Call to Order
Pursuant to the date, time and place stated above, Chairman B. Harris called the meeting to order at 9:03 a.m. Mr. B. Harris welcomed everyone and thanked the Tarbuttons for the lovely reception and dinner the evening before and thanked Jack Sterrett and his staff for hosting the State Board meeting. Chairman Harris recognized the guests present representing Sandersville Regional Tech Local Board, Chris Irwin; Katie Smith Poole; Hugh Fleming; Swainsboro Tech Local Board, Jo Harry Rowland; Pam Griner and Mac Griffin. He called upon Jack Sterrett, President of Sandersville Regional Tech for a few remarks.

Approval of Minutes
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board approved the minutes of the November 2, 2000 meeting.

Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. C. Harris, the Board approved to adopt and present a resolution recognizing Monroe County as a Participant in the Certified Literate Community Program. At this time the resolution was awarded to the Monroe County Participants.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Acquisition of Real Property
Upon a motion by Mr. C. Harris, second by Mr. Silverman, the Board approved the purchase of the property known as 1806 and 1808 Carswell Avenue, Waycross, Georgia, from Karen L. McDaniel, at a purchase price of $90,000 for the use of Okefenokee Technical Institute, subject to approval of the State Properties Commission.

Upon a motion by Mr. C. Harris, second by Mr. Silverman, the Board approved the purchase of 2.46 acres of land located on Commerce Way, Vidalia, Georgia, across from the campus of Southeastern Technical College, from Toombs County Board of Commissioners at a purchase price of $40,000 for use of Southeastern Technical Institute, subject to approval of the State Properties Commission.

Demolition of Building
Upon a motion by Mr. C. Harris, second by Mr. Pezold , the Board approved to declare Building "B" on land acquired from the City of Swainsboro in January 1999, being a building used as part of the former Swainsboro High School, no longer advantageously useful to Swainsboro Technical College and authorized the demolition of said building at a cost not to exceed $70,000.00.

Authorize Construction Contracts
Upon a motion by Mr. C. Harris, second by Mr. Tarbutton, the Board authorized the Commissioner to enter into a construction contract with Shiria Contracting Co., Inc. for the renovation of the Technology Center Building (former GPTV Building ) at Atlanta Technical College. The amount of the contract is $325, 000.00.

Upon a motion by Mr. C. Harris, second by Mr. Pezold, the Board authorized the Commissioner to enter into a construction contract with Satilla Contracting Co., Inc. for construction of the Quality Manufacturing Center located in Hazlehurst, Jeff Davis County for Altamaha Technical College. The amount of the contract is $873,500.00.

Authorization of Purchases
Upon a motion by Mr. C. Harris, second by Mr. Bowen, the Board authorized the Commissioner to purchase the Cisco firewalls at a cost not to exceed $85,000.00.


OPERATIONS AND MANAGEMENT COMMITTEE

Approval of Local Board Appointments
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved the persons listed below for the technical colleges appointed to the local board of directors of the technical colleges.

A. North Metro Technical College, appointment
Tim Chason, Bartow County

B. South Georgia Technical College, appointment
Laura Lee Hurt, Crisp County

C. West Central Technical College, appointment
Frederick E. O'Neal, Carroll County

Placement of Local Board Appointments on Board Table
Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved the names listed below for the technical colleges be placed on the Board table until the January meeting for consideration of approval of appointment to the local board of directors of the technical colleges.

A. Atlanta Techical College, appointment
Michael M. Young, Fulton County

B. Valdosta Technical College, appointment
Jerome Tucker, Lowndes County

Equipment Purchases and Contracts
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College fire rated doors for the stairwells and equipment room to comply with the State of Georgia Fire Code for the Clarkston campus at a total cost not to exceed $43,145.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for the Georgia Aviation and Technical College furniture and equipment for the new Business Office at a total cost not to exceed $50,000.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Griffin Technical College 20 Dell Pentium III Processors and one Dell PowerEdge 2400 Server at a total cost not to exceed $37,200.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for North Georgia Technical College equipment for the Welding and Joining Technology program at a total cost not to exceed $55,100.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to upgrade computer labs in the Allied Health Education building at Southwest Georgia Technical College at a total cost not to exceed $166,012.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase for Swainsboro Technical College 46 Dell Pentium III computers for the Drafting lab and the off-campus sites in Johnson and Candler counties at a total cost not to exceed $65,412.00.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to authorize the Commissioner to purchase computers for Valdosta Technical College for the Drafting lab at a total cost not to exceed $35,018.00.

