CALL TO ORDER

Pursuant to date and place stated above, Chairman Reynolds called the meeting to order at 1:16 p.m.


APPROVAL OF MINUTES
Upon a motion by Mr. Chapman, second by Mr. Copeland, the Board approved the minutes of July 8, 2004 State Board Minutes.

Ms. Douglas recognized Debbie Dlugolenski, DTAE staff, who introduced Ms. Shelley Nickel, Executive Director of Georgia Student Finance Commission. Ms. Nickel gave an update on HOPE funding, etc.


COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

I. Certified Literate Community Program
Upon a motion by Mr. Johnson, second by Ms. Lyons, the Board approved the Region 10 Regional Partners Network CLCP as a participant in the Certified Literate Community Program.

APPEALS COMMITTEE

I. Action Item
Upon a motion by Mr. Bowen, second by Mr. Chapman, the Board approved to adopt the Initial Decision of the Hearing Officer in the appeal of Dr. Brenda Weitman as the Final Decision of the State Board.

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Approval of Modification of Rental Agreement
Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved Flint River Technical College’s request for a modification to the rental agreement with the Flint River Technical College Foundation to cover improvements/renovations to the building located at 115 East Main Street, Thomaston, Georgia, in the amount of $65,600.00.

II. Approval of Contracts
Upon a motion by Ms. Douglas, second by Mr. Copeland the Board approved to authorize the Commissioner to enter into a contract with Utilities Analysis, Inc., for Utilities Rate Change Plan for all Technical Colleges in the amount of $53,200.00.

III. Approval of Lease Purchase Agreement
Upon a motion by Ms. Douglas, second by Ms. Lyons, the Board approved to authorize the Commissioner to enter into a Lease/Purchase Agreement with Adrian Building Concepts for six classroom Modular units for Okefenokee Technical College in the amount of $5,365 per month.

IV. Approval of Policy Revisions

A. Upon a motion by Ms. Douglas, second by Mr. Allgood, the Board approved to
accept the changes to State Board Policy, Student Tuition and Fees, V.K. for all
Technical Colleges to lie on the table until the next regularly scheduled Board
Meeting.

B. Upon a motion by Ms. Douglas, second by Dr. Reed, the Board approved to accept the changes to State Board Policy, Tuition Remission and Reimbursement for approved Staff Development, III.U. 10, for all Technical Colleges to lie on the table until the next regularly scheduled Board Meeting.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Allgood gave an update on the activities from the Economic Development Committee. There are 187 active Quick Start Projects, 12 active prospects for a potential of 2,900 jobs. There are 7 announcements with a total of 1,923 jobs.

There are 31 out of 34 technical colleges signed up for the Ethics in Action program. The system will have completed the program by March 1.

The CMS Review committee is reviewing and updating the CMS curriculum.

Equipment Purchases and Contracts
Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved that the Commissioner be authorized to purchase for the technical colleges listed below the designated items at a cost not to exceed the amount stated by each technical college.

A. Albany Technical College, 33 Dell Dimension 4700 computers ($1,071 ea) for Building C Developmental Studies Lab, $35,347; and one Dell Power Edge 2650 server ($5,328 ea) for Building C Developmental Studies Lab. Total: $40,675.00

B. Athens Technical College, technology equipment to include network infrastructure, wireless equipment, servers, etc.; 420 IBM computers ($1,030 ea.) monitors and 50 printers for 13 classrooms and 31 offices; instructional A/V equipment for 19 classrooms; furnishings for 19 classrooms and 31 offices. Total: $2,367,950.00

C. Coosa Valley Technical College, PBX system for three campuses. Total: $250,000.00

D. East Central Technical College, furnishings for the Telecommunications Building, $760,878; instructional program and infrastructure equipment for the Telecommunications Building, $2,748,065; and landscaping contract, $50,000. Total: $3,558,943.00

E. Gwinnett Technical College, 30 second advertising commercials through Comcast Spotlight (CAMA). Total: $42,534.00

F. Heart of Georgia Technical College, instructional trainers for the Industrial Systems program, $118,000; and landscaping services contract, $33,000. Total: $151,000.00

