III. Certified Literate Community Program
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved to adopt and present a resolution recognizing the Troup County Certified Literate Community Program as a Participant in the Certified Literate Community Program.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Acquisition of Property

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved to acquire the property located at 121 Airport Road, Eastman, Georgia, containing 1.07 acres improved with a 1,902 single story residence, owned by Frank Jones, through condemnation, for use as the site of Project No. DTAE-109, Campus Expansion, Georgia Aviation and Technical College, Eastman, Georgia, subject to approval of the State Properties Commission.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved to acquire 3.73 acres of unemployed land located on Airport Road, Eastman, Georgia, identified as Parcel 5A, Dodge County Tax Map 60, owned by Madison L. and Judi J. Kirkley, Eastman, Georgia, through condemnation, for use as the site of Project No. DTAE-109m Campus Expansion, Georgia Aviation and Technical College, Eastman, Georgia, subject to approval of the State Properties Commission.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved to acquire 50 acres of land located on Pinehill Road at West Laurens School Road, Dublin, Georgia, owned by Johnny and Paula V. McGowan, Dublin, Georgia, at a purchase price of $500,000.00 for use of Heart of Georgia Technical College, subject to approval of the State Properties Commission.

Approval of Contracts
Upon a motion by Mr. Harrington, second by Ms. Goodman and Mr. Tallent, the Board approved a construction contract for the Renovation of Four Restrooms and the Main Corridor in "B" Building at Central Georgia Technical College. The amount of the contract is not to exceed $150,000.00

Upon a motion by Mr. Harrington, second by Mr. Tallent, the Board approved a construction contract for the Relocation of Overhead Power Lines to Underground Service at South Georgia Technical College. The amount of the contract is not to exceed $80,000.00.

Lease/Purchase Agreement
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved the execution of a Lease/Purchase Agreement with The University Financing Foundation, Inc. (TUFF) covering the leasing and purchase of the property known as 190 Crossroads Parkway, Savannah, Georgia, which property consists of 7.899 acres improved with a one-story office building containing a gross area of approximately 32,400 sq. ft. for the period July 1, 2002, through June 30, 2003 at the rental rate of $9.90 per sq. ft. per year ($320,760.00 per year), with options to renew on a year to year basis through June 30, 2028 at the rental rate of $9.90 for the first three renewal years, and escalating each year thereafter at 1.5% per year to reach a maximum of $14.90 per sq. ft. per year ($482,790.00 per year) for the year ending June 30, 2028, with title to be conveyed to the State of Georgia for one Dollar ($1.00) at the end of said rental period for use of Savannah Technical College as its Center for Advanced Technologies Applications.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the final plans and specifications for Project No. DTAE-116, Renovations of North Building, Columbus Technical College, dated January 30, 2002, prepared by Hecht, Burdenshaw, Johnson, Kidd and Clark, Inc., Architects, Columbus, Georgia. Estimated cost of construction is $1,200,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the final plans and specifications for Project No. DTAE-72, Building "I", Central Georgia Technical College, dated December 10, 2001, prepared by Dunwoody, Beeland, Azar Walsh and Matthews Architects, Macon, Georgia. Estimated cost of construction $8,088,990.00.

Other
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved to increase tuition to $26.00 per credit hour, up to a maximum of 12 credit hours, effective fall quarter, 2002.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the increases in the Registration and Student Activity fees.

Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved to accept for information purposes the Cost Recovery Fees.

Upon a motion by Mr. Harrington, second by Mr. Allgood, the Board approved to authorize Instructional Staff Salary Plan Guidelines as modified by a 3.25% increase effective September 1, 2002.

Mr. Allgood gave an update on Economic Development stating that over 1,100 people attended the Manufacturing Appreciation Week Luncheon on April 18, 2002. Gave each Board member a copy of the new quarterly publication newsletter from the Commissioner.

A. Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for Athens Technical College an IBM RISC 6000 system for the Administrative areas and Instructional programs at a total cost not to exceed $39,465.00.

B. Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to enter into a contract for Atlanta Technical College the FY2003 janitorial services at a total cost not to exceed $85,000.00.

C. Upon a motion by Dr. Noble, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for Columbus Technical College a Paint Spray Booth for the Automotive Technology program at a total cost not to exceed $65,413.00.

D. Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College the Employability, Work Maturity Skills and Citizenship Skills Software for the School to Work project at a total cost not to exceed $67,508.00.

E. Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for East Central Technical College sixty Howard computers and twenty Hewlett Packard printers for the Computer Information Systems and Business Office Technology labs at a total cost not to exceed $112,965.00.

F. Upon a motion by Dr. Noble, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for Northwestern Technical College twenty Tangent laptops with one server and one wireless cart for the Student Services/Testing area and fifty-seven Gateway computers/monitors for the Computer Information Systems lab at a total cost not to exceed $101,985.00.

G. Upon a motion by Dr. Noble, second by Mr. Tallent, the Board approved to authorize the Commissioner to purchase for Okefenokee Technical College one steel canopy for the Air Conditioning Technology and Automotive Collision Repair programs and one TranSim VS-Driving Simulator for the Truck Driving program, and forty Dell computers/monitors for the Pierce and Charlton County labs and thirty-four Tangent replacement computers/monitors for the CIS instructional labs at a total cost not to exceed $198,066.00

Upon a motion by Dr. Noble, second by Ms. Goodman, the Board approved to authorize the Commissioner to purchase for Savannah Technical College a Snap-On Industrial Senior Tool Set with accessories and three Foam Tool Sets with Tool Control for the Automotive Technology program at a total cost not to exceed$38,100.00.

Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for South Georgia Technical College furnishings for the Automotive Collision Technology, Automotive Technology, Drafting, Electronics and Horticulture programs at a total cost not to exceed $40,000.00.

J. Upon a motion by Dr. Noble, second by Mr. Reynolds, the Board approved to authorize the Commissioner to purchase for West Central Technical College library books for Library and Nolij Web Software with scanning equipment for the Administrative areas and Instructional programs at a total cost not to exceed $108,110.00.

Upon a motion by Dr. Noble, second by Mr. Harrington, the Board approved to authorize the Commissioner to enter into a contractual agreement with Kennesaw State University - Continuing Education, on behalf of the Board of Regents of the University System of Georgia, to provide coordinated professional development in support of the Georgia StW Initiative at a total cost not to exceed $250,000.00.


STANDARDS AND PROGRAMS COMMITTEE

1. Approval of Curriculum Standards Revisions

A. Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board approved the proposed revisions to the Accounting, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002.

B. Upon a motion by Ms. Goodman, second by Mr. Harrington, the Board approved the proposed new Banking and Finance, Diploma and Degree Program Standards as recommended by the Presidents Council. Institutions may implement the standards immediately and must implement them by Fall Quarter 2002.

C. Upon a motion by Ms. Goodman, second by Mr. Reynolds, the Board approved the proposed revisions to the Telecommunications Technology, Diploma and Degree Program Standards as recommended by the Presidents Council.
