CALL TO ORDER

Pursuant to date, place, and time stated above, Chairman Copeland called the meeting to order at 1:00 p.m.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Ms. Flanders, the Board approved the State Board Minutes for June 2, 2005.


EXECUTIVE COMMITTEE

Joint Meeting with State Board of Regents and State Board of Education
Chairman Copeland stated the Executive Committee discussed a joint meeting to be held with the State Board of Education and the Board of Regents of the University of Georgia. Two dates discussed were September 6, 2005 and January 10, 2006. Upon a motion by Ms. Lyons, second by Mr. Bowen, the Board approved that the joint meeting would be Tuesday, January 10, 2006 and therefore, changing the DTAE State Board meeting from Thursday, January 12, 2006 to Wednesday, January 11, 2006. Details will follow.

Employment of Relatives Policy
Upon a motion by Mr. Chapman, second by Mr. Bowen, the Board approved that the draft policy on Employment of Relatives (Exhibit A) be circulated among the senior staff and presidents for suggestions, input or comments and further that the document be placed on the table to be voted on at the next regularly scheduled State Board meeting.

Plans to review Policies and Procedures
Chairman Copeland asked Commissioner Vollmer to discuss reviewing the agency’s policies and procedures. A working group comprised of presidents and Central Office senior staff will define a formal review process to bring before the Board at the August meeting. He explained some agencies conduct annual reviews of policies and procedures and the Board might want to consider doing the same. Chairman Copeland stated no motion was required at this time and further discussion would be held at the August meeting.

Resolution from the Board Supporting the Commissioner and Senior Staff
Upon a motion by Mr. Bowen, second unanimously, the Board approved the Resolution of Support for the Commissioner and Senior Staff (Exhibit B).


CHAIRMAN'S
REPORT
Mr. Chairman recognized Alma Noble, a former State Board member not reappointed for another term. He publicly thanked her for her support, hard work and service on the Board.

He recognized and thanked Harold Reynolds and Rhubarb Jones for their services as Chairman and Vice Chairman. Each was presented with a Lt. Colonel award from the Governor and also a small gift as a token of appreciation from the Board.


COMMISSIONER’S REPORT

Presidential Search Update
The Presidential Search at Middle Georgia Technical College has been completed and a recommendation will be presented to the Board. The Sandersville Search Committee began its process the last of June and should have a recommendation forth coming in four to five months.

The West Central search will begin in early August. The foundation and local board have been extremely helpful at West Central and are engaged in assisting with forming the Search Committee.

Recognition of Staff and Positions

Dr. Gail Thaxton, new President of Okefenokee Technical College.

Dr. Anthony Parker, from Albany Tech as Interim Assistant Commissioner in Adult Literacy.

Dr. Freida Hill, from Southwest Georgia Tech, is serving as Interim Assistant Commissioner in Tech Education replacing Chuck Beall upon his move to Savannah Technical College.

Debbie Dlugolenski will be joining OPB effective August 1, 2005. To effectuate a smooth transition, a replacement interim president at Sandersville Technical will be named as soon as possible.

Performance Funding
Commissioner Vollmer reported this effort is well on its way and the Governor’s office is very supportive.

Employee Assistance Program
More and more state agencies are engaging in employees’ assistance programs to help employees with problems on or off the job. The Executive Committee encouraged engaging a firm to begin in August to be of assistance to over 5,000 of our full-time employees. This assistance will be a tremendous service to help all DTAE employees and will be offered at no cost to employees.

Marketing Plan
During Wednesday’s retreat session, Mike Light advised the board that he would be meeting soon with executives at Georgia Public Broadcasting to explore an idea to produce a 30 minute documentary about DTAE and its varied roles in education and business development. At that time several board members expressed support for the initiative and there was also discussion regarding the importance of student recruitment and building the lines of communication with high school guidance counselors. Mr. Light stated that he would see if GPTV could assist with that goal.

At the board meeting Commissioner Vollmer informed the members that Mr. Light, after the retreat session, had another phone conversation with GPTV’s Mike Nixon regarding DTAE’s communication needs. As a result, GPTV is willing to consider expanding the initial programming idea to a format where each month a new 30-minute show about DTAE will be aired to every Georgia school over the GPTV education network.

Commissioner Vollmer informed the board that such programming will allow DTAE to reach a wider audience of students and, importantly, drastically increase our ability to better inform guidance counselors, teachers, and school administrators about the education and career-building opportunities that exist within our technical schools. A meeting with Mike Vollmer, Mike Light, GPTV’s Mike Nixon and GPTV producers has been set for August 1.

BUSINESS OPERATIONS, TECHNOLOGY AND ADMINISTRATION

Upon a motion by Ms. Douglas, second by Mr. Chapman, the Board approved that the Commissioner be authorized to purchase for the technical colleges listed below the designated items or requested contracts at a cost not to exceed the amount stated by each technical college.

Equipment Purchases and Contracts

1) Atlanta Technical College, New contract for FY06 with Confidential Security Agency for armed and unarmed security guard services, $322,290.00 annually.

