Governing Procedures
Robert's Rules of Order shall govern Decorum and Debate.
ARTICLE II
Rights and Privileges
Section 1.
Librarians, Media Specialists, and library affiliated contacts employed
by a technical college or post secondary institution with a technical
education component in the state of Georgia shall be eligible for membership.
Section 2.
Each member shall have the right to one vote.
ARTICLE III
Meetings
Meetings of the Council may be held quarterly. The times, locations
and agenda of the meetings shall be determined by the Executive Committee
and announced to the Council membership by the Chair. The meeting date
may be changed at the discretion of the Executive Committee with advance
notice to the membership. These meetings may be held at a single location
or may be held in conjunction with the annual Georgia Council of Media
Organizations (GaCOMO) Conference. The DTAE Technical College Listserv
may also be employed to discuss and act on Council issues.
ARTICLE V
Officers
Officers shall be elected annually at the last meeting of the fiscal
year. No technical college shall provide more than one officer during
the same term. Officers may succeed themselves, but are limited to two
consecutive terms.
CONSTITUTION
ARTICLE I
Name
The name of this organization shall be the Library Council.
ARTICLE II
Objective
The objective of this organization shall be:
- To provide a
forum where librarians, media specialists, and library affiliated
contacts from Georgia's technical colleges may meet to discuss and
to act on matters of interest to all.
- To provide a
means for the development of projects beneficial to one or more of
the libraries or media departments and to provide an organizational
structure under which member units may develop joint cooperative projects.
- To enable member
libraries to support each other by lending materials on a statewide
basis and other collaborative resources sharing initiatives as identified.
- To provide staff
development opportunities for the membership.
ARTICLE III
Membership
Membership shall be composed of any librarian, media specialist, or
library affiliated contact of any technical college or any post secondary
institution with a technical education component in the state of Georgia.
ARTICLE IV
Officers
Section 1. Officers
Officers of this Council shall consist of Chair, Vice-Chair, and Secretary.
Section 2. Duties
of Officers
a. The
Chair shall preside at all meetings, appoint committees, and perform
such duties that pertain to that office.
b. The Vice-Chair shall preside at all meetings in the absence of
the Chair.
c. The Secretary shall keep a record of all meetings, maintain minutes,
record official actions of the council, and shall preside over meetings
in the absence of the Chair and Vice-Chair.
d. These three elected officers and the consortia chairs shall constitute
the Executive Committee.
ARTICLE V
Consortia Chairs
Section 1: Consortia
Chairs
Consortia chairs shall consist of one Council representative from each
of the six established consortia. Representation may be made on a volunteer
basis or invitation of the Council chair. Consortia chairs may succeed
themselves, but are limited to two consecutive terms, and shall not
simultaneously hold position as a council officer.
Section 2: Duties
of Consortia Chairs
Consortia chairs shall perform such duties as pertain to the dissemination
of information to their respective consortia members and shall serve
on the Executive Committee.
ARTICLE VI
Meetings
Meetings of the Council may be held quarterly and shall be scheduled
at a location and time designated by the Executive Committee. A majority
of the members present shall constitute a quorum.
ARTICLE VII
Amendments
This constitution may be amended at any meeting by a two-thirds majority
vote of the members present and voting. Advance notice of a pending
amendment shall be distributed to the membership prior to the next scheduled
meeting.
