REPORT TO THE CITIZENS

This year's annual report reflects a strengthening of the infrastructure that the Technical College System of Georgia (DTAE) provides for workforce development and lifelong learning opportunities. Our four business units - organized to work closely with our customers - continue to produce outstanding results for Georgia. We encourage you to examine the results as reported in this annual report; here are a few highlights:

Adult Literacy - During calendar year 1996,17,914 examinees were awarded General Educational Development (GED) diplomas, placing Georgia sixth in the US in GED graduates. There is now a full-time literacy teacher in 133 counties. The Certified Literate Community Program (CLCP), unique to Georgia, has expanded the state's adult literacy program. There are 32 communities with participant status and 25 are in various stages of organizing.

Economic Development Programs - Quick Start, Georgia's economic development incentive training program, set a new record for numbers trained: 29,393. Through the Economic Development Programs offices at Georgia's technical institutes, existing industries also were served at a record rate of 55,503 trainees.

Public Libraries - The 370 library facilities increased availability of information by entering into a partnership with the state's public and private colleges and universities, technical institutes, and K- 12 institutions to provide statewide access to Georgia Library Learning Online (GALILEO). In addition, Internet access through the public libraries is now available in 35% of Georgia's counties; all counties with public libraries will be connected by the end of FY 98. This means that Georgians in those areas do not necessarily have to own a personal computer system to access the Internet.

Technical Education - Total enrollment for FY 97 was 234,052 - 81,355 in credit and 152,697 in noncredit courses. The increasing interest in short-term programs that prepare workers for specific jobs is evident in the enrollment of 15,236 students in Technical Certificate of Credit programs in FY 97. Probably the most significant indicator of our success is the rate of placement of our graduates. For FY 97, 81% of graduates were placed in their field, 6% were placed out of field, and 9% are continuing their education.

We are proud of our business results, and we welcome your interest in our annual report. We see this agency as providing access for Georgians - both to employment and to training and education. It is a privilege to be part of this enterprise.
