology program at a total cost not to exceed $141,386.00.

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Heart of Georgia Technical College two used tractor trailers for the CDL instructional program at a total cost not to exceed $60,000.00.

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved to authorize the Commissioner to purchase for Northwestern Technical College sixty-six computer workstations for the Information Technology programs and to execute a contract for custodial services at a total cost not to exceed $157,500.00.

Upon a motion by Mr. Allgood, second by Mr. Harrington, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College equipment necessary for implementing programs in Basic Auto Maintenance and Detailing, and Culinary Arts at a total cost not to exceed $200,000.00.

Upon a motion by Mr. Allgood, second by Mr. Jones, the Board approved to authorize the Commissioner to purchase for North Metro Technical College RS logic software, computer trainers, campus-wide communications systems and to upgrade computers/printers, data protection and the network infrastructure at a total cost not to exceed $261,320.00.

Upon a motion by Mr. Allgood, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Okefenokee Technical College sixty Tangent computers for various instructional programs, instructional equipment for the Industrial Maintenance program and one used tractor-trailer truck for the Truck Driving program at a total cost not to exceed $192,000.00.

Upon a motion by Mr. Allgood, second by Mr. C. Harris, the Board approved to authorize the Commissioner to purchase for Savannah Technical College thirty computers/monitors for the Allied Health Computer lab, equipment for the Dental Assisting lab, instructional equipment for the Drafting and Engineering Technology program, and furniture and equipment for the Early Childhood Care & Education, Faculty Offices/Classrooms labs and the Allied Health program at a total cost not to exceed $672,195,00.

Upon a motion by Mr. Allgood, second by Mr. Lord, the Board approved to authorize the Commissioner to purchase for South Georgia Technical College a ventilation system for the Welding lab at a total cost not to exceed $115,000.00.

Other
Upon a motion by Mr. Allgood, second by Mr. C. Harris, the Board approved DeKalb Technical College revise their current mission statement.

Upon a motion by Mr. Allgood, second by Mr. Harrington, the Board approved Georgia Aviation and Technical College to establish as a freestanding technical college within the DTAE system effective July 1, 2001.

Upon a motion by Mr. Allgood, second by Mr. C. Harris, the Board approved to authorize the Commissioner to purchase for the Georgia Fatherhood Program seventy site licenses from CareerScope, a computer software curriculum program for assessing job readiness and employability levels for the participants. The licenses will be in twenty-six technical colleges at a total cost not to exceed $94,172.00.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

Approval of Curriculum Standards Revisions
Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved the proposed revisions to the Barbering Program Standards. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved the proposed revisions to the Cabinetmaking Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved the proposed revisions to the Criminal Justice Technology Program Standards. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2001.

Approval of New Standards
Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved that the standard, Instructional Program - On-Line Program Delivery Mode as an addition to the DTAE General Program Standards.

PROGRAMS

Approval of Diplomas and Degrees
Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved Albany Technical College to offer degree programs in Drafting and Industrial Maintenance Technology effective Summer Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Rhodes, the Board approved Augusta Technical College to offer degree programs at all its campuses in Business, Health, and Technical Studies effective Summer Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved Columbus Technical College to offer diploma programs in Dental Assisting and Pharmacy Technology effective Fall Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. C. Harris, the Board approved DeKalb Technical College to offer a diploma and a degree program in Paralegal studies at its Covington campus effective Fall Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved Flint River College to offer a diploma program in Aircraft Structural Technology at its main campus effective Summer Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Rather, the Board approved Lanier Technical College to offer degree programs in Early Childhood Care and Education and Electronics Technology at its Oakwood campus and in Accounting and Industrial Maintenance Technology at its Oakwood and Forsyth County campuses effective Summer Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved Ogeechee Technical College to offer a degree program in Forensic Science and a diploma program in Diagnostic Medical Sonography effective Summer Quarter 2001 and degree programs in Automotive Technology and Forestry Technology and a diploma program in Agricultural Diesel Mechanics effective Spring Quarter 2003.

Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved South Georgia Technical College to offer a diploma and degree program in Marketing Management at its Americus campus effective Fall Quarter 2001.

Upon a motion by Mr. Lord, second by Mr. Bowen, the Board approved Valdosta Technical College to offer a degree program in Medical Laboratory Technology effective Summer Quarter 2001.

COMMISSIONER'S REPORT
Reported on the Service Delivery Regions Analysis conducted by the Carl Vinson Institute of University of Georgia. Thirty-three of the thirty-seven regions would remain the same: Albany, Altamaha, Appalachian, Atlanta, Augusta, Bainbridge College, Chattahoochee, Clayton State College and University, Coastal Georgia Community College, Coosa Valley, Dalton College, Griffin, Middle Georgia, North Metro, Northwestern, Ogeechee, Sandersville, Savannah, Southeastern, Southwest Georgia, Swainsboro, Valdosta, and West Central. Recommended changes in the other 14 regions are summarized on the attached analysis that was given each person present at the meeting.

Reminder that Manufacturing Appreciation Lunch will be Thursday, April 19, 2001 at the Georgia International Convention Center in College Park from 11:00 a.m. - 1:30 p.m. Board members were invited to attend. The sponsors for this are: Bell South, Georgia Power, Pattillo, KPMG and Randstad.

Upon a motion by Mr. C. Harris, second by Mr. Lord the Board approved to recess for an Executive Session. Affidavit supporting closing of Public Meeting is attached. (Attachment E).

The Board reconvened at 2:15 P.M


EXECUTIVE COMMITTEE REPORT
Upon Dr. Breeden's recommendation, Mr. C. Harris motioned, second by Mr. Rhodes, the Board approved the appointment of Mr. Steve Dougherty as President to North Georgia Metro Technical College.

The Commissioner thanked Ms. Connie Smith for serving as Interim President at North Metro Technical College until the new President was appointed. He called on President Dougherty for a few remarks.
