Call to Order
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

Approval of Minutes
Upon a motion by Mr. Bowen, second by Mr. Harrington, the Board approved the minutes of the September 6, 2001 Board meeting.


Guest Recognition
Chairman Harris called on Dr. Breeden to introduce guest speaker Gary McConnell, Director of GEMA (Georgia Emergency Management Authority). After his introduction, Mr. McConnell gave a presentation on Department of Technical and Adult Education's role in dealing with training, security, and what needs to be done for a national emergency.


 COMMITTEE REPORTS

ADULT LITERACY COMMITTEE

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to allow the name as listed below to sit on the table until the next regularly scheduled meeting for review for approval as a member of the Service Delivery Area literacy advisory committee.

Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the Elbert County ECCEL (Elbert County Council for Effective Literacy) as a Certified Literate Community.


BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Approval of Final Plans and Specifications
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved the final plans and specifications for Project No. DTAE-83 Agribusiness/General Classroom Building, Ogeechee Technical College dated September 28, 2001, prepared by Eckles, Martin & Rule, Architects, P.C., Statesboro, Georgia. Estimated cost of construction is $5,850,000.00.

Approval of Modular Classrooms
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the lease/purchase of three (3) Modular Classroom units (2 classrooms each) for Columbus Technical College to be used during the Renovation of the North Building. The amount of the contract is not to exceed $91,310.00.


ECONOMIC DEVELOPMENT COMMITTEE

Quick Start status reports to date a total of 212 projects: 73 new projects; 92 expanding projects; 13 existing projects and completed 34 projects. For the month of September, there were 12 active projects; 11 announcements; 3 expansions and 8 existing projects. Effective July 1, 2001, existing industries, a new category was placed in the state budget.

Equipment Purchases and Contracts
Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Atlanta Technical College a campus information system including software, eight 25" commercial televisions, and electronic Kiosk for installation throughout the campus at a total cost not to exceed $30,000.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to purchase for Augusta Technical College instructional equipment for the Air Frame and Power Mechanics instructional program (main campus) for repair and maintenance training at a total cost not to exceed $137,000.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the to Commissioner to purchase for Coosa Valley Technical College replacement equipment for the Floyd County campus audio/visual system in the auditorium at a total cost not to exceed $29,039.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to purchase for DeKalb Technical College Polycom Videoconferencing equipment for the Clarkston and Covington campuses; and the Economic Development and Montreal Road centers at a total cost not to exceed $32,930.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to purchase for Griffin Technical College instructional equipment for the Automotive Technology, Computer Information Systems, Welding and Industrial Maintenance Technology programs for the Jasper County Workforce Development Center at a total cost not to exceed $231,228.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to purchase for Savannah Technical College an I-SIM/Eaton Transmission Simulator for the Commercial Truck Driving program and an annual advertising contract for television advertising through the local cable system at a total cost not to exceed $112,000.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to purchase for West Central Technical College instructional equipment for the Dental Assisting program for the Central Educational Center in Newnan at a total cost not to exceed $30,286.00.

Upon a motion by Mr. Tallent, second by Mr. Allgood, the Board approved to authorize the Commissioner to conduct Case Management Training for the Georgia Fatherhood Program, providing staff with specific knowledge and skills to help them produce positive outcomes for program participants. The training will consist of two phases at a total cost not to exceed $96,264.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to enter into a contractual agreement with the University of Georgia, on behalf of the Board of Regents of the University System of Georgia, to continue its collaborative effort in providing research and development focused on critical issues in postsecondary technical education in Georgia at a total cost not to exceed $197,826.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to enter into a contractual agreement with the Board of Regents of the University System of Georgia, to incorporate two additional data sets into the Multi-Agency Linked Student Database a total cost of School to Work grants fund not to exceed $120,000.00 over a two year period - $70,000.00 in FY 2002 and $50,000.00 in FY 2003.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to enter into a contractual agreement with the Board of Regents of the University System of Georgia, to extend the work of Performance Assessment for College and Technical Schools (PACTS) by providing professional development to high school, technical college, two-year college and university faculty in teaching in a standards-based environment and also pilot test the career passport at a total amount of School to Work grant funds not to exceed $399,900.00 over a three year period - $92,200.00 in FY 2002; $146,100.00 in FY 2003; and $161,600.00 in FY 2004.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the Commissioner to enter into a contractual agreement with School and Main Institute, Inc. to provide technical assistance to local, regional, state School to Work partnerships at a total amount of School to Work grant funds not to exceed $149,600.00.

Upon a motion by Mr. Tallent, second by Mr. Lord, the Board approved to authorize the reimbursement of all tuition and fees paid by students who are required to withdraw from courses as a result of being called into active duty or relocated in response to current or future national emergencies. The Commissioner is authorized and empowered to take any and all such other action, as in the judgment of the Commissioner, may be necessary, proper, or required in connection with the current military emergency. All such action shall be communicated to the State Board.


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved the proposed revisions of the Forest Technology, Diploma Program Standards as recommended by the Presidents Council. Colleges may implement the revisions immediately and must implement them by Fall Quarter 2002.

Upon a motion by Mr. Lord, second by Mr. Reynolds, the Board approved the proposed revisions to the General Program standard on Employability Skills.

Upon a motion by Mr. Lord, second by Mr. Allgood, the Board approved the college requests listed below to offer diploma and degree programs effective the quarter specified for each request.

COMMISSIONER'S REPORT
Gave a slide presentation of overcrowded conditions in the technical colleges.

The Community Leadership Forums have begun and the area technical colleges will be hosting.

The next Board meeting will be held in conjunction with the TCDA, TCFA, and Presidents' Council in Savannah. The Committee meetings will be Wednesday afternoon, October 31, 2001, at 1:30 p.m. and 2:30 p.m. State Board will be on Thursday morning, November 1, 2001 at 9:00 a.m. Details will follow.
