Call to Order
Pursuant to date, time and place stated above, Chairman Harris called the meeting to order.

Approval of Minutes
Upon a motion by Mr. Rather, second by Ms. Goodman, the Board approved the minutes of the August 2, 2001 Board meeting.


Guest Recognition
Chairman Harris recognized all visitors and the CLCP recipients and noted they would be recognized later in the program.


 COMMITTEE REPORTS

Chairman Harris changed the agenda and called for the committee reports in the following order:

BUDGET, FACILITIES AND TECHNOLOGY COMMITTEE

Budget
Upon a motion by Mr. Harrington, second by Mr. Chafin, the Board approved the departmental FY03 Zero Base Budget Request and the FY02 Supplemental Budget Request. (Copy attached to original minutes)

Property Acquisition
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the purchase of 7.197 acres of unimproved land located adjacent to the campus of Lanier Technical College at a purchase price of $420,000.00 from M. Darius Vohman, MD, for use of Lanier Technical College, subject to approval of the State Properties Commission.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the purchase of 16.12 acres located on Majors Road, Cumming, Georgia, from Forsyth County Board of Commissioners at a purchase price of $889,600.00 for use of Lanier Technical College, subject to approval of the State Properties Commission.

Approval of Contracts
Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved a contract with Ellis Ricket and Associates, Architects to prepare a Campus Master Plan for Okefenokee Technical College, Waycross, Georgia. The amount of the contract is $25,580.00

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved a contract with The Facility Group to prepare a Campus Master Plan for North Metro Technical College, Acworth, Georgia. The amount of the contract is $26,340.00

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved Lott + Barber, Architects to provide architectural services for Project No. DTAE-117 Phase 3 Renovations, Savannah Technical College, Savannah, Georgia. The estimated construction cost $2,600,000.00.

Upon a motion by Mr. Harrington, second by Ms. Goodman, the Board approved a contract with Lott + Barber Architects to prepare a Campus Master Plan for Savannah Technical College, Savannah, Georgia. The amount of the contract is $27,000.00.

Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved a construction contract for the Relocation of Overhead Utility Lines to Underground on a portion of the Campus of South Georgia Technical College. The amount of the contract is not to exceed $260,476.00.

Upon a motion by Mr. Harrington, second by Ms. Douglas, the Board approved a contract with Cooper Cary, Inc. to prepare a Campus Master Plan for East Central Technical College, Fitzgerald, Georgia. The amount of the contract is $26,600.00.

Approval of Resolution
Upon a motion by Mr. Harrington, second by Mr. Bowen, the Board approved to adopt a Resolution for the sale of 2001-C General Obligation Bonds in the aggregate principal amount of $10,500,000.00 for capital outlay projects appropriated in the FY2001 Amended budget.

Grant of Easement
Upon a motion by Mr. Harrington, second by Mr. Reynolds, the Board approved the granting of an easement to Atlanta Gas Light Company across an area of land on the campus of Flint River Technical College measuring 30' x 738.25' for use of Atlanta Gas Light Company in relocating a 4" gas line for construction of a truck driving range at Flint River Technical College, subject to approval of the State Properties Commission.

Approval of Final Plans
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved the Final Plans and Specification for Project No. DTAE-92, Renovations to Buildings A,B, and C, Coosa Valley Technical College dated March 1, 2001, prepared by James W. Buckley & Associates, Inc., Rome Georgia. Estimated cost of construction $2, 179,625.00.

Other
Upon a motion by Mr. Harrington, second by Mr. Pezold, the Board approved to authorize the Commissioner to pay the BlackBoard License fees at a cost not to exceed $230,000.00.

Upon a motion by Mr. Harrington, second by Mr. Bowen and Ms. Douglas, the Board approved to accept the proposed Board Policy, Acceptable Computer and Internet Use, 09-06-11 to lie on the table until the next regularly scheduled Board Meeting. (Attachment B)

Upon a motion by Mr. Harrington second by Mr. Reynolds and Ms. Goodman, the Board approved that students registering solely for online courses through GVTC at a specific technical college not be charged a student activity fee.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for Albany Technical College 31 Gateway computers for the SCT 100 lab (main campus) at a total cost not to exceed $32,054.00.

Upon a motion by Mr. Allgood, second by Ms. Douglas, the Board approved that the Commissioner be authorized to purchase for Central Georgia Technical College instructional equipment for the Carpentry program (main campus), hardware and software for the Industrial Maintenance program (main campus), furnishings and equipment for the Adult Education testing areas (acquired shopping center) at a total cost not to exceed $165,841.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for Chattahoochee Technical College a Computer Aided Instruction System for the Electronics and Computer Engineering Technology, Electronics Fundamental and Biomedical Engineering Technology programs (main campus), CISCO equipment (main campus), and 44 computers for classrooms (main campus) at a total cost not to exceed $268,058.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent and Mr. Pezold, the Board approved that the Commissioner be authorized to purchase for Columbus Technical College a RISC Server for the Banner Student Records/Financial Aid/Student Accounts database (main campus) at a total coast not to exceed $31,900.00.