2) Central Georgia Technical College, Third renewal of service contract with Bass Custom Landscapes for lawn care maintenance for FY06, $37,075.32 annually.

3) Appalachian Technical College, Furniture for the library in the new Technology Building, $150,304.50.

Approval of Expenditures

1) Upon a motion by Ms. Douglas, second by Ms. Lyons and Mr. Chapman, the Board
approved to rescind the March 2005 motion authorizing the Commissioner to pay
TechGroup 21 for the upgrade of the GED Passport software at a cost not to exceed
$400,000.00.

2) Upon a motion by Ms. Douglas, second by Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Innovantage, a subsidiary of CDI Corporation for the maintenance of the GED PASSPORT system for FY06 at a cost not to exceed $200,000.00.

3) Upon a motion by Ms. Douglas, second by Mr. Chapman and Ms. Lyons, the Board approved to authorize the Commissioner to pay Remote Technical Solutions for a payment processing gateway system for the technical colleges at a cost not to exceed $214,200.00.

4) Upon a motion by Ms. Douglas, second by Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Georgia State University on behalf of the Board of Regents of the University System of Georgia to offer instructor training activities through the Faculty Development Institute at a cost not to exceed $91,869.46.


COMMUNITY AND PUBLIC AFFAIRS

I. Certified Literate Community Program
Upon a motion by Mr. Rieck, second by Mr. Allgood, the Board approved the Forsyth County CLCP as a Participant in the Certified Literate Community Program.

II. Economic Development
Update on Quick Start activities and Mr. Rieck stated that the Innovation Center at Lanier Tech was scheduled to open in October. The Governor’s Entrepreneur Summit will be held in November in Douglas, Georgia. Invitations will be sent closer to the date.


FACILITIES AND REAL ESTATE

Approval of Contracts

A. Upon a motion by Ms. Flanders, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract with CBD Construction, Inc., Kingston, Georgia, for Appalachian Technical College for Renovation of new Economic Development offices in the amount of $86,414.00.

B. Upon a motion by Ms. Flanders, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a contract with Prime Contractors, Inc., Douglasville, Georgia, for Atlanta Technical College for Renovation of the Main Building in the amount of $314,520.00.

C. Upon a motion by Ms. Flanders, second by Mr. Bowen and Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Engineering Contractors, Inc., Lizella, Georgia for Griffin Technical College for construction of Pedestrian Plazas A and B in the amount of $424,000.00.

D. Upon a motion by Ms. Flanders, second by Ms. Purcell, the Board approved to authorize the Commissioner to enter into a contract with Barber Contracting Co., Moultrie, Georgia for Moultrie Technical College for Renovation of Buildings 700 and 800 in the amount of $275,000.00.

E. Upon a motion by Ms. Flanders, second by Ms. Douglas and Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Adrian Building Concepts, Inc., Swainsboro, Georgia, for Ogeechee Technical College for the Purchase and Installation of a Modular Classroom Building in the amount of $138,500.00.

F. Upon a motion by Ms. Flanders, second by Ms. Douglas and Ms. Lyons, the Board approved to authorize the Commissioner to enter into a contract with Adrian Building Concepts, Inc., Swainsboro, Georgia, for Griffin Technical College for the Purchase and Installation of a Modular Classroom Building in the amount of $138,500.00.

G. Upon a motion by Ms. Flanders, second by Ms. Douglas and Mr. Daniel, the Board approved to authorize the Commissioner to enter into a contract with Harbor Construction Co., Inc., Savannah, Georgia, for Middle Georgia Technical College for Construction of an Administration Building in the amount of $1,097,771.00.

Other

A. Upon a motion by Ms. Flanders, second by Mr. Rice, the Board approved naming
the proposed Child Development Center at Gwinnett Technical College, the D.
Scott Hudgens, Jr., Early Education Center.

B. Upon a motion by Ms. Flanders, second by Mr. Allgood and Mr. Rice, the Board
approved renaming the off campus center of Heart of Georgia Technical College
the Little Ocmulgee Instructional Center.

Capital Outlay Projects

A. Upon a motion by Ms. Flanders, second by Ms. Purcell and Mr. Daniel, the Board approved the Capital Outlay Projects Budget Request Major and Minor list and requested that same be submitted to Governor Perdue in the FY07 Budget request. (EXHIBIT C AND D)


EDUCATION LIAISON COMMITTEE

Upon a motion by Ms. Lyons, second by Mr. Rieck and Ms. Purcell, the Board approved to accept the Seamless Education Vision Statement as presented by the State Boards Liaison Committee, State Board of Technical and Adult Education, Chair.


ANY FURTHER BUSINESS

Chairman Copeland called for a motion for the Board to adjourn for an Executive Session. Upon a motion by Mr. Bowen, second by Ms. Flanders, the Board approved to adjourn at 1:35 p.m. to enter into an Executive session to discuss a personnel manner. The Board reconvened at 1:45 p.m. (EXHIBIT E)

Upon a motion by Mr. Bowen, second by Mr. Daniel, the Board approved the recommendation of the Commissioner that Ivan Allen be appointed as President of Middle Georgia Technical College.
