CALL TO ORDER
Pursuant to date, place, and time stated above,
Chairman Copeland called the meeting to order.
APPROVAL
OF MINUTES
Upon a motion by Mr. Bowen, second by Mr.
Chapman, the Board approved the minutes of
the November 10, 2005 meeting.
CHAIRMAN'S REPORT
Chairman Copeland his appreciation to everyone
involved in the Joint Education Board Liaison
Committee’s reception hosted by the
Board of Regents and recognized and thanked
the members of Board’s Education Liaison
Committee for their efforts.
COMMISSIONER’S REPORT
(1) Previewed the budget presentation made
to Governor Perdue in December. A similar
version will be presented to the Joint House
and Senate Appropriations Committee on January
18. Board Members and Presidents were invited.
(2) The Governor’s Center for Manufacturing
Excellence will celebrate its grand opening
at Lanier Technical College with Governor
Perdue participating in the ribbon cutting
ceremony on February 3 at 2:00 p.m.
(3) Taste of Technical Colleges is January
26 from 5:00 p.m. to 7:00 p.m. at the Georgia
Railroad Depot in Atlanta. All technical colleges
are participating in the event. Invited guests
include the Governor’s Office, Members
of the General Assembly, and agency heads.
(4) Jimmy Tallent and Earl Smith were recognized
in Georgia Trend’s “100 Influential
Georgians.” Attention was also called
to the department’s advertisement in
Georgia Trend highlighting the Technical System
of Georgia.
(5) The presentation schedule of the Board’s
strategic initiatives developed at the State
Board Retreat in July was shared with the
Members. Performance Base Funding will be
presented at this meeting; Partnerships will
be presented in February. Committees of presidents,
vice presidents, faculty, and staff are working
on the identified strategic initiatives to
develop recommendations for the Board’s
consideration.
(6) Commissioner Vollmer thanked Dr. Anthony
Parker and the Office of Adult Literacy (OAL)
for their accomplishment at meeting the corrective
action plan established by the United States
Department of Education. Dr. Parker and OAL
met all requirements that Washington set forth
as evidenced by a letter from Cheryl L. Keenan,
Director, Division of Adult Education and
Literacy, United States Department of Education.
(7) Baker and Parker Global Executive Search
Group is conducting a national search to fill
the position of Assistant Commissioner in
the Office of Adult Literacy. The search committee
consists of Roy Bowen, Chairman, Cedric Johnson,
Dr. Anthony Parker, Ms. Sharon Rigsby, Ms.
Barbara Melichar and Mr. Ray Thompson.
(8) There will be a recommendation to the
Board later in the Executive Session for the
President of East Central Technical College.

III. Revised Mission Statement
Upon a motion by Mr. Chapman, second by
Ms. Douglas, the Board approved the revised
mission statement approved at Southeastern
Technical Colleges’ Board of Directors
meeting on October 25, 2005. The revision
brings the official mission statement of the
college more in line with its current mission.
IV. Approval of Diplomas and Degrees
Upon a motion by Mr. Chapman, second by
Ms. Douglas, the Board approved that the college
requests listed below to offer diploma and

Upon a motion by Mr. Bowen, second by
Mr. Snellgrove and Mr. Johnson, the Board
approved the Lumpkin County Literacy Coalition
as a Participant in the Certified Literate
Community Program.
II. Georgia Ambassadors for Adult Literacy
Upon a motion by Mr. Bowen, second by
Mr. Snellgrove, the Board approved to adopt
and present a resolution recognizing and commending
Sharon Lindsey, Georgia Ambassador for Literacy
(Middle Georgia Technical College) for her
achievements and accomplishments as a lifelong
learner in Georgia.
Upon a motion by Mr. Bowen, second by Mr.
Snellgrove, the Board approved to adopt and
present a resolution recognizing and commending
Melissa Layman, Georgia Ambassador for Literacy
(Valdosta Technical College) for her achievements
and accomplishments as a lifelong learner
in Georgia.

DTAE’s Office of Administrative

and Fees
Upon a motion by Mr. Smith, second by Ms.
Reed, the Board approved that the proposed
revisions to State Board Policy V. K. Student
Tuition and Fees, be placed on the Board table
for consideration for approval at the next
regularly scheduled meeting of the Board.

