CALL TO ORDER
Pursuant to date, time and place stated above, Chairman Reynolds called the meeting to order at 1:10 p.m.

Chairman Reynolds thanked Alan Neely and Rodes Cole of Korn/Ferry International for their presentation during the Committee-of-the-Whole regarding the search procedure for hiring a new Commissioner for DTAE.

Chairman Reynolds called on Rhubarb Jones for a special recognition. Mr. Jones called on everyone to join and acknowledge Mr. Edgar Rhodes’ 88th birthday with a special “happy birthday” song.

Chairman Reynolds acknowledged Mike Gaymon, Chamber of Commerce Executive of Columbus and Bob Jones, President of Columbus Tech. At this time Mike Gaymon presented Dr. Breeden with a Resolution naming him Honorary Chamber Member of Columbus thanking him for his contributions, support and service to Columbus.


APPROVAL OF MINUTES
Upon a motion by Mr. Copeland, second by Mr. Tallent, the Board approved the State Board Minutes for March 11, 2004.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

General Educational Development Program
Upon a motion by Mr. Rakestraw, second by Mr. Jones, the Board approved to contract with Innovantage, a subsidiary of CDI Corporation for the maintenance of the GED PASSPORT System for fiscal year 2005 at a cost not to exceed $200,000.

Upon a motion by Mr. Rakestraw, second by Ms. Lyons, the Board approved to contract with McGraw-Hill/Contemporary for unlimited access to the MHC Interactive GED Distance Learning Program for fiscal year 2005, at a cost not to exceed $180,000.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Approval of Contracts

A. Upon a motion by Dr. Reed, second by Mr. Johnson, the Board approved to authorize the President of Athens Technical College to enter into a construction contract with Berry Interiors for Renovation of the Cosmetology Lab at the Elbert Campus in the amount of $27,543.00.

B. Upon a motion by Dr. Reed, second by Ms. Lyons and Ms. Flanders, the Board approved to authorize the President of Coosa Valley Technical College to enter into a contract for a Campus-wide Signage System for the Rome Campus in the amount of $75,000.00.

C. Upon a motion by Dr. Reed, second by Mr. Tallent, the Board approved to authorize the President of North Georgia Technical College to enter into a construction contract with Network Cabling Infrastructures for Removal and Replacement of Exterior Campus Lighting Phase 2 in the amount of $50,250.00.

D. Upon a motion by Dr. Reed, second by Ms. Lyons, the Board approved to authorize the President of Augusta Technical College to enter into a construction contract with Construction Perfected, Inc. for Building 1400 Parking Lot Addition in the amount of $128,628.00.

II. Acquisition of Real Property
Upon a motion by Dr. Reed, second by Mr. Daniel and Ms. Lyons, the Board approved the Resolution regarding Acquisition of 0.89 acre of Land by Board of Commissioners of Dougherty County to Albany Technical College subject to approval of the State Properties Commission. See below:


RESOLUTION
OF THE STATE BOARD OF TECHNICAL AND ADULT EDUCATION WITH RESPECT TO THE ACQUISITION OF 0.89 ACRE OF LAND ON NEWTON ROAD, ALBANY, GEORGIA, FOR USE OF ALBANY TECHNICAL COLLEGE

WHEREAS: The State Board of Technical and Adult Education is the legally constituted body charged with the responsibility of developing and operating a state-wide system of postsecondary technical colleges; and

WHEREAS: Section 20-4-14(4)(2) Georgia Code Annotated, empowers the State Board of Technical and Adult Education to receive and hold title to property, equipment, money and materials; and

WHEREAS: The Board of Commissioners of Dougherty County has agreed to donate 0.89 acre of land on Newton Road at Lowe Road, Albany, Georgia, to the State of Georgia for use by the Department of Technical and Adult Education and Albany Technical College; and

WHEREAS: The Board of Technical and Adult Education desires to acquire the said 0.89 acre of land for use of Albany Technical College;

BE IT RESOLVED THAT:

1. The State Board of Technical and Adult Education does hereby approve the acquisition of 0.89 acre of land located on Newton Road at Lowe Road, Albany, Georgia, from the Board of Commissioners of Dougherty County for use of Albany Technical College; and

2. The staff shall prepare appropriate requests to the State Properties Commission seeking its approval of, and assistance with, the acquisition of said land in accordance with applicable laws, policies, and procedures.

III. Purchase of Real Property

A. Upon a motion by Dr. Reed, second by Mr. Rhodes, the Board approved Georgia Aviation and Technical College to purchase 0.91 acre of land adjoining the campus at a purchase price of $10,500 from Mrs. Helen M. Woodard, Eastman, Georgia, subject to pproval of the State Properties Commission.

IV. Postsecondary Access Mentor System

A. Upon a motion by Dr. Reed, second by Mr. Johnson and Mr. Rhodes, the Board approved to authorize the Commissioner to jointly fund with Georgia Student Finance Commission, Department of Education, Board of Regents and the independent colleges, the postsecondary access mentor system in the amount of $64,385.00 (based on $1 per Fall03 FTE).