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved that the Commissioner be authorized to purchase for Coosa Valley Technical College hardware and software for the Electronics program (main campus) at a total cost not to exceed $39,106.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for DeKalb Technical College 215 Pentium III computers (Clarkston and Covington-Newton campuses) at a total cost not to exceed $210,485.00.

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved that the Commissioner be authorized to purchase for Flint River Technical College computers and related technology for the Computer Information Systems programs (main campus) at a total cost not to exceed $67, 876.00.

Upon a motion by Mr. Allgood, second by Mr. Pezold, the Board approved that the Commissioner be authorized to purchase for Georgia Aviation Technical College a 1996 King Air C90SE aircraft and a 1982 Cessna Citation aircraft for the Flight Technology program (main campus) at a total cost not to exceed $2,925,000.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for Heart of Georgia Technical College two transmission Simulators for the Commercial Truck Driving program (main campus) at a total cost not to exceed $100,000.00.

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved that the Commissioner be authorized to purchase for Lanier Technical College Careerware software and licensing and 'Tech Trends' printing costs (main and Forsyth campuses) at a total cost not to exceed $70,623.00.

Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved that the Commissioner be authorized to purchase for Moultrie Technical College a Computer Information Systems Lab for the Tiftarea Technical Center at a total cost not to exceed $28,028.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for Okefenokee Technical College CISCO CCNP Standard Lab Bundle computer equipment for the CIS program, twenty-six computers for the CIS classroom and networking materials and printers (main campus) at a total cost not to exceed $84,500.00.

Upon a motion by Mr. Allgood, second by Mr. Tallent, the Board approved that the Commissioner be authorized to purchase for Savannah Technical College a paint booth, mix room and sanding station for the Automotive Collision department (main campus) at a total cost not to exceed $80,000.00.

Upon a motion by Mr. Allgood, second by Mr. Jones, the Board approved that the Commissioner be authorized to purchase for West Central Technical College instructional equipment for the Machine Tool Technology program, instructional equipment for the Dental Assisting program and instructional equipment for the Computer Repair program at a total cost not to exceed $286,674.00. Upon a motion by Mr. Allgood, second by Mr. Reynolds, the Board approved that Albany Technical College rename their extension campus from Early County Technical Center to "Early County Campus".


STANDARDS AND PROGRAMS COMMITTEE

STANDARDS

1. Approval of Curriculum Standards Revisions
Upon a motion by Mr. Pezold, second by Ms. Goodman, the Board approved the proposed revisions to the Visual Communications, Degree and Diploma Program Standards as recommended by the Presidents Council. Institutions may implement the revisions immediately and must implement them by Fall Quarter 2002. Upon a motion by Mr. Pezold, second by Mr. Harrington, the Board approved the proposed revisions to the course standards for the entry-level college English courses - ENG 191, College Composition and Rhetoric I, and ENG 193, College Composition and Rhetoric II - and the college and college preparatory mathematics courses - MAT 152, Intermediate Algebra; MAT 190, Mathematical Modeling; MAT 191, College Algebra; and MAT 194, Precalculus - as recommended by the Presidents Council.

CHAIRMAN'S REPORT
Called on Rhubarb Jones to give an update of the activities for the evening meeting. Asked new Board members to contact Helen on which Committee(s) they would like to serve, giving choices of 1,2,3, but stated he could not promised they would serve on their chosen Committee(s), but would try to accommodate.

Requested for Tony Bruehl to get the Capital Outlay Committee together before the next Board meeting.


COMMISSIONER'S REPORT
Thanked everyone involved in planning the Adult Literacy Conference for such a wonderful job. He felt it was a great success. He thanked all the Board members for their participation in this meeting and conference.

Announced the Board meeting would be coordinated with the GED Celebration for the week of September 5-7, 2001 at the Westin Peachtree Plaza. The meeting would be on Thursday, September 6th with location and time to be announced.


ADJOURN
Chairman Harris stated the next Board meeting is October 4 in Atlanta and the November Board meeting will be in conjunction with the Presidents Council, TCFA, TCDA and will be in Savannah at the Savannah Marriott. This meeting begins October 30 through November 2 with the Board meeting on Thursday morning, November 1, at Savannah Technical College. A tentative agenda was given each member and is attached to original minutes.