OPERATIONS, TECHNOLOGY AND ADMINISTRATION
No report or motions were presented.
COMMUNITY AND PUBLIC AFFAIRS
Mr. Steve Rieck gave a brief update on current
Quick Start activities and Laura Gammage distributed
information on Quick Start that was shared
with the legislators.
The RFP for the marketing research project
has gone out. The Committee will work closely
with Mike Light and the President’s
Marketing Committee in the selection process
and will report back to the Board in the near
future.
FACILITIES
AND REAL ESTATE
Approval
of Contracts
A. Upon a motion by Ms. Purcell, second by
Mr. Johnson and Ms. Lyons, the Board approved
to authorize the Commissioner to enter into
a contract with Reeves Construction Co., Inc.,
Albany, Georgia, for construction of a Parking
Lot at Building H, for Albany Technical College.
The amount of the contract is $128,750.00.
B. Upon a motion by Ms. Purcell, second by
Mr. Johnson, the Board approved to authorize
the Commissioner to enter into a contract
with Roof Management, Inc., Doraville, Georgia,
for the Re-roofing of Buildings 100, 200 and
700, for Athens Technical College. The amount
of the contract is $431,500.00.
C. Upon a motion by Ms. Purcell, second by
Mr. Johnson, the Board approved to authorize
the Commissioner to enter into a contract
with J. M. Clayton Co., Thomaston, Georgia,
for HVAC Modifications to Buildings C, D,
E and F, for Central Georgia Technical College.
The amount of the contract is $1,050,500.00.
D. Upon a motion by Ms. Purcell, second by
Mr. Bowen and Ms. Lyons, the Board approved
to authorize the Commissioner to enter into
a contract with Choate Construction Co., Inc.,
Atlanta, Georgia, for construction of a Truck
Driving Range for DeKalb Technical College.
The amount of the contract is $1,517,191.00.
E. Upon a motion by Mr. Purcell, second by
Mr. Johnson, the Board approved to authorize
the Commissioner to enter into a contract
with QT Contracting, Inc., Peachtree City,
Georgia, for HVAC Renovations, Building 500,
for Griffin Technical College. The amount
of the contract is $93,600.00.
Non-Exclusive
Easement
A. Upon a motion by Ms. Purcell, second
by Mr. Johnson, the Board approved the granting
of a non-exclusive easement to the Columbus
Consolidated Government across the campus
of Columbus Technical College over an area
measuring 20’ x 460’ for the purpose
of installing and maintaining a storm sewer
line, subject to approval of the State Properties
Commission.
Purchase
of Real Property
A.
Upon a motion by Ms. Purcell, second by Mr.
Johnson and Ms. Lyons, the Board approved
the purchase of the property known as 1520
Metropolitan Parkway, S.W., Atlanta, Georgia,
from Pinnacle Credit Union, Atlanta, Georgia,
at a purchase price of $245,000.00, for use
by Atlanta Technical College, subject to approval
of the State Properties Commission.
Acquisition
of Real Property
A. Upon a motion by Ms. Purcell,
second by Ms. Lyons, the Board adopted the
attached Resolution on the acquisitions of
two parcels of land owned by the Emanuel County
Board of Education for use by Swainsboro Technical
College as part of its campus, subject to
approval of the State Properties Commission.
The parcels contain 0.584 acre and 0.473 acre,
and are rights of way of a street traversing
the campus of Swainsboro Technical College.

Condemnation
of Property
The Board tabled two motions
from Georgia Aviation Technical College to
condemn property owned by Helen M. Woodward
and the Estate of R. V. Woodard and property
owned by Joe and Elphy Lanier and the Heirs
of Mamie Lee Woodard, Deceased, on hold until
further details could be provided.
Approval
of Ground Leases
A. Upon a motion by Ms. Purcell, second by
Mr. Rakestraw, the Board approved a Ground
Lease covering approximately 2.00 acres on
the campus of North Metro Technical College
to The North Metro Technical College Foundation,
Inc., for a period not to exceed thirty (30)
years for use in the private financing and
construction of an 18,000 sq. ft. Library/Student
Support Center/Eldercare Classroom Building,
subject to approval of the Ground Lease by
the State Properties Commission.
B. Upon a motion by Ms. Purcell, second by
Mr. Rakestraw, the Board rescinded its approval
of a ground lease with The University Financing
Foundation, Inc. (TUFF) for a thirty-year
(30) period over two parcels of land containing
2.0 acres and 0.918 acres on the campus of
Albany Technical College for the financing
and construction of Building “K”
and the renovation of the former Dougherty
County fire station building; and (Motions
B & C were combined into one motion)
C. Upon a motion by Ms. Purcell, second by
Mr. Rakestraw, the Board approved a
ground lease with The Albany Tech Foundation,
Inc., for a thirty-year (30) period covering
two parcels of land containing 2.0 acres and
0.918 acres on the campus of Albany Technical
College for use with the financing and construction
of Building “K” and the renovation
of the former Dougherty County fire station
building, subject to approval of the State
Properties Commission.
Approval of Architect
A. Upon a motion by Ms. Purcell, second by
Mr. Johnson, the Board approved the firm of
Stanley Love-Stanley, Architects to provide
architectural services for Project No. DTAE-144
Allied Health Building, Atlanta Technical
College, Atlanta, Georgia. The anticipated
construction cost for this project is $12,880,000.00.
B. Upon a motion by Ms. Purcell, second by
Mr. Johnson and Ms. Lyons, the Board approved
the firm of Ellis, Ricket and Associates,
Architects, Valdosta, Georgia to provide architectural
services for Project No. DTAE-118 Renovation
of Classroom Building, Glennville Campus,
Southeastern Technical College, Glennville,
Georgia. The anticipated construction cost
for this project is $1,200,000.00.
C. Upon a motion by Ms. Purcell, second by
Mr. Rice, the Board approved the firm of Ellis,
Ricket and Associates, Architects, Valdosta,
Georgia to provide architectural services
for Project No. DTAE-148 Regional Medical
Technology Building, Southeastern Technical
College, Vidalia, Georgia. The anticipated
construction cost for this project is $1,625,000.00.
EDUCATION LIAISON COMMITTEE
Ms. Lyons expressed her appreciation for
their participation in the Joint Education
Board Liaison Committee’s (JEBLC) reception
hosted the Board of Regents.
Ms. Lyons shared the Committee’s 2006
Working Agenda and minutes from their October
31, 2005 meeting and December 5 conference
call. The next JEBLC meeting is January 30,
2006 and will be held at the Central Office
of DTAE.
EXECUTIVE
SESSION
Upon a motion by Mr. Bowen, second by Mr.
Daniel and several others, the Board moved
into Executive Session to discuss personnel
matters at 11:09 a.m. The Board reconvened
at 11:20 a.m. (Attachment B)
APPEALS
COMMITTEE
Upon a motion by Mr. Daniel, second by Mr.
Bowen, the Board adopted the decision of the
hearing officer upholding Flint River Technical
College’s suspension Dr. Danny Averette
for one month without pay.
ANY FURTHER BUSINESS
Upon a motion by Mr. Tyre Rakestraw, second
by Mr. Bowen, the Board approved Commissioner
Vollmer’s recommendation to appoint
Mr. Ray Perren as President of East Central
Technical College effective February 1, 2006.