ECONOMIC DEVELOPMENT COMMITTEE

There were no motions. Mr. Tarbutton gave an update of the activities from Quick Start and reminded everyone of the Manufacturers of the Year Governor’s Awards Luncheon at the Cobb Galleria Center Thursday, April 15, at 11:00 a.m. Everyone was given an invitation to this event and encouraged to attend.

A. Albany Technical College, furnishings for the Randolph County Learning Center $108,961.00; 64 Howard computers ($940 ea) for instructional labs in building H, $59,890.00 and Nebraska Bookstore software, $55,000.00. Total cost: $223,851.00.

B. Augusta Technical College, Aerator and mowers for the Golf Course Management Program, $35,000.00; two Process Control Trainers for the Industrial Maintenance program, $35,000.00 and cabinets, chairs & tables for the Classroom/Student Services building, $40,000.00. Total cost: $110,000.00.

C. Central Georgia Technical College, 72 Dell computers (41,374 ea) for CIS program and Electronics program, $98,941.00; Dell Client Management Software system, $86,200.00 and electronic equipment for the Electronics program, $125,886.00. Total cost: $311,027.00.

D. Columbus Technical College, 70 Dell computers ($1,120 ea) for faculty upgrades, $78,400.00; 38 Dell Computers ($1,121 ea) for the CIS program; 37 Desktop computers ($1,121 ea) for the General Education program; 10 computer repair/electronics workstations for the A+Network+Certification Preparation TCC, $27,866.00; four projectors for the Health Sciences program, $36,800.00; 33 Dell computers ($1,120 ea) for the practical Nursing program, $36,960.00; wireless computer care for the General Educational program $35,000.00 and 24 Dell computers ($1,120ea) replacement computers. Total cost: $325,966.00.

E. Coosa Valley Technical College, 68 Gateway computers ($1,266 ea) for faculty/staff, $86,088.00; 258 Gateway computers ($1,212 ea) for classrooms, $312,696.00; eight Gateway notebook computers ($1,915 ea) for faculty/staff, $15,320.00; 74 Gateway computers ($1,276 ea) for instructional purposes, $94, 439.00 and six new servers, $55,056.00. Total cost: $563,599.00.

F. DeKalb Technical College, instructional equipment for the Ophthalmic Dispensing program, Heidelberg Press for the Printing program and instructional equipment for the Medical Lab Technology program. Total cost: $125,800.00.

G. Middle Georgia Technical College, Econoclave with integrated cooling system/vacuum pump for the Aircraft Structural program. Total cost: $73,415.00.

H. Moultrie Technical College, two service trucks and one passenger vehicle for the Main and Tifton campuses. Total cost: $54,511.00.

I. Northwestern Technical College, Brother Wire EDM for the Machine Tool Technology program $107,000.00.

J. Ogeechee Technical College, instructional equipment for the Electronics program, $160,827.00; 174 Hewlett Packard computers ($1,187 ea) and two application servers for the Health and Marketing programs, $213,600.00; equipment for Early Child Care Education General Education and Business programs, $36,00.00; faculty instructional equipment $29,805.00; library books, $100,000.00 and a custodial services one-year contract, $157,500.00. Total cost: $697,732.00.

K. Savannah Technical College, kitchen equipment for the Early Child Care program $29,763.00.

L. Southwest Georgia Technical College, Health Science Human Patient Simulator, $155,195.00 and Emergency Care Simulator, $35,805.00 for the Nursing program. Total cost: $191.00.00.


Other

A. Upon a motion by Ms. Flanders, second by Mr. Rakestraw, the Board approved to authorize the Commissioner to enter into a contract with the Milan Group to provide job development skills to the New Connections to Work program at Atlanta Technical College at a cost not to exceed $60,000.00 per year.

B. Upon a motion by Ms. Flanders, second by Ms. Lyons, the Board approved to authorize the Commissioner to name the main building at Ogechee Technical College the “Joseph E. Kennedy” Building.

C. Upon a motion by Ms. Flanders, second by Mr. Rieck, the Board approved to authorize the Commissioner to approve the revised Mission State for Ogeechee Technical College. The Mission Statement Revision as follows:

“Ogeechee Technical College is a public, two-year, student-centered
postsecondary educational institution that exists to facilitate economic
growth and community development through quality education programs
and services for students, business, industry, and service organizations by
offering technical education, adult literacy services, customized training,
and workforce development opportunities. Ogeechee Technical College is
committed to emphasizing the essential values of work ethics, community
service, and lifelong learning.”

D. Upon a motion by Ms. Flanders, second by Mr. Rakestraw, the Board approved the adoption of the proposed revisions to state Board Policy III.U.10. Tuition Remission and Reimbursement for Approved Staff Development. The first paragraph will read:

“The Department and its Technical College encourage full-time faculty,
staff, and administrators to participate n staff development activities and
study by remitting tuition “and fees” for those Technical College
educational activities that have been authorized by the employee’s
President or Assistant Commissioner and are clearly related to the
employee’s job or career in the organization. Tuition “and fees” will be
remitted to the extent an employee is not eligible for financial aid.”
