Procedure: Method of Determining Retention Credits Procedure
Within a competitive group at a Technical College, the supervisor shall determine an employee's retention credits by combining performance evaluation scores and seniority scores as follows:
Performance evaluations shall be averaged for the three years preceding the projected effective date of the reduction in force. Performance evaluations of employees with less than three years of service shall be averaged; a single performance evaluation may be used if only one evaluation has been rendered. If an individual has not received a performance rating, an average or 3.0 rating on the scale in use at the Technical College shall be assigned.
Technical Colleges using descriptive or numeric scales shall convert scores and apply credits as follows:

Ratings resulting in 0.5 or higher shall be rounded to the next higher whole number; less than 0.5 shall be rounded to the next lower whole number.Retention credit based on the length of continuous unbroken service in the same Technical College shall be computed as outlined in the following table. Continuous service means an individual has been continuously employed by the Technical College and has not retired and been re-employed by the same Technical College under a different retirement system.

Periods of less than six months shall be reduced to the next lower whole number; periods of six months or more shall be increased to the next higher whole number.In the event of a tie, the individual with the higher performance rating shall be given preference. In the event there is still a tie, the decision shall be made by lot.
In the event that one or more employees in a designated Competitive Group is in the classified service, the retention credits for the entire Competitive Group shall be calculated in accordance with the Rules of the State Personnel Board.