RESOLUTION
OF THE STATE BOARD
OF TECHNICAL AND ADULT EDUCATION WITH
RESPECT TO THE ACQUISITION OF TWO
PARCELS OF LAND IN SWAINSBORO, EMANUEL
COUNTY, GEORGIA, FOR USE OF SWAINSBORO
TECHNICAL COLLEGE
WHEREAS: The State Board of
Technical and Adult Education is the
legally constituted body charged with
the responsibility of developing and
operating a statewide system of technical
colleges; and
WHEREAS: Section 20-4-14(c)
(2) Georgia Code Annotated, empowers
the State Board
of Technical and Adult Education to
receive and hold title to property,
equipment, money and materials; and
WHEREAS: The Emanuel County
Board of Education has agreed to donate,
without
cost, parcels of land containing 0.584
acre and 0.473 acre to the State of
Georgia, for use by the Department
of Technical and Adult Education
and Swainsboro Technical College;
and
WHEREAS: The Board of Technical
and Adult Education desires to acquire
the said
parcels of land for use of Swainsboro
Technical College;
NOW, THEREFORE, BE IT RESOLVED
THAT:
1. The State Board of Technical and
Adult Education does hereby approve
the acquisition of parcels of land
containing 0.584 acre and 0.473 acre
located in Swainsboro, Emanuel County,
Georgia, from the Emanuel County Board
of Education for use of Swainsboro
Technical College; and
2. The staff shall prepare appropriate
requests to the State Properties Commission
seeking its approval of, and assistance
with, the acquisition of said land
in accordance with applicable laws,
policies, and procedures.

AFFIDAVIT SUPPORTING
CLOSING
OF PUBLIC MEETING
The Georgia Open Meetings Act, O.C.G.A.
§ 50-14-1 et seq., requires that
all meetings of an entity covered by
the statute must be open to the public
unless there is some specific statutory
exception that permits the closing of
the meeting. If such a meeting is to
be closed, the law requires that the
presiding person execute a sworn affidavit
stating that the subject matter of the
meeting or the closed portion thereof
was devoted to matters within the statutory
exceptions and identifying those specific
exceptions relied upon. O.C.G.A. §
50-14-4(b). A copy of this affidavit
must be filed with the minutes of the
meeting in question.
Comes now Ben I. Copeland, Sr., the
presiding officer identified below,
and, before an official duly authorized
to administered oaths, makes this affidavit
in satisfaction of the statutory requirements
outlined above.
I am the presiding officer of the State
Board of Technical and Adult Education.
I am over the age of 18 and in all
aspects competent to make this sworn
statement. I acknowledge that I am giving
this statement under oath and penalty
of perjury and that I have read the
contents of this affidavit prior to
signing it.
On January 11, 2006, this Board, which
is subject to the Open Meetings Act,
met. A majority of the quorum of the
members present voted to close the meeting
or a portion thereof for the following
indicated reason(s). I hereby certify
that during the closed portion of the
meeting only those subjects indicated
below were discussed. I also certify
that I have reviewed the exceptions
provided under the Open Meetings Act
that may permit the closing of a meeting
and that, to the best of my knowledge,
the reasons set forth below meet the
requirements for closing this public
meeting.
The legal authority for the closure
of this meeting was Section 50-14-3(6)
of the Official Code of Georgia.