Other
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved to suspend the rule for laying the policy on the table until the next Board meeting and to adopt the proposed revisions to State Board Policy 05-02-03 (1). (This will require a two-thirds majority vote of the Board.)

Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved to rename East Central Technical Institute, Okefenokee Technical Institute, Sandersville Regional Technical Institute and Southestern Technical Institute to East Central Technical College, Okefenokee Technical College, Sandersville Regional Technical College and Southeastern Technical College.



STANDARDS AND PROGRAMS COMMITTEE

Approval of Diplomas and Degrees
Upon a motion by Mr. Pezold, second by Mr. C. Harris, the Board approved Albany Technical College to offer a diploma program in Fire Service Technology at its main and Early County campuses effective Winter Quarter 2001

. Upon a motion, by Mr. Pezold, second by Mr. Tarbutton, the Board approved that Altamaha Technical College be approved to offer a diploma program in Paramedic Technology at its Baxley campus effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Augusta Technical College be approved to offer a degree program in E-Commerce Web Programming at its Augusta, MCDuffie County, and Burke County campuses and a degree program in Industrial Maintenance Technology at its Augusta and McDuffie County campuses effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Dalton State College be approved to offer a diploma program in Surgical Technology effective Winter Semester 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that East Central Technical College be approved to offer a diploma program in Surgical Technology at its Coffee County campus effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Heart of Georgia Technical College be approved to offer diploma programs in Early Childhood Care and Education at its Dublin campus and in Flight Technology Rotorcraft Helicopter at its Eastman campus effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Rather, the Board approved that Sandersville Regional Technical College be approved to offer degree programs in Computer Information Systems and Secretarial Science and the Network Specialist specialization for the diploma program in Computer Information Systems effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Rather, the Board approved that South Georgia Technical College be approved to offer degree programs in Automated Manufacturing Technology at its Americus campus and in Marketing Management at its Crisp County campus and to add the Communications specialization of the Electronics Technology diploma program at its Americus and Crisp County campuses effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Southeastern Technical College be approved to offer a degree program in Paralegal Studies at its main and Glennville campuses effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Swainsboro Technical College be approved to offer degree programs in Medical Assisting, Dental Assisting, Drafting, Electronics Technology, and Secretarial Science effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that Valdosta Technical College be approved to offer diploma programs in Datacommunications Specialist, Web Site Designer, and E-Commerce Site Designer effective Winter Quarter 2001.

Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that West Georgia Technical College be approved to offer a diploma program in Professional Chef effective Winter Quarter 2001.


Approval of Technical Certificates of Credit
Upon a motion by Mr. Pezold, second by Mr. Bowen, the Board approved that the colleges listed below to offer technical certificates of credit effective the quarter specified for each request.

ECONOMIC DEVELOPMENT AND COMMUNICATIONS COMMITTEE

Update
Bob Silverman called attention to the GDTAE Annual Report 2000 given to each member and gave an update on the Quick Start's program. CHAIRMAN'S REPORT
Mr. B. Harris recognized and thanked Dan Rather and Roy Bowen for their service with DTAE State Board as Chairman Dan Rather and Vice Chairman Roy Bowen with a presentation of a plaque, a resolution and a gift from the Board.

Chairman B. Harris requested a recess for an Executive Session.


EXECUTIVE COMMITTEE REPORT
The Board reconvened at 10:00 a.m.

Upon a motion by Mr. Bowen, second by Mr. C. Harris, the Board approved Commissioner Breeden's recommendation of the appointment of Dr. Frieda Hill as President of the Southwest Georgia Technical College, effective January 1, 2001.

Chairman B. Harris recognized Mr. Charles DeMott, the retiring President of Southwest Georgia Technical College and called for a few remarks.

Mr. Bowen presented each Board member with a Holiday wish and a book "For One Glorious Purpose", celebrating the 100th Anniversary of the Georgia Textile Manufacturing Association.


COMMISSIONER'S REPORT
Dr. Breeden thanked the Tarbuttons for the reception and dinner on Wednesday evening and Jack Sterrett and his staff at Sandersville Regional Tech for such a great job on hosting the State Board. He gave an update on the growth of the schools and programs.

The next Board meeting will be January 4, 2001 in the DTAE Board room, Atlanta at 1:00 p.m. with Committee meetings beginning at 9:30 a.m.