G. Lanier Technical College, landscaping services contract, $28,950; security guard services contract, $66,000; and Tech Trends publication, $25,800. Total: $120,750.00

H. Okefenokee Technical College, two Canon image-runner digital copiers. Total: $25,658.00

I. Savannah Technical College, print media advertising with Savannah Morning News, $39,784; contract with Union Mission, Inc., to provide Culinary Arts instruction for homeless, $48,000; and contract with Lamar Outdoor Advertising for billboard space, $37,500. Total: $125,284.00

J. West Georgia Technical College, 17 Compaq computers ($1,137 ea.) for the Drafting lab, $19,329; 10 Compaq computers/monitors ($1,331 ea) for the MCSE computer lab, $13,331; 2 Compaq laptops ($2,296 ea.) for the Fire Science MSD programs, $4,592; 1 Compaq server/monitor ($1,971 ea.) for the MCSE Windows 03 certification program, $1,971; 2 Compaq monitors ($1,760 ea.) for the Animation and Graphics program, $3,520; 2 Compaq multimedia computers for online instruction ($5,545 ea.), $11,090; and 1 Dell PowerEdge Dataserver for library database management system, $9,698. Total: $63,531.00

A. Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved to designate the President of Georgia Aviation Technical College to served as the Agency’s representative to the Airport Anti-Terrorism Training Committee.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS AND POLICIES

1. Approval of Program Standards and Revisions
Upon a motion by Dr. Reed, second by Ms. Douglas, the Board approved the proposed revisions to the Management and Supervisory Development, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement by Quarter 2005.

2. Approval of State Board Policy Revisions
Upon a motion by Dr. Reed, second by Mr. Copeland and Ms. Douglas, the Board approved the proposed revisions to State Board Policy IV. R. Program Approval and Termination, which was place on the Board table at the July meeting.

Approval of Diplomas and Degrees
Upon a motion by Dr. Reed, second by Mr. Copeland, the Board approved that the college requests listed below to offer diploma and degree programs effective the quarter specified for each request. Any fiscal requirements to begin these programs must be approved through the standard budget approval process.

EXECUTIVE COMMITTEE REPORT
Chairman Reynolds called to everyone’s attention the handout of the Attorney General’s Official Opinion regarding business between Board members and staff transacting business with the state and whether any such transactions would be impermissible conflicts of interest. (copy given each member and a copy attached to original minutes.)

Chairman Reynolds attained a motion for a recess for an Executive Session to discuss personnel issues. Upon a motion by Mr. Bowen, second by Mr. Chapman, the Board approved. The recess was effective at 1:50 p.m. (Affidavit attached)

The regular session reconvened at 2:25 p.m.

Upon a motion by Mr. Bowen, second by Ms. Douglas, the Board approved the appointment of Lamar Sparky Reeves as the President of South Georgia Technical College effective immediately.

Chairman Reynolds called upon Don Chapman, Chairman of the Search Committee for an update. Mr. Chapman reported that the Search Committee had interviewed the 6 finalists for the Commissioner on August 11, 2004 and they were all exceptional and the Committee’s choice is Michael F. Vollmer, currently President of Abraham Baldwin College.

Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved the Search Committee’s choice, Michael Vollmer as the new Commissioner of Technical and Adult Education effective September 15, 2004.

Mr. Chapman thanked the members of the Search Committee, Mary Flanders, Sharon Douglas, Jimmy Allgood, Harold Reynolds and Helen Mathis for their work during this search process.


CHAIRMAN’S REPORT

Chairman Reynolds noted the following future DTAE dates:

September State Board will be September 9 in conjunction with Adult Literacy Conference downtown Atlanta.

October State Board will be October 13 & 14 in Blairsville with North Georgia Technical College.

November State Board will be November 10 & 11 in conjunction with Leadership Conference in Savannah.

December State Board will be December 9 at Chattahoochee Technical College. Details for these meetings will be mailed before each event in the Board briefing book.

Chairman Reynolds called for a Capital Outlay meeting immediately following the meeting in the Commissioner’s Conference Room.


COMMISSIONER’S REPORT
Dr. Hodges gave an update of DTAE activities and recognized DTAE, LOB representative, Kristin Wallace and the visiting college presidents.
