Week of April 9, 2007

The General Assembly completed day 36 of the 40-day legislative session on Friday.  The remaining schedule is as follows:

Highlights for the past week include:

  • The House and Senate stalemate over the 2007 amended budget finally ended on Tuesday with an agreement to use the disputed funds to boost the homeowner’s tax relief program by $142 million.  The adult literacy TANF funding and the KIA training requests were among the items that were eliminated.  However, the department has worked out a compromise with House and Senate leaders to manage the loss of TANF funding and is currently working on a solution to replace the KIA funds.   
  • The House passed the 2008 budget on Friday which restores 100% of the Governor’s recommendation for the funding formula decline as well as many other priorities for the technical colleges, the adult literacy and Quick Start programs.  (See attached spreadsheet for details).
  • House Bill 243, legislation that would exempt from the HOPE cap hours earned through the dual enrollment program for high school students, passed unanimously out of the Senate Higher Education Committee of Wednesday.  However, the bill was amended to include language similar to Senate Bill 68,  which allowed for career academies to be established as charter schools.  Assuming the bill passes the full Senate, a conference committee will be appointed to iron out House and Senate differences. 
  • House Bill 363, which adds Georgia Military to the list of colleges where a student can receive the HOPE grant, passed unanimously out of the Senate Higher Education Committee and now heads to the full Senate for approval. 
The Governor’s HOPE Chest legislation (Senate Resolution 125), which restricts the use of lottery funds, is on the House Higher Education Committee agenda for Monday, April 16.
