Procedure: President Search and Selection

Whenever a vacancy exists or is pending at a Technical College, the Commissioner shall notify all incumbent Presidents and central office staff.

Presidents of Technical Colleges who anticipates leaving office shall give as much advance notice as possible to the Commissioner.

The Commissioner with input from at least one member of the Local Board of Directors shall appoint the Search Committee.

The Commissioner shall provide an orientation regarding the presidential search process to the Search Committee.

The local search process shall result in the submittal of three (3) unranked finalists to the Commissioner for interview.

The Commissioner shall conduct an appropriate background review and assessment of each of the three (3) finalists.

The Commissioner may involve selected state central office staff in the interview schedule.

The Commissioner shall make the final selection and submit the name of the selected candidate to the State Board for final affirmation. In the event none of the finalists are acceptable, the Commissioner reserves the right to initiate a new search.

In the event a personnel transfer action becomes an option, the process shall include, but may not be limited to, the following components:

1) Any incumbent President interested in transferring to the outgoing president's position should consult with the Commissioner within a reasonable time. This consultation should generally precede the appointment of a Search Committee.

2) When such a transfer is in the best interest of the Department, the Commissioner shall forward the name of the interested individual to the appropriate local board for consideration.

3) The local board shall notify the Commissioner in a timely manner of its recommendation with respect to the transfer request. If the local board requests transfer, the Commissioner shall present his or her decision to the State Board for affirmation.

Nothing contained in this procedure shall erode in any manner the Commissioner's authority to appoint an acting president upon circumstances constituting an emergency or when otherwise in the best interest of the Department.
