CALL TO ORDER

Pursuant to date, place and time stated above Chairman Reynolds called the State Board of Technical & Adult Education to order.

APPROVAL OF MINUTES
Upon a motion by Mr. Bowen, second by Mr. Chapman, the Board approved the minutes of the October 14, 2004 State Board Meeting.

EXECUTIVE COMMITTEE REPORT
Chairman Reynolds recognized Helen Mathis, and presented her with a molten boron crystal magnolia by Frabel for her 20 years of service at DTAE and as the Board’s past Director of State Board Operations. He wished Helen the best of luck to her future endeavors at DeKalb Tech.

Chairman Reynolds reported that the Executive Committee, as a result from a discussion at the October 14, 2004 State Board meeting, recommended canceling the December Board meeting. Upon a motion by Mr. Bowen, second by Mr. Allgood, the Board approved to cancel the December 9, 2004 State Board meeting.

Several suggestions were made in the Executive Committee about the State Board meeting schedule for 2005. Mr. Reynolds stated that a survey will be made of Board members and a recommendation for the 2005 Board Meeting Schedule be discussed and voted on at the January 2005 meeting. This will be the second Thursday of January and that date is January 13, 2005 at 1:00 p.m. in the Atlanta office at 1800 Century Place.

CHAIRMAN’S REPORT – no report

COMMISSIONER’S REPORT
Commissioner Vollmer presented a “draft” of his proposed presentation for the Governor’s Budget hearing scheduled for December 3, 2004. He stated there is still a great deal of work before completion, but this would give everyone an idea of the focus of the presentation. His presentation centered on a world-class workforce and technical colleges’ position as the economic key to our state. The presentation focuses on obtaining the funding formula for three strategic initiatives: producing graduates trained workforce development areas based on the Commission for a New Georgia’s identified strategic industries; K-12 initiative aimed at addressing Georgia’s drop-out problem; and creating the Governor’s Center of Innovation for Manufacturing Excellence. When the final presentation is complete a copy will be sent to the Board members and presidents requesting a copy.

The Commissioner introduced Brian Dominguez, Director, Education GO GET IT and he gave a presentation partnership agreement and how DTAE will be involved in this program. Any questions, Brian can be reached at 404-463-1996. He was assisted by Dawn Cooper.

COMMITTEE REPORTS

ADULT LITERACY COMMITTEE
There were no motions. Mr. Rakestraw gave an update and reminded everyone of the EAGLE Awards Banquet to be held Thursday, January 20, 2005 at the Sheraton Buckhead Hotel. Details will be mailed.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

I. Approval of Contracts

A. Upon a motion by Ms. Douglas, second by Mr. Copeland, the Board approved to authorize the Commissioner to enter into a contract with APCO Graphics, Inc., Atlanta, Georgia for Interior and Exterior Signage for Coosa Valley Technical College in the amount of $85,571.00.

B. Augusta Technical College – Approval of Contract for Architectural Services with Virgo Gambill, Architects, Augusta, Georgia, for Columbia County Campus. Funds for this project are currently in “deferred” status. There was no action needed on this motion.

C. Upon a motion by Ms. Douglas, second by Mr. Allgood and Ms. Flanders, the Board approved to authorize the Commissioner to enter into a contract with Live Oak Institute, a 501©(3) subsidiary of the Georgia Public Policy foundation, to conduct a study and analysis of the agency’s programs, curriculum and services; its’ partnerships with key business and industry; and other secondary educational systems. This study and analysis will also consider alternative funding models that may be necessary for DTAE to be sustainable in an era of limited public resources. This contract will deliver a high-level strategic plan for the agency that will include alignment with the New Georgia Strategic Industries recommendations and the Governor’s strategic objectives by June 30, 2005. The amount of the proposed contract is not to exceed $89,000.00.

D. Upon a motion by Ms. Douglas, second by Mr. Allgood, the Board approved to authorize the Commissioner to enter into a construction contract with Turner Mechanical, Beech Island, South Carolina for Renovation of the Cosmetology Lab, Sandersville Technical College. The amount of the contract is $136,000.00

E. Upon a motion by Ms. Douglas, second by Mr. Copeland, the Board approved to authorize the Commissioner to enter into a construction contract with Construction and Improvement Specialty Company, Chattanooga, Tennessee. The amount of the contract is $130,850.00.

II. Approval of Award of Contracts

A. Upon a motion by Ms. Douglas, second by Mr. Bowen the Board approved
authorized the Commissioner to execute contracts exceeding $75,000.00
received and awarded between November 12, 2004 and December 31, 2004 for
the following projects:

Approval of Real Property
Upon a motion by Ms. Douglas, second by Mr. Johnson, the Board approved to purchase two tracts of land adjoining the campus from the Ben Hill-Irwin Area Joint Development Authority of East Central Technical College at the price of $48,000.00.

Approval of Salary
Upon a motion by Ms. Douglas, second by Mr. Bowen, the Board approved to authorize a performance based increase of two percent (2%) for all DTAE employees, effective January 1, 2005, not to exceed an annualized amount of $1,600.00.

Ms. Douglas stated that in early December DTAE will be mailing a State Business Transaction Disclosure Report to each Board member. Any questions, please regarding this form, please contact Jennifer Hackemeyer and she will assist you.


ECONOMIC DEVELOPMENT COMMITTEE

Mr. Allgood reported there were no motions. There were 15 announcements totaling 2,235 jobs, and four project announcements, two new and two expanding for a total of 234 jobs.

Quick Start will be part of an open house on December 1 of the economic development entities located at the Busbee Center. All board members are invited to attend.

There have been over 6,000 full-time employees trained in Business Ethics.


OPERATIONS AND MANAGEMENT COMMITTEE

Upon a motion by Mr. Allgood, second by Mr. Chapman, the Board approved for the technical college below that the name listed is placed on the Board table until the next meeting for consideration of approval of appointment to the local board of directors of the technical college.

Upon a motion by Mr. Allgood, second by Mr. Chapman, the Board approved that the Commissioner be authorized to purchase for the technical colleges listed below the designated items at a cost not to exceed the amount stated by each technical college.

A. Albany Technical College, furnishings for the Cosmetology Lab, $93,403.00

B. Chattahoochee Technical College, Kwik-File Four Post Shelving and Mobile Aisle Unit for the Registrar and Records Office, $32,692.00

C. Columbus Technical College, 60 Dell Computers ($1,156 ea) for the Computer Information Systems program, $69,360.00

D. Coosa Valley Technical College, LCD Video/Data Projector for the Economic Building in Polk County, $45,648.00

E. DeKalb Technical College, Janitorial Services for the Covington campus, $30,168.00

F. Flint River Technical College, Custodial Services Contract, $26,520.00

G. Savannah Technical College, Annual Service and Maintenance Agreement on the HVAC Systems (all 3 campuses), $43,000.00
